The relationship between citizenship, marriage and family has often been overlooked in the social and political theory of citizenship. Intimate domestic life is associated with the private sphere, partly because reproduction itself is thought to depend on the private choices of individuals. While feminist theory has challenged this division between private and public – ‘the personal is political’ – the absence of any systematic thinking about familial relations, reproduction and citizenship is puzzling. Citizenship is a juridical status that confers political rights such as the right to carry a passport or to vote in elections. However, from a sociological point of view, we need to understand the social foundations and consequences of citizenship – however narrowly defined in legal and political terms. This article starts by noting the obvious point that the majority of us inherit citizenship at birth and in a sense we do not choose to be ‘Vietnamese’ or ‘Malaysian’ or ‘Japanese’ citizens. Although naturalisation is an important aspect of international migration and settlement, the majority of us are, as it were, born into citizenship. Therefore, the family is an important but often implicit facet of political identity and membership. In sociological language, citizenship looks like an ascribed rather than achieved status, and as a result becomes confused and infused with ethnicity. This inheritance of citizenship is odd given the fact that, at least in the West, there is a presumption, following the pronouncements of the Enlightenment and the French Revolution, to think of citizenship in universal terms that are ethnically ‘blind’, but it is in fact closely connected with familial or private status. These complex relations within the nation-state are further complicated by the contemporary growth of transnational marriages and this article considers the problems of marriage, reproduction and citizenship in the context of global patterns of migration.  相似文献

Despite much training in public administration over the past 20 years there has been little improvement in public service management in the Third World. This was anticipated in Schaffer's critical notion of ‘trainingism’. This concept, when applied to Papua New Guinea, helps us to understand why training has been unable to produce dramatic changes in public service performance. Training has been used to perform latent functions and has not been evaluated. The situation is currently under review as new initiatives are taking place to improve training's contribution to public service efficiency and effectiveness.  相似文献

Young, low-income, African American fathers have been at the center of research, practice, and policy on families over the past decade. This article uses a "voicing" analytic technique to examine identities among young, low-income, African American fathers living in an urban setting; the intersections of these identities; and the fathers' perceptions of the influences of familial, peer, and legal systems as barriers and resources in their development as fathers and the sustainability of their fathering roles. The primary questions addressed urban fathers' representations of their transition to fatherhood, intergenerational relationships, transformative events, and visions of a possible self. Results from a survey, focus groups, and interviews suggest that the fathers seek to reinvent themselves and reconstruct their identities by separating from street life, redefine home as a place of stability, and challenge the practices of social and legal systems that appear to work against their responsible fathering.  相似文献

This study is concerned with two electoral laws introduced in Lower Saxony for local government elections: the first post-war law (1946) introduced by the British occupation authorities, and the most recent (1977) law, the product of the CDU-FDP coalition in Lower Saxony, used for the 1981 local government elections. The background to each of these laws is presented, with emphasis on their political context and the goals sought by the authorities of the time. The article then examines the actual effects of each law, and explores some of the unintentional effects that emerged. The conclusion sets the problem of electoral-system innovation in the wider context of the relationship between electoral change and political behaviour.  相似文献

This article reports results of a study of self-image among 426 adolescents from the Republic of China (Taiwan). Self-image was studied through use of a Chinese translation of the Offer Self-Image Questionnaire. Subjects were from public schools and a factory setting in the Republic of China. Implications for understanding Chinese youth as well as problems in doing cross-cultural research are discussed.Received M.A. from the University of Chicago. What is the objective of ideology critique today? A unique answer to this question can be found in the work of Bernard Stiegler: the object of ideology critique is stupidity. Stiegler’s work will be situated with regard to the study of ideology and post-structuralism, reframed as respective versions of a dichotomy between critical and neutral theories, to show how Stiegler’s conception of ideology encompasses both. How he thinks ideology ‘after’ post-structuralism will be explored through his reading of Deleuze and Guattari. First, by seeing how Stiegler capitalizes upon the theoretical developments of Deleuze and Guattari to rethink the notion of ideology. Second, by seeing how this understanding of ideology is folded back on their work in order to discern how post-structuralism can be critiqued by a theory of ideology that utilizes its views. From the perspective of his reading of desire in Deleuze, Guattari and Freud, Stiegler shows how ideology destroys the desire to rethink ideas, and enforces stupidity. Third, after Stiegler’s theoretical labour, we arrive at a notion of ideology dichotomized between the critical and the stupid, tasking critique with the invention of new forms of desire, and the struggle against stupidity.  相似文献
