Transforming Environmental Governance in Northern Ireland. Part One: The Process of Policy Renewal

As Northern Ireland emerges from decades of conflict, the pressuresfor economic regeneration mean that without fundamental reformsto the region’s system of environmental governance, itslong-awaited sustainable development strategy will be littlemore than a chimera. There is some cause for optimism that theneed for major administrative reform is now understood. Thescale and background of the underlying environmental policymalaise are examined. Only in the last four years, spurred bya combination of the threat of fines before the European Courtof Justice and of the restoration of devolution, has there beena significant effort of environmental law reform, which hasled to a clearing Northern Ireland’s notorious EU legislativebacklog. Real reform in governance, however, will be impossiblewithout a credible champion, and a particular responsibilityfor leadership in policy on the environment and sustainabledevelopment will rest on Northern Ireland’s Departmentof the Environment. Five critical challenges are identifiedif the Department is to be effective in this respect.     

Juvenile delinquency and victimization: a theoretical typology

It is a widely voiced notion that juvenile delinquency and victimization co-occur extensively in the youth population, in particular because delinquent youth engage in risky activities. But theory from the bullying and traumatic stress literatures suggests that there may be additional pathways by which delinquency and victimization are connected. This analysis looks for possible subtypes of delinquents and victims consistent with such pathways. Using the Developmental Victimization Survey, a national sample of 1,000 youth aged 10 to 17 were interviewed over the phone. Support emerges for three distinct types of delinquent-victims, who are termed bully-victims, delinquent sex/maltreatment- victims, and property delinquent-victims. There is also evidence for substantial groups of youth who are primarily delinquent but not seriously victimized, as well as youth who are primarily victimized but not delinquent.     

Evidence of mephedrone chronic abuse through hair analysis using GC/MS

Mephedrone is a synthetic derivative of cathinone which is becoming more common on the recreational drug market. Several intoxications following mephedrone abuse have been reported though published papers have focused essentially on analytical approaches for biological fluids and only one has involved a hair sample. After the development and validation of a new method, the first series of positive results for mephedrone in hair specimens is reported here. After decontamination of the hair strand in methylene chloride, hair segments were cut into small pieces with scissors, weighed and incubated overnight in Soerensen buffer pH 7.0 in the presence of deuterated 3,4-methylenedioxymethamphetamine (MDMA) at 40°C. The incubation medium was extracted using ethyl acetate after alkalinisation with 1N sodium hydroxide (NaOH). Before injection, the dry extract was derivatized using a mixture of heptafluorobutyric anhydride/ethyl acetate (100:50, v/v), evaporated and dissolved in ethyl acetate (25μl). After introduction of 1μl of the extract onto a splitless injector, chromatographic separation was achieved on a HP 6890 gas chromatograph equipped with a 5-MS capillary column. Detection was achieved in single ion monitoring mode (m/z 254-119-210 for mephedrone, m/z 258-213 for MDMA-d5) using a 5973 MSD operating in electron impact mode. Sixty-seven hair specimens were tested for mephedrone. Thirteen of them were found positive for mephedrone with concentrations ranging from 0.2 to 313.2ng/mg with a mean concentration of 26.8ng/mg. It was difficult to compare our findings due to a lack of reference data, nevertheless mephedrone seems well incorporated into hair (concentrations in the ng/mg range) like other stimulant drugs such as amphetamines or cocaine. The aim of this work was to develop a specific and accurate method for mephedrone analysis in hair specimens and its application to a large number of samples (n=67). The developed analytical method appears sensitive enough to reveal occasional to regular use of mephedrone.     

Killing the Zombie Peace and Building a New Movement

The prospects for a just and sustainable peace are dire. The Oslo framework and the two-state solution are no longer fit for purpose (if indeed they ever were). And yet it is entirely possible that the current situation could limp on for a while longer – like a zombie that refuses to die. This short opinion piece argues that, in this context, a new movement and a new strategy are urgently required.     

Fluorescence Imaging of Posterior Spiracles from Second and Third Instars of Forensically Important Chrysomya rufifacies (Diptera: Calliphoridae),

Entomological protocols for aging blowfly (Diptera: Calliphoridae) larvae to estimate the time of colonization (TOC) are commonly used to assist in death investigations. While the methodologies for analyzing fly larvae differ, most rely on light microscopy, genetic analysis, or, more rarely, electron microscopy. This pilot study sought to improve resolution of larval stage in the forensically important blowfly Chrysomya rufifacies using high‐content fluorescence microscopy and biochemical measures of developmental marker proteins. We established fixation and mounting protocols, defined a set of measurable morphometric criteria and captured developmental transitions of 2nd instar to 3rd instar using both fluorescence microscopy and anti‐ecdysone receptor Western blot analysis. The data show that these instars can be distinguished on the basis of robust, nonbleaching, autofluorescence of larval posterior spiracles. High‐content imaging techniques using confocal microscopy, combined with morphometric and biochemical techniques, may therefore aid forensic entomologists in estimating TOC.
