Contemporary decentralization discourse and recommended practice focus on political decentralization. However, experience with such devolution has often failed to produce the anticipated developmental returns. This has prompted reconsideration of managerial or administrative decentralization (deconcentration) as a vehicle for improving services and encouraging popular participation. A range of potential benefits is available from deconcentration. Cambodia has embarked on a cautious policy of decentralization involving weak devolution and deconcentration. But it is from deconcentration that the government expects the greatest developmental gains. Initial results are encouraging but difficulties confront the deconcentration experiment. These include the piecemeal nature of the initiative, unfamiliar financial management practices, deeply embedded patterns of hierarchy in society and state, and limited managerial capacity. Nevertheless, it appears that incremental deconcentration may offer a useful policy alternative for countries such as Cambodia which are engaged in slowly building the infrastructure of a modern state following debilitating internal conflict. This article develops and tests a parliamentarian‐centred decision model of the collaboration between interest groups (IGs) and parliamentarians. We posit that parliamentarians face a trade‐off when deciding on IG ties that offer them either political (policy support and votes) or financial benefits (additional income). We theorise the balance in this trade‐off to be moderated by ideology and tenure because both introduce variations in IG ties’ utility across politicians. Using Swiss longitudinal data from 1985 to 2015 on 743 parliamentarians and their 5,431 IG board positions, we show that parliamentarians become more financial benefit‐seeking over time. This holds in particular if they belong to right‐leaning parties. We also find self‐imposed restrictions for new and left‐leaning parliamentarians on seeking financial benefits. This highlights that parliamentarians are responsive to their partisan constituents when building their IG tie portfolio.  相似文献

Divorce education programs are mandatory in most states. Despite the ongoing debate in the field regarding the appropriate duration of these programs, the goal of the current study was to identify the following five content areas in divorce education that may be most relevant for predicting favorable outcomes: (1) impact of divorce on children, (2) impact of divorce on family relationships, (3) financial responsibilities of divorcing parents for children, (4) benefits of positive coparenting, and (5) impact of domestic violence on children and family relationships. Using divorcing parents' self‐reported data (N = 3,275) from a one‐hour online divorce education program in Utah, we examined participants' post‐divorce intentions to treat each other respectfully, especially in front of the child(ren), and engage in positive coparental practices. The results showed that the program was effective in obtaining these objectives. We discuss these findings in depth and offer suggestions for future programs.  相似文献

Acts of terror are conceptualized in a three-part franework. This framework interrelates primary factors in an act of terror: target selection, motivation, and intent. Target selection differentiates between selected and random types. Motivation deals with emotional on instrumental drive underlying the event. Intent distinguishes among those acts which are actually political in nature and those that are criminal or that derive from mental allness. The interaction of these factors leads to conclusions about the ultimate desired outcome of the act of terror. It is argued that understanding the complex, factor interaction can lead to more reasonable and effective decision malang early in an event.  相似文献

The Enlightenment as the origin of modernity and as the foundation of moral universalism has been much invoked by social theory in recent years especially by writers influenced by Michel Foucault's essay on the subject. Postmodernism and cultural anthropology have made the question about Enlightenment universalism ever more pressing. At one level the issue is very simple. By its emphasis on universalism in knowledge and ethics, the Enlightenment made particularity a problem and it resulted in a stigmatization of those social groups that patently departed from its magisterial interpretation of rationality appear to be irrational, premodern and dangerous. Aamir Mufti claims uncontroversially that the Enlightenment idea of universalism set up a series of contrasts between the universalism of the bourgeois world of civility, civilization and citizenship on the one hand and local practices and customs on the other. The result was to construct a classification of social minorities who were deemed to be in need of education, moral reform, modernization and assimilation. Enlightenment in the Colony involves a comparison between “the Jewish Question” and the Partition of India. The particularity of Jews and Muslims is examined in the context of modern assumptions about universalism, especially the notion of universal citizenship.  相似文献
