Coastal beaches are a source of considerable recreational activity, but are also eroding at a rapid rate. Since beach resources are common property, there is no organized market to determine economic benefits from recreational use. Through a willingness to pay equation for beach use, this article demonstrates how proposed beach renourishment policy can be evaluated within a benefit-cost analysis framework. Benefits are estimated as the incremental willingness to pay per day for a larger beach width which is translated into annualized benefits. Annualize cost of achieving maximum benefits are calculated from a cost function. Given the existing cost of beach renourishment, it was found that all beaches in Florida that are overcrowded (i.e., had less than 112 square feet per person/day) could be renourished at a benefit-cost ratio greater than unity. In Florida, beach renourishment policy for overcrowded beaches yields more economic benefits than costs. However, this technique does not lend itself to policy analyses of uncrowded beaches that are undergoing considerable erosion.  相似文献

This article advances our understanding of the effects of monetary rewards on public employee performance and of the contingencies that may moderate these effects. In a randomized control‐group experiment with nurses working at a local health authority in Italy, performance‐related pay (PRP) had a larger effect on task performance when the rewards were kept secret than when they were disclosed. The negative interaction between PRP and visibility was stronger among participants who were exposed to direct contact with a beneficiary of their efforts, which heightened their perception of making a positive difference in other people's lives. These results are consistent with theoretical predictions that monetary incentives for activities with a prosocial impact may crowd out employee image motivation. There were no crowding‐out effects when a symbolic reward was substituted for the monetary incentive.  相似文献

Being absent from work due to sickness is a critical issue for individuals and their employers, but it has traditionally fallen outside the scope of EU employment legislation. This article argues that this is changing; it examines case‐law under the Working Time and Employment Equality Directives. The article considers the justifications that the Court of Justice has advanced to explain this expansion in EU employment law. It finds that the Court has, at times, invoked fundamental social rights as a basis for interpreting employment legislation in a manner favourable to workers. Yet the way in which the Court deploys rights‐based reasoning can be difficult to anticipate, not least the countervailing weight attached to the interests of employers. The case studies indicate that fundamental rights discourse offers a possible foundation for more extensive readings of employment legislation, but it is not a simple ‘trump card’ for advocates of stronger worker protection.  相似文献

Cysts of the larynx are uncommon lesions that on rare occasions may cause sudden death. We report herein the asphyxial death by an obstructing vocal cord cyst in a woman whose body was found in a setting that aroused suspicions of foul play.
