The article examines the role of agricultural GDP growth in alleviating rural poverty in LDCs. Cross‐sectional regression analysis indicates that GDP growth by itself takes a very long time to reduce poverty significantly. It suggests that decreases in land concentration could have a more immediate impact on reducing rural poverty; the budgetary and other costs of implementing such changes are not, however, considered. Exploring the relationship between procedural justice and citizen perceptions of police is a well‐trodden pathway. Studies show that when citizens perceive the police acting in a procedurally just manner—by treating people with dignity and respect, and by being fair and neutral in their actions—they view the police as legitimate and are more likely to comply with directives and cooperate with police. Our article examines both the direct and the indirect outcomes of procedural justice policing, tested under randomized field trial conditions. We assess whether police can enhance perceptions of legitimacy during a short, police‐initiated and procedurally just traffic encounter and how this single encounter shapes general views of police. Our results show significant differences between the control and experimental conditions: Procedurally just traffic encounters with police (experimental condition) shape citizen views about the actual encounter directly and general orientations toward the police relative to business‐as‐usual traffic stops in the control group. The theorized model is supported by our research, demonstrating that the police have much to gain from acting fairly during even short encounters with citizens. 相似文献

Opinions about the Bayh-Dole Act of 1980 and its implementation by US universities can depend on whether one views the Act as a series of tactics that are ends in themselves or as a policy declaration designed to protect the public against nonuse of taxpayer-funded discoveries and encourage their commercialization, utilization, and public availability. Those views appear to influence how universities and their leaders measure performance and define success, identify and allocate resources, approach transfer strategies, and negotiate terms and apportion risks relative to those terms. Those who view the Act as tactical tend to obscure the broader policy objectives which can result in substantial amounts of university research that is “never commercialized” (President’s Council of Advisors 2003), “restrained” (Schacht 2010b), and “left unused and unapplied” (Seipman in Univ Dayt Law Rev 30:209–243, 2004). Society then is deprived of the new products, services, approaches and experiences that can stimulate economic growth and advance human welfare. These and other consequences demand evaluations and assessments of university practices and behaviors and the extent to which they narrowly serve the Act’s tactics or more broadly serve its purposes of pursuing and maximizing the potential usefulness of the results of taxpayer-funded research. Too frequently, there seems to be a disconnect between federal policy and practices adopted or tolerated by universities and their leaders to implement that policy. 相似文献

For any profession, establishing codes of ethics that are both practically relevant and up to date is an ongoing challenge. Law enforcement is no exception to this as agencies are faced with an evolving modern environment. With changes in technology, types of policing, and sources of societal conflict there is a potential array of new or evolving ethical considerations that confront the profession. Attempts to distill and prescribe law enforcement ethics at the international level have resulted in the creation of the “Law Enforcement Code of Conduct” of the International Association of Chiefs of Police (IACP) and the “Code of Conduct for Law Enforcement Officials” of the United Nations (U.N.). However, both these codes were created decades ago, so they do not cover some of the more contemporary ethical issues that have arisen. This article compares the content of the IACP and UN codes and identifies a range of ethical issues either absent or insufficiently addressed. Normative themes and issues are organized around the following topics: difficulties in applying the codes, human rights and the use of force, misconduct and integrity, and enforcement and accountability. 相似文献

Adolescents have begun to initiate sexual activity at increasingly early ages in the past few decades. Using a sample of 2,494
adolescents from the National Longitudinal Survey of Youth (NLSY97), structural and parental process variables were examined
in the prediction of sexual onset. Results indicated that the age at which youth initiate sexual intercourse is related to
the structural characteristics of their grandmothers and mothers, as well as puberty, gender, and race. There is support for
partial mediation of the effects of these grandmother characteristics via mother characteristics and parental process. Results
are discussed within the framework of the life course perspective and provide support for the importance of previous generations
in the explanation of adolescent sexual behavior. Implications for families and adolescents are also addressed.

Minority groups frequently challenge the legitimacy of legal authorities, particularly the police. Without trust and legitimacy, the police encounter constant conflict and cannot function effectively. While past research has examined minorities’ perceptions of the police, national minorities provide an interesting and under‐investigated test case because of their inherent identity conflict with the state. The current research examines three factors to explain minority–majority disparities in views of the police: (i) police effectiveness and fairness; (ii) intergroup discrimination (termed relative deprivation in policing); and (iii) identification with the state. Findings from a survey of Jewish and Arab residents of nationally mixed neighborhoods in Israel (n = 394) suggest that while all of these factors account for minority–majority discrepancies in views of the police, perceptions of police fairness are particularly important. Furthermore, feelings of discrimination and low levels of identification with the state are less important than evaluations of fairness in explaining minorities’ negative perceptions of the police. 相似文献

The current study longitudinally examines the effects of child maltreatment, parenting, and disadvantaged neighborhood on
victimization, delinquency, and well-being via running away and school engagement among a sample of 360 high-risk adolescents.
Results of a path analysis revealed that parenting was associated with school engagement, running away, and well-being. Childhood
neglect was related to victimization while sexual abuse and living in a more disadvantaged neighborhood were associated with
poorer well-being. Greater school engagement was associated with higher levels of well-being and a lower likelihood of delinquency.
Finally, running away was positively associated with participating in delinquent activities. In terms of the interactions,
results showed that the effect of positive parenting on well-being was significantly stronger for females and the manner in
which neglect related to school engagement was greater among males. Additionally, gender significantly moderated the relationship
between running away and victimization and between running away and delinquency, both of which the effects were significantly
stronger for males. Implications for families and adolescents are addressed.

What explains when and to what extent central governments implement decentralization? By centering on the strategic incentives that follow from the particular configuration of competitiveness and party system coherence, we propose a theory that can begin to explain the divergent outcomes in the many forms of decentralization initiated across Africa. This explanation for the extent to which robust decentralization is implemented over time suggests two counter-intuitive findings. First, authoritarian regimes may decentralize further than democratic ones, given the incentives to the hegemonic party where such reforms are initiated. Second, highly fragmented and deeply localized polities may decentralize most minimally, even where there is a broad consensus about the desirability of such reforms. We provide a first test of the theory through a comparative analysis of over a dozen countries, focusing on process tracing for Ethiopia, Botswana, Ghana, and Benin. 相似文献
