Kicking to death - forensic and criminological aspects.

A total of 36,274 forensic autopsies was performed in Berlin, between 1980 and 1987, including 152 cases (0.42%) in which death had been caused by blunt violence due to kicking. Data were collected on both victims and offenders, postmortem findings, causes of death and the way violence had been perpetrated. The greater part of victims and offenders had been males originating from lower social strata. Most of the victims and offenders had been in relationship with each other prior to the offence. Typical course of events: Victims and offenders, under influence of alcohol, became involved in a brawl, usually for trivial reasons, which soon led to physical fighting. When the victim had been knocked to the ground, the offender started forceful kicking. Bleeding to death and head injury were frequent causes of death. More than 50% of all offences were committed by single offenders. The diagnosis of kicking to death can at best be derived from presence of boot traces leaving shaped injuries. The trace-generating boot can be identified as offending tool by means of comparative police investigation. In addition to evaluation of shoe sole profiles, there is other trace-relevant material that may be sampled from a suspected offender's footwear (skin cells, hair, blood, body tissue) and used to identify findings by DNA analysis. There may be injuries with visible patterns supporting suspicion of kicking and trampling, although conclusive confirmation can be obtained only by testimony by a witness or confession by the offender.     

Preparations for the European Football Championship 2000

The Minister of the Interior and Kingdom Relations commissioned the Crisis Research Center (COT)/University of Leiden to provide a profile of the current status of the organisation of Euro 2000 by compiling two audits. The first audit took place in February 2000. The authors report in this article on the results of this audit. It comprises of a content audit (enforcement; arrests and prosecution supervision, transportation and stay; hospitality) and a process audit (preparation, organisation, information, media and communication, after-phase). The audit framework offers both the researchers and the organisations involved a workable checklist for analysing and implementing the preparations for Euro 2000. In practice, it gives the researchers and the officials the idea that they have considered all the conceivable aspects of organising large-scale events.     

Economic crisis and the crisis of national identity in Slovenia: toward a new notion of social order

This paper addresses the influence of the economic crisis on national identity in Slovenia. It first analyzes the creation of the contemporary national identity following independence in 1991 that was established in relation to a negatively perceived Balkan identity, which represented “the Other,” and in relation to a “superior” European identity that Slovenia aspired to. With the economic crisis, the dark corners of Slovenia’s “successful” post-socialist transition to democracy came to light. Massive layoffs of workers and the bankruptcies of once-solid companies engendered disdain for the political elites and sympathy for marginalized groups. The public blamed the elites for the country’s social and economic backsliding, and massive public protests arose in 2012. The aftermath of the protests was a growing need among the people for a new social paradigm toward solidarity. We show that in Slovenia the times of crisis were not times of growing nationalism and exclusion as social theory presupposes but, quite the contrary, they were times of growing solidarity among citizens and with the “Balkan Other.”

A tale of two railways and the Reuter family

Between the nineteenth and twentieth centuries, the influence of Baron Julius de Reuter and his famous agency, Reuters, was evident in his and his family's investments around the world. By looking at the histories of the Reuter Concession and the Greek Railway Concession, this work aims to offer insight into the international politics of certain governments and the value of news as a commodity at the time. The Reuter Concession illustrates part of the British-Russian conflict over Persia while the Greek Railway Concession demonstrates British policy toward the Ottoman Empire and Greco-Ottoman relations.     

A new approach to measuring time-lags in technology licensing: study of U.S. academic research institutions

This paper contributes to measurement of licensing performance of U.S. research institutions by suggesting an approach for identifying time-lags in the licensing process. Licensing is a multi-state process starting with a disclosure, and resulting in intermediate outcomes such as patents, licensing agreements, and licensing income. The time duration among these variables is critical in understanding which investment is responsible for which outcome. This study develops a statistic procedure estimating time-lag coefficients among licensing variables using an unstructured regression model (OLS). The procedure is applied to 46 U.S. academic research institutions using the licensing survey data from 1991 to 2007 by Association of University Technology Manager. The results present individual time-lag relationships between each pair of licensing variables.

Sustainable Development Principles are fundamental to addressing environmental protection issues in Nigeria’s oil industry. The paper examined sustainable development in its globally accepted meaning. Furthermore, this principle of environmental protection has in recent years evolved into international standards popularly called global best practices. The objective of the paper is to examine the sustainable development principle and its relevance in addressing the environmental challenges in Nigeria’s oil industry.     

Patterns and issues in health care collective bargaining

Unionization of health care facilities has grown significantly over the last twenty years. More than 20 percent of American hospitals have one or more union contracts and an equal percentage of the industry's labor force is represented for collective bargaining purposes. Union membership is concentrated in the Northeast, Upper Midwest and Pacific Coast and is to be found particularly among large metropolitan hospitals. Although many different unions are actively organizing in the health care industry four labor organizations predominate: American Federation of State, County, Municipal Workers; Service Employees International Union; National Union of Hospital and Health Care Workers - District 1199; and the American Nurses Association.

One of the obstacles to union growth for many years was the absence of Federal legal regulation of labor relations. In 1974 Congress amended the so-called Taft Hartley Act to cover private nonprofit hospitals, the largest component of the industry. Since 1974 the application of Federal labor law has resolved old problems that arose from the lack of a basis to handle recognition disputes but at the same time created new issues. Among these issues are such legal questions as the legitimacy of the ANA to act as a labor organization, the proper bargaining classification for registered nurses, and the proper role in labor relations for hired consultants.

The growth of unions in health care raised concern that collective bargaining would impose onerous new burdens on an industry already hard pressed financially. Research indicates, however, that the impact on hospital costs have not been great -- perhaps on the order of an increase of 10 percent over what would be the case in the absence of unions. The greatest effects seem to be in the area of fringe benefits, working conditions, and the provision for grievance machinery.

Special problems have arisen in conjunction with the unionization of registered nurses. This particular category of health care workers occupies a strategic position in the hospital's work force. After a slow start nurse bargaining activity has come rapidly particularly as nonnursing unions such as 1199, SEIU, and the American Federation of Teachers have forced the ANA to respond to their efforts to make inroads among nurses.

Union growth in the industry seems to have stabilized for the time being without the prospect for much change in the remaining years of the decade. Incidence of conflict has been relatively low compared to other industries and this also shows little likelihood of change. While some visible signs of conflict over representation rights still remain collective bargaining is moving rapidly into an era of mutual accommodation.
