云南省11个民族腺苷脱氨酶(ADA)频率的分布调查

采用电泳技术对云南省汉、彝、自、傣、哈尼、瑶、布朗、基诺、拉祜、佤及苦聪等11个民族的ADA 进行了表型分布调查。并对-20℃、4℃、室温(20℃左右)保存的血痕ADA 活性进行了测定。在汉族人群中发现了一例ADA4-1稀有型,家系调查表明其是由父亲遗传下来的。     

Tribal Self-Governance Amendments of 2000. Final rule

The Secretary of the Department of Health and Human Services (DHHS) hereby issues this final rule to implement Title V of the Tribal Self-Governance Amendments of 2000 (the Act). The final rule has been negotiated among representatives of Self-Governance and non-Self- Governance Tribes and the DHHS. The final rule includes provisions governing how DHHS/Indian Health Service (IHS) carries out its responsibility to Indian Tribes under the Act and how Indian Tribes carry out their responsibilities under the Act. As required by section 517 (b) of the Act, the Department has developed this final rule with active Tribal participation of Indian Tribes, inter-Tribal consortia, Tribal organizations and individual Tribal members, using the guidance of the Negotiated Rulemaking Act.     

Mental health and substance abuse emergency response criteria. Final rule

Section 3102 of the Children's Health Act of 2000, Pub. L. 106-310, amends section 501 of the Public Health Service (PHS) Act (42 U.S.C. 290aa) to add a new subsection (m) entitled "Emergency Response." This newly enacted subsection 501(m) authorizes the Secretary to use up to, but no more than, 2.5% of all amounts appropriated under Title V of the PHS Act, other than those appropriated under Part C, in each fiscal year to make "noncompetitive grants, contracts or cooperative agreements to public entities to enable such entities to address emergency substance abuse or mental health needs in local communities." Because Congress believed the Secretary needed the ability to respond to emergencies, it exempted any grants, contracts, or cooperative agreements authorized under this section from the peer review process. See section 501(m)(1) of the PHS Act. Instead, the Secretary is to use an objective review process by establishing objective criteria to review applications for funds under this authority.     

Occupational injury and illness recording and reporting requirements. Final rule

The Occupational Safety and Health Administration (OSHA) is revising the hearing loss recording provisions of the Occupational Injury and Illness Recording and Reporting Requirements rule published January 19, 2001 (66 FR 5916-6135), scheduled to take effect on January 1, 2003 (66 FR 52031-52034). This final rule revises the criteria for recording hearing loss cases in several ways, including requiring the recording of Standard Threshold Shifts (10 dB shifts in hearing acuity) that have resulted in a total 25 dB level of hearing above audiometric zero, averaged over the frequencies at 2000, 3000, and 4000 Hz, beginning in year 2003.

Smallpox Vaccine Injury Compensation Program: administrative implementation. Interim final rule

The Smallpox Emergency Personnel Protection Act of 2003 (SEPPA), authorizes the Secretary of Health and Human Services (the Secretary), to establish the Smallpox Vaccine Injury Compensation Program ("the Program"). This program is designed to provide benefits and/or compensation to certain persons harmed as a direct result of receiving smallpox covered countermeasures, including the smallpox vaccine, or as a direct result of contracting vaccinia through certain accidental exposures. In addition, the Secretary may provide death benefits to certain survivors of individuals who died as the direct result of these injuries. On August 27, 2003, the Secretary published an interim final rule that set out a Smallpox (Vaccinia) Vaccine Injury Table ("the Table"). The table includes adverse effects (including injuries, disabilities, conditions, and deaths) within specific time periods that shall be presumed to result from the receipt of, or exposure to, the smallpox vaccine. The Secretary will use this table, as well as the procedures set out in this regulation, in deciding whether persons are eligible to receive benefits under the program. In this interim final rule, the Secretary is setting out the administrative policies, procedures, and requirements governing the program, as authorized by the SEPPA. The Secretary is seeking public comment on this interim final rule.     

对"重典治乱"提高广州市打击刑事犯罪效率和质量的对策思路

当前影响我市打击犯罪质量与效率的因素是转型期社会经济发展和城市建设加快,各种诱发和产生犯罪的负面因素增多,打击犯罪的难度增大;法制工作各有关环节均存在不适应形势要求的情况,影响打击犯罪的力度;公安机关执法整体水平不高、治安控制整体实力不强."重典治乱"是当前社会治安形势的客观要求;提高打击犯罪效率与质量是其关键环节.当前的主要工作思路主动进攻,形成持续"严打"社会声威;快侦快破,提高打击破案时效;最大限度地把警力安排到街面,提高发现抓获现行犯罪的能力.     

红外光谱模式识别技术鉴定海洛因同一来源

本文应用红外光谱指纹图特征,通过研究模式识别检索的4种识别技术,考察对同一批次毒品的同一认定的置信度,从而筛选最佳鉴定方法.     

常见蔬菜、调料、空白脏器对硫靛反应化学检验氟乙酰胺干扰的实验研究

氟乙酰胺类鼠药(含氟乙酸,氟乙酸钠)是水溶性毒物,极性大,毒性也大.中毒死亡后在体内含量呈微.人及动物死亡后,难以用常见的TLC方法进行分析.几年来,经改进后的硫靛反应化学法,一直在各实验室办案中应用.该法对氟乙酰胺类鼠药中毒案件鉴定起了很大作用.但经过多年的研究实验及案件应用,笔者认为硫靛反应不是氟乙酰胺鼠药的专属性反应,有干扰,方法灵敏度低.仅靠该法出现阳性结果和阴性结果,均不能对检材作肯定或否定结论,应配合其它方法或案情进行综合评价.     

一起毒鼠强食物中毒的调查分析及其实验室筛查探索

目的　探讨原因不明性食物中毒的检查策略。　方法　结合一起发生的原因不明性食物中毒案例 ,应用流行病学和简易急性动物试验等方法 ,对导致中毒的致病因素进行分析与判定。　结果　中毒案例的暴露时间为早餐时 ,平均潜伏期为 4 7.84分。中毒反应以神经症状和消化道症状为主。依病例的客观特征分层对其食谱分析 ,筛选出水煮豆腐是本次中毒的可疑食物。 7种剩余食物进行的急性动物试验中发现 ,水煮豆腐的小白鼠灌注量与中毒反应呈剂量反应关系 ,半数致死剂量为LD5 0 =1.68mg/ g。气相色谱 - -质谱仪分析确定水煮豆腐中的毒性性质为四次甲基二砜四胺。　结论　本案通过采用症状分析、急性动物实验和毒物分析测定方法确定了一起原因不明性食物中毒的中毒原因。这种检查策略有助于原因不明性食物中毒及其它突发中毒事件的性质判定。
