Public budgeting and financial management (PBFM) education has been undergoing intense scrutiny which can be seen through many professional conferences, journal symposia, and recently, the creation in 1984 of a Task Force on Budgeting and Financial Management Curriculum Reform by the Section on Budgeting and Financial Management of the American Society for Public Administration. This study analyzes pedagogic deficits in PBFM, suggests a comprehensive scope of PBFM, points to some dilemmas in PBFM curriculum design or reform, proposes some models for a curriculum reform, and raises some implementation constraints in each model. 相似文献

Nation-wide surveys of graduate programs in public administration/affairs support assertions by critics that most programs do not provide students with adequate preparation for coping with information technology. This paper identifies the computer-related knowledge and skills demanded by the contemporary administrative workplace and, after analyzing the sufficiency of current curricula offerings, proposes three goals for education in the use and management of information technology and suggests curriculum revisions necessary to reach these goals. State governments face massive retirements over the next few years. Since internships have been a significant source of bright new blood, we examine what all fifty states are doing with internships. Some exemplary programs were found, but the typical state intern program serves only a few unpaid students, supervisors receive no special training, and no tracking is done to see whether interns stay in state service or what their contributions are. While many states blame stringencies, the budgets involved are comparatively modest and potential benefits significant. Abstract Based on 48 fairly detailed personal case histories, and more limited data on 447 other individuals, this article describes significant patterns in the lives of members of the Basque insurgent organization Euzkadi ta Askatasuna (ETA). The article discusses the age and sex of ETA members, the socioeconomic background of the members and their families, and their ethnic and linguistic characteristics. The article also describes life in ETA, the radicalization of Basque youth, how new members are recruited into the organization, how they live and what they do as members, how ETA members relate to family, friends and loved ones, and how they terminate their relationship to the organization. The study finds ETA members to be not the alienated and pathologically distressed individuals who join other insurgent organizations, but rather they are psychologically healthy persons for the most part, strongly supported by their families and their ethnic community. 相似文献
