This article develops theoretical understanding of the motives of business firms and their managers for compliance. First, we develop a typology to conceptualize and measure business motives relevant to compliance behavior. We distinguish between three categories of motives: economic, social, and normative. We hypothesize, however, that business firms and their managers do not divide into types motivated exclusively by singular priorities. We expect each firm to hold a constellation of plural motives. Moreover, we expect that economic and social motives are more alike between regulatees within the same regulatory regime than normative motives. Second, we conduct a preliminary test of the plausibility of our typology of motives and our theory of constellations of plural motives using data from a survey of the thousand biggest companies in Australia. Finally, we conclude that the path from fundamental interests or motives to behavior is filled with constraints and contingent factors at the individual, organizational, and structural levels.  相似文献

Abstract.  This article presents results from a Danish national Deliberative Poll on the single European currency. A representative sample of 364 Danish citizens assembled to deliberate on Denmark's participation in the single currency. As a quasi-experiment, the Deliberative Poll is an example of deliberative democracy. Four research questions regarding these deliberative processes are analyzed: openness and access, the quality of deliberation, efficiency and effectiveness, and publicity and accountability. The participants' responses reflect a deliberative process characterized by considerable changes in political opinions as the Poll proceeds, increase in level of knowledge and an improved ability to form reasoned opinions. A mutual understanding on the subject matter prevailed among the participants. At the same time, self-interest and domination also appeared during the deliberative process. The article emphasizes the need for further elaboration of the theory of deliberative democracy so that it better reflects these features of 'real-life' politics.  相似文献

In this paper, we examine and compare the impact of social disorganization, including recent immigration, and other predictors on community counts of black and Latino motive‐specific homicides in Miami and San Diego. Homicides for 1985 to 1995 are disaggregated into escalation, intimate, robbery and drug‐related motives. Negative binomial regression models with corrections for spatial autocorrelation demonstrate that there are similarities and differences in effects of social disorganization and other predictors by motive‐specific outcomes, as well as for outcomes across ethnic groups within cities and within ethnic groups across cities. Recent immigration is negatively or not associated with most outcomes. Overall, the study shows the importance of disaggregating homicide data by race/ethnicity and motive and demonstrates that predictions based on existing theories are qualified on local conditions.  相似文献

Abstract. A new approach to the formalization of concepts used in legal reasoning such as obligation and cause is presented. The formalization is based on the linguistic use of the concepts both in legal language and in ordinary language, and has been motivated by work on a legal expert system with a natural language interface. Particularly for the concept of obligation this yields quite different results from those obtained by the usual approach of deontic logic: So-called paradoxes are avoided, quantification over obligations becomes possible, no restriction to a “single-agent system” is required, and collisions of obligations can be formulated.  相似文献

While performance management is increasingly widespread, we still know little about how performance information generates learning and affects organizational responses. Recent work on performance information and learning in private business organizations, however, suggests that perceived negative performance triggers important strategic responses related to problem identification, search, and change. In turn, how performance is perceived depends on whether performance falls short of aspiration levels that are based on an organization's historical performance and the performance of peer organizations. This article adapts this model to a public sector context and tests one implication of the model, namely that public managers will increase their prioritization of goals that are currently performing below aspirations. This question is central to the study of public organizations pursuing multiple and democratically contested goals. Empirical findings based on administrative performance data and a survey of Danish school principals support this prediction.  相似文献
