Protectionism Against China Is No Answer to America's Woes

The world is rapidly evolving on many fronts. Brazil, Turkey and other emerging powers are taking their own initiatives and building their own global links outside the old frameworks of the G‐8, the United Nations Security Council and NATO. The “third way” politics of Tony Blair that embraced globalization from the left of center in Britain has given way to the Tory party once again. Just as recovery from the financial crash seemed on the horizon, Europe's sovereign debt crisis has erupted. The historically unprecedented pace and scale of urbanization in China is transforming the politics of the Communist Party. President Lula of Brazil, former US treasury secretary Henry Paulson, Singapore's foreign minister George Yeo and others take stock of these manifold developments.     

Measuring and Promoting Budget Transparency: The Open Budget Index as a Research and Advocacy Tool

Transparency in public budgeting has been a recognized principle of sound governance for a long time. Yet, reliable measures of budget transparency are hard to come by. This article introduces the Open Budget Index (OBI), a new tool based on surveys by independent researchers that compares key budget information published by governments across the world. Data from the latest survey, published in 2010 and covering 94 countries, reveal that on average, the state of budget transparency around the world is poor. Countries with lower incomes, weaker democratic institutions, and higher dependency on foreign aid and hydrocarbon sales tend to be less transparent. However, a number of countries have improved the quantity and coverage of the budget information that they publish, in some cases following civil society pressure based on OBI findings. More generally, OBI data help identify easy steps that governments and other actors could take to further improve budget transparency.     

Personality traits,political attitudes and the propensity to vote

This article examines the link between personality traits, political attitudes and the propensity to vote in elections, using an Internet panel survey conducted in two Canadian provinces at the time of the 2008 federal election and the subsequent provincial elections. It first establishes that the two most proximate attitudes that shape one's propensity to vote are political interest and sense of civic duty. The article then look at specific personality traits (altruism, shyness, efficacy and conflict avoidance) that could affect level of political interest, civic duty and the propensity to vote in elections. In the last part of the analysis, a model is proposed and tested, according to which the impact of personality traits is indirect, being mediated by interest and duty. The article shows that the data are consistent with such an interpretation.     

SEX AND DELINQUENCY: A Partial Test of the Masculinity Hypothesis

With increasing frequency, commentators assert that attitudes associated with occupying the male status or “masculinity” contribute to criminal/delinquent involvement. Despite the ubiquity with which this “masculinity hypothesis” appears, it has received few empirical assessments, and those that do exist typically are flawed by what amounts to the ecological fallacy. Using individual level data, this research attempted to test the masculinity proposition. In general, our data lent some support to the hypothesis, indicating that independent of gender, having masculine attributes positively affected the commission of different types of delinquent offenses.
