Battle for Perceptions: Projecting Russia in the West

The article provides an analysis of Russia's image that the Kremlin has been projecting in Western countries in the years of Vladimir Putin's presidency. The negative character of Russia's image in the West was recognised as one of the major security threats for the country, and an energetic public relations campaign was launched to improve it. The article explores the core elements of this ‘constructed’ image, and examines how they are related to the self-images of Russia held by Russian political elites. Finally, it considers the implications of the ambition to create this ‘desired’ image for Russian foreign policy.

Democratic justice: the priority of politics and the ideal of citizenship

In his Democratic justice and the social contract, Weale presents a distinctive contingent practice-dependent model of ‘democratic justice’ that relies heavily on a condition of just social and political relations among equals. Several issues arise from this account. Under which conditions might such just social and political relations be realised? What ideal of equality is required for ‘democratic justice’? What are its implications for the political ideal of citizenship? This paper focuses on these questions as a way to critically reconsider Weale’s model. After presenting Weale’s procedural constructivism, I distinguish his model from an institutional practice-dependent model, one salient example of which is Rawls’s political constructivism. This distinction allows for a formulation of the social and political equality required for justice in each case. The contingent model assumes that an equality of ‘status’ will generate just social practices, yet it fails to recognise that an equality of ‘role’ is also important to ensure citizens’ compliance. The paper ultimately seeks to show that the contingent model is insufficient to ensure that just social practices will become stable.     

Participatory Communication,Theatre and Peace: Performance as a Tool for Change at the End of Conflict

This article presents insights on a participatory theatre initiative implemented in Kenya, with the aim of understanding the changes that were initiated towards the re-establishment of peace between communities. The project was carried out in the aftermath of the post-election violence that took place in the country between 2007 and 2008. Amani People’s Theatre organised a number of theatre-based activities adopting a participatory approach, which ensured the involvement of community members from different tribes. Participants used the plays to re-enact the events, experienced during the conflict and the issues that still affected their communities as a result of those events, and worked together on finding solutions. The article begins with a literature review on Theatre for Development and its progress towards a more participatory approach. This is followed by an introduction of the project and the context in which it took place. The study design and Theory of Change developed for the analysis are then presented, opening the path to a discussion of the findings generated through that framework. Lastly, final reflections bring to light a number of issues that must be considered when working with participatory theatre in peace interventions.     

Die politischen Konsequenzen der niedrigen Wahlbeteiligung bei der Europawahl 2009

If electoral abstention is linked to party preferences, low turnout—as witnessed in European Parliament elections—may hurt some parties and benefit others. In order to assess this possibility, we compare, in the member states of the EU, parties’ vote shares in the 2009 European Parliament elections with the results that would have been obtained had turnout reached the level of national general elections. We find that the effects of low turnout are minimal, and that—except for a single seat—higher turnout would not have resulted in a different composition of the European Parliament.     

Influences of accent and ethnic background on perceptions of eyewitness testimony

Abstract

The purpose of the present work was to investigate the effect two eyewitness factors, accent and ethnic background, have on the perceived favorability of eyewitness testimony and case disposition in criminal trials. Six variations of testimony were created and videotaped. The videotapes varied by accent and ethnic background of the eyewitness; the testimony text was identical. Four eyewitness favorability variables, (a) credibility, (b) judgment of accuracy, (c) deceptiveness, and (d) prestige, as well as their relationship to case disposition, were measured. One hundred and seventy-four undergraduate participants viewed one of the six videotapes. Results indicate that there was a significant main effect of accent for the four eyewitness favorability variables. Accent by ethnic background interactions also yielded significant findings for the four variables as well as for the defendant's degree of guilt. Results were interpreted using the Elaboration Likelihood Model. The potential importance of these results for judicial settings is discussed.     

Explaining the unexpected success of the smoking ban in Italy: political strategy and transition to practice, 2000–2005

The approval (2003) and enforcement (2005) of a smoking ban in Italy have been viewed by many as an unexpectedly successful example of policy change. The present paper, by applying a processualist approach, concentrates on two policy cycles between 2000 and 2005. These had opposing outcomes: an incomplete decisional stage and an authoritative decision, enforced two years later. Through the analysis of the different phases of agenda setting, alternative specification and decision making, we have compared the quality of participation of policy entrepreneurs in the two cycles, their political strategies and, in these, the relevance of issue image. The case allows us to direct the attention of scholars and practitioners to an early phase of the policy implementation process – which we have named "transition to practice". This, managed with political strategy, might have strongly contributed to the final successful policy outcome.
