This article explores the development of the party organisations of the communist and socialist parties in contemporary Spain and Portugal. An attempt is made to answer the question of whether these parties resemble the western European mass party model of organisation, which is characterised by the representation and integration of a particular segment of society within the organisational structure. From the contrasting western and southern European paths towards democracy, a hypothesis is generated contending that the limited opportunities and the lack of necessity diminish the likelihood for southern European working‐class parties to build mass organisations. The empirical findings, analysing the nature and size of individual membership, as well as the nature of the linkages between parties and trade unions, reveal that, with the possible exception of the Portuguese communists, the classic mass party is not reproduced in southern Europe. At the same time, however, the model of the party as a membership organisation apparently has not lost its legitimacy.  相似文献

News about the European Union (EU) looks different in different countries at different points in time. This study investigates explanations for cross‐national and over‐time variation in news media coverage of EU affairs drawing on large‐scale media content analyses of newspapers and television news in the EU‐15 (1999), EU‐25 (2004) and EU‐27 (2009) in relation to European Parliament (EP) elections. The analyses focus in particular on explanatory factors pertaining to media characteristics and the political elites. Results show that national elites play an important role for the coverage of EU matters during EP election campaigns. The more strongly national parties are divided about the EU in combination with overall more negative positions towards the EU, the more visible the news. Also, increases in EU news visibility from one election to the next and the Europeanness of the news are determined by a country's elite positions. The findings are discussed in light of the EU's alleged communication deficit.  相似文献

As an increasing number of scholars have argued, the fiction of popular culture and the reality of politics are inseparable. Fact and fiction, rather than remaining distinct, are mutually constitutive and interact to produce new meaning. A critical reading of Fox Television's intensely popular series 24 suggests that the series (re)produces key elements of the global war on terrorism discourse and is therefore a particularly useful case for under standing the importance of intertextuality for the production of meaning. Though the packaging of 24 may be new and exciting, the underlying messages remain the same, in the process rendering commonsensical the US global war on terrorism and the way that it has been waged.  相似文献

This paper examines how changes in governmental and social influences affect environmental enforcement in Guangzhou city, China, between 2000 and 2006. The paper finds that a form of “decentered regulation” has developed. Regulatory enforcement is no longer the sole affair of the government and the regulatory bureaucracy, but has been increasingly influenced by societal forces. The transformation over time shows the promises and limits of decentered regulation in Guangzhou's dynamic authoritarian setting. Analyzing a set of longitudinal survey data and qualitative interviews, the paper finds that by 2006, the rise of civil society and its increased support for protecting the environment had a double‐edged impact on the enforcement of environmental regulations. The paper demonstrates that on the one hand, by 2006, when government support for enforcement was low, societal forces developed an ability to counterbalance such lack of governmental support and positively influence enforcement. However, it also shows that when government support was high, a concurrent rise in societal support created a negative effect on enforcement. Thus too much societal support can become an enforcement burden.  相似文献

This article studies the political discourses regarding the future of Belgian federalism since the year 2000. Analysing party manifestos, it intends to identify patterns of preferences about the long-term evolution of Belgian institutions and the distribution of competences. The quantitative and qualitative analysis shows that the systemic duality of Belgian federalism largely explains the preferences of political actors: French-speaking parties overall oppose the broad state reform that the Dutch-speaking parties collectively support. Yet, each party has a specific position on the decentralization cleavage and a vision of Belgian federalism that cannot be reduced to its linguistic affiliation.  相似文献

This article offers a conceptualisation of transnational conflicts between state and non-state actors. Theorists of globalisation and transnationalism have developed a number of approaches in order to rethink the roles of these actors in conditions of globality. Their reluctance, however, to develop middle-range concepts has left us with arguments that are unable to deal with the complexity of transnational conflicts. In the theoretical section we develop a conceptual vocabulary that tries to do justice to these complexities and to questions of hierarchy and internal differentiation of the conflicting formations. We focus in particular on the ways conflict is mediated through various scalar networks. In the empirical section we draw on two cases from Northern Africa—the Ethiopian state versus Oromo ethno-nationalists and the Moroccan state versus Western Sahara activists—in order to illustrate how these concepts can contribute to a theoretically guided understanding of the emergence and perpetuation of transnational conflicts.  相似文献

Citizenship has always been a dynamic notion, subject to change and permanent struggle over its precise content and meaning. Recent technological, economic, and political transformations have led to the development of alternative notions of citizenship that go beyond the classic understanding of its relationship to nation states and rights. Civil society actors play an important role in this process by organizing themselves at a transnational level, engaging with issues that transcend the boundaries of the nation state and questioning the democratic legitimacy of other transnational actors such as international and corporate organizations. They also allow citizens to engage with “unbounded” issues and to construct a transnational public sphere where such issues can be debated. It is often assumed that the Internet plays a crucial role in enabling this transnational public sphere to take shape. Empirical analysis of discussion forums and mailing lists developed by transnational civil society actors shows, however, that the construction of such a transnational public sphere is paved with constraints. To speak of a unified transnational public sphere is therefore deemed to be problematic. It cannot be seen or construed without taking into account the local, the national, and enforceable rights in order to materialize the ideas and hopes being voiced through civil society.  相似文献

A rapid and sensitive determination of cannabinoids in urine is important in many fields, from workplace drug testing over toxicology to the fight against doping. The detection of cannabis abuse is normally based on the quantification of the most important metabolite 11-nor-Δ9-tetrahydrocannabinol-9-carboxylic acid (THCA) in urine. In most fields THCA needs to be present at a concentration of exceeding 15 ng/mL before a positive result can be reported.The method described in this paper, combines a 4 min GC–MS/MS method with a fast sample preparation procedure using microwave assisted derivatisation in order to complete the quantification of THCA in urine in 30 min, using only 1 mL of urine.The method is selective, linear over the range 5–100 ng/mL and shows excellent precision and trueness and hence, the estimated measurement uncertainty at the threshold level is small. The method also complies with applicable criteria for mass spectrometry and chromatography. Therefore the method can be used for rapid screening and confirmatory purposes.  相似文献
