We investigate the influence of case selection and (re)coding for two vintages of a key resource for research on economic sanctions: the Peterson Institute database reported in Hufbauer et al. (second edition in 1990 and third edition in 2007, often identified by their abbreviations HSE and HSEO). The Peterson Institute has not transparently reported about these changes. These changes make it more likely to find sanction success. A multivariate probit analysis establishes upward bias related to modest policy change, duration, and cost to target and downward bias for regime change, military impairment, companion policies, and cost to the sender.  相似文献

ABSTRACT

This article problematises Critical Terrorism Studies’s (CTS) seeming reluctance to engage in causal explanation. An analysis of the meta-theoretical assumptions on causation in both orthodox and critical terrorism studies reveals that the latter’s refusal to incorporate causal analysis in its broader research agenda reproduces – despite its commitment to epistemological pluralism – the former’s understanding of causation as the only sustainable one. Elemental to this understanding is the idea that causation refers to the regular observation of constant conjunction. Due to the positivist leanings of such a conception, CTS is quick to dismiss it as consolidating Orthodox Terrorism Studies’s lack of critical self-reflexivity, responsibility of the researcher, and dedication towards informing state-led policies of counterterrorism. Drawing on recent work in the philosophy of science and International Relations, this article advances an alternative understanding of causation that emphasises its interpretative, normative and dialogical fabric. It is therefore argued that CTS should reclaim causal analysis as an essential element of its research agenda. This not only facilitates a more robust challenge against Orthodox Terrorism Studies’ conventional understanding of causation but also consolidates CTS’s endeavour of deepening and broadening our understanding that (re)embeds terrorist violence in its historical and social context.  相似文献

Distress tolerance and emotion regulation deficits are associated with many emotional and behavioral concerns and may be important deficit areas for college students especially during the transition to college. However, little is known about how distress tolerance and emotion regulation relate to each other or what typical profiles of these deficit areas might be. We took a variable-centered (i.e., exploratory factor analysis) and a person-centered approach (i.e., latent profile analysis) to identify the overlap and distinctiveness of distress tolerance and emotion regulation deficits and then evaluated how the profiles related to several emotional and behavioral concerns. Participants were undergraduates (N = 627; age M = 20.23, SD = 1.40; 60 % female; 47 % European-American) who completed an online assessment. The exploratory factor analysis of distress tolerance and emotion regulation subscales demonstrated three factors with one factor corresponding to distress tolerance and two factors defined by emotion regulation. Subscales demonstrated significant multidimensionality across the factors. The latent profile analysis with distress tolerance and emotion regulation subscales produced three profiles corresponding to “Functional”, “At Risk”, and “Challenged” levels of distress tolerance and emotion regulation abilities. Internalizing symptoms (i.e., depressive symptoms, anxiety symptoms, and suicidal ideation) had significantly higher symptom severity in the “At Risk”, and “Challenged” profiles than in the “Functional” profile. ADHD symptoms and hostility showed a similar pattern. Conduct problems and substance use were much less related to the deficit profiles. Implications for the etiology of mental health, for prevention and treatment of college students are discussed.  相似文献

Previous research highlights what managers perceive to be the purposes of public involvement in public-private partnerships (PPPs) and the need for addressing stakeholder concerns unique to PPPs. Yet, we have little evidence of how particular modes of participation benefit particular goals of participation in this context. Through canonical correlation analysis (CCA) of survey data collected in the U.S., this study examines the modes and sequencing of 14 public involvement activities in respect to 10 goals of public involvement in this context. The results indicate that selections among modes of participation are contingent upon when they are introduced. Respondents prefer widening stakeholder involvement early in the project development phase and during the contract implementation phase, but not during the later phases of contract design. Respondents also assign more value to engaging local citizens than their respective political leaders, particularly at mature stages of the PPP’s implementation phase.  相似文献

The link between public administration and conflict resolution is traditionally understood through the ‘democratic peace’ thesis, which holds that war is less likely in democracies than in non‐democracies. Limited success with post‐conflict democratisation missions has opened space for renewed research on three strands of ‘deeper democracy’: decentralisation, participation and deliberation. This article reports on the study of deliberative democratic practices in emerging governance networks in Prishtina. Through an investigation of three contentious issues in Prishtina's public spaces, research combines documentary sources with field interviews with governance actors to identify factors that enable and constrain the scope for deliberative decision‐making in governance networks. Case studies point to six main influences: ‘securitisation’, trust building, ‘mandate parallelism’, structural patterns of inclusion and exclusion, network structures and the properties of governed public spaces. In addition, two frames are found to be particularly resistant to deliberative engagement: Kosovo's status and ethnic identities. We formulate a tentative conclusion to be further investigated: in contexts where distrust is high, deliberative governance requires a rigid adherence to an overarching reference framework that can create discursive space within which relative deliberation can take place. The construct of autonomy has a rich, though quite controversial, history in adolescent psychology. The present investigation aimed to clarify the meaning and measurement of adolescent autonomy in the family. Based on theory and previous research, we examined whether two dimensions would underlie a wide range of autonomy-related measures, using data from two adolescent samples (N = 707, 51 % girls, and N = 783, 59 % girls, age range = 14–21 years). Clear evidence was found for a two-dimensional structure, with the first dimension reflecting “volition versus pressure”, that is, the degree to which adolescents experience a sense of volition and choice as opposed to feelings of pressure and coercion in the parent–adolescent relationship. The second dimension reflected “distance versus proximity”, which involves the degree of interpersonal distance in the parent-adolescent relationship. Whereas volition related to higher well-being, less problem behavior and a secure attachment style, distance was associated mainly with more problem behavior and an avoidant attachment style. These associations were not moderated by age. The discussion focuses on the meaning of adolescent autonomy and on the broader implications of the current findings.  相似文献

Eating problems are highly prevalent and seem to show continuity in children. Nevertheless, the effect of different maternal and paternal feeding practices on changes in these problems is not fully understood yet. This study examines short-term continuity in primary school children’s overeating, loss of control (over eating), restraint and concerns (about eating, body shape and weight) and the predictive value of parental feeding strategies on change in these eating problems. Children (8–12 years, n = 613, 46.5 % girls) completed the Child Eating Disorder Examination Questionnaire (ChEDE-Q) twice with the second measurement (T2) taking place 6 months after the first (T1). Parents (n = 714, 57.7 % mothers) completed the Child Feeding Questionnaire (CFQ) at T1 to assess the level of controlling feeding strategies. More overeating, restraint and concerns at T1 predicted higher levels of the same eating problems 6 months later, whereas more of loss of control at T1 predicted lower levels of loss of control 6 months later. Additionally, the interaction between maternal pressure and the gender of the child was predictive for increases in overeating, whereas the interaction between paternal monitoring and gender of the child was a marginally significant predictor for decreases in overeating. These findings point to the possible negative and positive effects of parental feeding practices as well as to the possible larger influence of mothers on their daughters’ and of fathers on their sons’ eating behaviors. The importance of studying mothers and fathers, as well as daughters and sons, and of including different feeding strategies and eating problems is discussed.  相似文献

Public organizations face a multitude of challenges that force them to innovate existing processes, policies, programs, and products. Indeed, in recent years, innovation has become a core topic of study in public administration. However, the vast majority of the public sector innovation literature stems from the United States and Western Europe. The lack of Asia-Pacific studies is particularly striking given that countries like Australia, China, Japan, New Zealand, South Korea, Singapore, and Taiwan consistently rank high on public sector innovation. This special issue brings together state of the art empirical research on public sector innovation in the Asia-Pacific region that examines a range of drivers and outcomes of innovation, including studies comparing Asia-Pacific countries and countries in the East and the West. The findings show that public sector employees in the studied countries all seek opportunities to innovate, whereas cultural norms and values either constrain or enable innovative behaviour and affect the extent to which employees experience leadership support for displaying such behaviour.  相似文献

To this day little is known about the mechanisms that help explain the mixed findings of longitudinal public service motivation (PSM) research. This study aims to deepen our understanding of post-entry PSM dynamics by focusing on the role of the often cited “reality shock” as a potential explanation for the decrease in PSM also found here. The results of this longitudinal, small-scale qualitative study of a specific cohort of newcomers who just started work as veterinary inspectors at the Dutch food safety authority suggest that a loss of PSM is not due to a generic shock effect, but is linked to having unclear job expectations and individual differences in coping behaviour.  相似文献
