Recent scholarship on the populist radical right tends to imprecisely describe the welfare agenda of this party family with reference to its key ideological characteristics of nativism, authoritarianism, and populism. We propose an alternative analytical framework that considers the multidimensionality of welfare state positions and the “deservingness criteria” that underlie ideas about welfare entitlement. Applying this framework to a sample of four European populist radical right parties, we conclude that three interrelated frames inform their welfare agenda. These parties, we argue, advocate social closure not only on the basis of the deservingness criterion of identity (welfare chauvinism), but also on criteria of control, attitude, and reciprocity (welfare producerism) and on an antagonism between the people and the establishment (welfare populism). Understanding the welfare agenda of the populist radical right requires us to move beyond welfare chauvinism and to reconsider the concept of welfare producerism and its interaction with welfare chauvinism.  相似文献

This article renders the results of research that investigated personality disorders in a sample of paraphilic and nonparaphilic child molesters. The sample contained 36 paraphilic child molesters and a matched comparison group of 34 nonparaphilic child molesters. The analyses of the research results show that four personality disorders discriminate between both groups. Only the obsessive-compulsive personality disorder contributes significantly to the explanation of paraphilic child molestation. This result also contributes to the development and differentiation of the treatment of paraphilia-related disorders. For several child molesters, psychological approaches to the treatment of sexual offending (e.g., cognitive-behavioral treatment, psychotherapy in general) are limited and cannot be expected to immediately reduce risk. Interest has been expressed in medical approaches to reduce recidivism, in combination with psychotherapy.  相似文献

Despite the continued efforts of policy makers, Western European start-ups are still struggling. Further, as questions are being raised about the effectiveness of incubators, there is a growing call for incubators around the world to learn from each other and improve themselves. Our paper enables Western European incubators to learn from their foreign peers by qualitatively exploring the challenges faced by Western European start-ups and the practices that incubators around the world use to address these challenges. Our study thereby takes a two-step approach. First, using the components of the entrepreneurial ecosystem to structure data coming from 90 qualitative interviews with Western European entrepreneurs and incubator managers, we explore five interrelated challenges that constrain the ability of Western European start-ups to grow into high-impact businesses. In the second part of our study, we conduct a total of 191 interviews in Silicon Valley, the greater Boston area, Israel and Australia to identify practices that incubators in these regions use to address the five challenges identified in the first study. Our findings suggest that, rather than addressing the underlying institutions that cause challenges in the entrepreneurial ecosystem, incubators provide symptomatic solutions by creating an environment that protects start-ups from unfavorable institutions. Accordingly, we conclude that existing incubators have only limited potential to strengthen entrepreneurial ecosystems, and we end our paper with a call for a new generation of ‘systemic incubators’ that aim to transform or create institutions to address the institutional challenges that constrain start-up activity.  相似文献

One of the most common arguments about ‘new governance’ is that it is characterised by heterarchy rather than by hierarchy, creating horizontal modes of governance among a multitude of actors – public and private – involving all relevant stakeholders. Often implicitly and sometimes explicitly, this argument is linked with a normative democratic claim that praises the particular participatory features of ‘new governance’ as compared to ‘old governance’. Using as a case study European occupational health and safety policy, characterised by a shift from ‘old’ to ‘new governance’ since the 1990s, this article warns us that one should be very reluctant in making normative claims on new governance. The analysis of new governance modes such as comitology, agency networking, and social dialogue in this field shows that more horizontal and heterarchical governance does not mean automatically more participatory governance in terms of involving civil society actors and all stakeholders.  相似文献

Starting a decade ago, property crimes by Eastern European crime gangs have gained attention of Belgian law enforcement agencies. Due to the mobile nature of these groups, the term ‘itinerant crime groups’ has been used. The aim of this article is to explore what is incorporated in this term. By analyzing 27 case files, a large degree of variation is revealed. Groups differ in size, organizational structure, offender characteristics, the crimes in which they are involved and the methods they use. Following these features, two main types of itinerant crime groups can be distinguished, each with their own diversity. As such, the observed heterogeneity is larger than we might suspect by looking at the policy definition of the phenomenon.  相似文献

Eight human bone samples, from a forensic case, were extracted in parallel using our standard protocol with and without PTB in the buffer. Both methods were sometimes inadequate for (complete) STR profiling, while the presence of PTB even decreases the DNA yield.The complete decalcification of the bone extraction residues in an EDTA-solution with SDS recovered sufficient amounts of DNA, which resulted in complete STR profiling for all samples. Complete decalcification without SDS yielded even higher amounts of DNA and also complete STR profiling for all samples.Similar results were obtained for the DNA extraction from a human tooth.  相似文献

When discussing Brexit and food, fisheries take a special place: first, because the fisheries sector punched far above its (economic) weight in the campaign leading up to the Brexit referendum; second, because of the promise of a bright future for the fishing industry—both by politicians promising to ‘take back control of our waters’ as well as by industry representatives auguring a ‘sea of opportunities’ for fishermen. As it is still far too soon to assess fully the effects of Brexit for the fishing industry and the market for fisheries products, this paper takes a step back and analyses the context within which the changes brought about by Brexit will be taking place. It analyses the complexity of the post‐Brexit fisheries context and its possible repercussions for food policy and the seafood sector. One of the central questions is whether Brexit could contribute to reviving the fisheries industry and enhancing food security in the UK. To explore this further, two other questions present themselves: when is fish UK fish? And what do UK consumers want? Finally, the paper looks at the structure of employment in the seafood industry and how that may present policy makers with difficult decisions. The paper concludes that the picture when it comes to the effect of Brexit on fisheries policy is expected to be mixed, and that both the potential benefits and costs of Brexit are likely to be unevenly distributed within the fisheries sector.  相似文献

Evaluations are a potentially important tool for democratic governments: they provide a basis for accountability and policy learning. To contribute to these key functions, evaluations must be of sufficient methodological quality. However, this quality is threatened by both political influences and technical complexities. This article describes and explains the variance in the quality of ex-post legislative (EPL) evaluations conducted by the European Commission, which is a frontrunner in this realm. A number of potential political and technical explanations of evaluation quality are tested with a unique, self-constructed dataset of 153 EPL evaluations. The results show that the Commission’s EPL evaluations usually apply a robust methodology, while the clarity of their scope, the accuracy of their data and the foundations of their conclusions are problematic. The variance in this quality is mainly explained by the type of evaluator: EPL evaluations conducted by external actors are of higher quality than evaluations conducted internally by the Commission.
