This article responds to a recent call for increased empirical evidence on the ‘local turn’ in the peacebuilding literature and discusses the impact of the international on local consent for peace operations. Using fresh empirical material this article examines the case of the United Nations Interim Force in Lebanon (UNIFIL). It shows how local perceptions of the foreign policies of peacekeeping contingents matter, and how this affects the functionality of the mission. This article highlights the heterogeneity of both United Nations peacekeeping missions and local populations, an issue that is insufficiently discussed in the literature on local engagement in peacebuilding/peacekeeping.  相似文献

There seems to be an emerging conventional wisdom that the Brexit vote resulted from specific domestic factors in Britain, such as divisions within the ruling Conservative party, the rise of UKIP, strong reaction to increased immigration, all set against the backdrop of globalisation and its adverse effects. The end result was a populist revolt. The argument presented here is somewhat different. Whilst accepting that the above factors were certainly very important, it is argued that it is important to examine the key role of the EU itself in the creation of the current crisis within the EU. The construction of an EU policy‐making state has run far ahead of what voters at the national level want, leading to a central paradox within the EU, namely that the European elite which runs the EU has introduced some very beneficial public policies, yet that elite has become increasingly out of touch with its peoples.  相似文献

This project of critical citizenship studies and comparative political theory utilizes a framework of multiple modernities in order to deeply explore the ontological foundations and complexities of a non-Western conception of citizenship and nationhood: political pan-Africanism. It does so through a study of the political thought of Kwame Nkrumah, a deeply influential political theorist and actor, in the context of the Gold Coast’s struggle for independence and in the initial years of Ghanaian post-colonialism. How did Nkrumah conceive of Pan-Africanist citizenship and nationhood in political and ontological terms? How does this relate to both modern conceptions of citizenship as tied to the nation-state and traditional Ghanaian conceptions of citizenship and belonging? After considering these questions, this paper explores how Nkrumah’s vision of Pan-Africanism was influenced by, yet contradicted central tenets of, Western political thought and modernity. It explores the theoretical and practical tensions inherent between this non-Western conception of the nation and the dominance of aspects of ‘Western’ modernity. Exploring these questions through the lens of Nkrumah’s political thought offers an Afrocentric study in an effort to strengthen African historical agency and to deparochialize citizenship studies and political theory.  相似文献

The Covid-19 pandemic has seen most governments worldwide having to think on their feet rather than implementing detailed and well-rehearsed plans. This is notwithstanding the fact that a pandemic was bound to happen, sooner or later (and will happen again). The effectiveness of national responses has varied enormously. Globally, New Zealand has been perceived as setting the gold standard in ‘curve crushing’, and for a short period achieved Covid-free status. For this achievement, much credit is due to the New Zealand government, especially to Prime Minister, Jacinda Ardern. However, post-lockdown the New Zealand government has encountered a number of Covid policy implementation problems (many of which could have been anticipated). Nevertheless, Covid-19 might still turn out to have been a seismic shock to existing policy processes and policy frames (such as austerity). If so, there are grounds for hope that in the future, governments and voters might be less short-term in their outlook. Perhaps anticipatory, rather than reactive policy making, might become more fashionable?  相似文献

A new form of populism, combining broad-based benefits for urban workers with export promotion, emerged in Argentina under Néstor Kirchner (2003–2007). This article argues that changes in agricultural production created the conditions for this “export-oriented populism.” Historically, Argentina’s main exports, beef and wheat, were also the primary consumption goods of urban workers. Scholars such as Guillermo O’Donnell have argued that this linkage increased rural-urban conflict, resulting in shifting coalitions and recurring crises. Today, soybeans have replaced beef and wheat as the country’s leading export. Because soybeans are not consumed by the working class, Kirchner could both promote and tax their export, generating fiscal revenue for populist programs while not harming the effective purchasing power of urban workers or provoking a balance-of-payments crisis. Export orientation thus provided the basis for a new variant of Argentine populism. This study offers a new argument within the classic research tradition on the interaction between politics and various types of export growth. It likewise provides an additional basis for arguing that populism, as a form of politics, can arise in diverse economic circumstances. Furthermore, this article contends that, rather than uniformly promoting political stability, the effect of export booms is conditioned by the nature of economic linkages between the export sector and the domestic economy.

Relying on a formal theoretical model, Gary Cox demonstrates that single member districts induce candidates toward policy positions at their constituency median while multimember districts encourage dispersion. We test this theoretical implication in the context of the Arizona state legislature, in which each legislative district chooses one senator and two representatives in single member and multimember contests respectively. To do so, we generate W-NOMINATE estimates of scores based on roll-call data from the Arizona state legislature that are comparable across chambers (Senate and House). Our results are substantially less supportive of the formal theory than are those of prior studies.  相似文献

This essay reviews three books as they document and explain the 1990s crime decline: Alfred Blumstein and Joel Wallman, eds., (2006) The Crime Drop in America; Arthur S. Goldberger and Richard Rosenfeld, eds., (2008) Understanding Crime Patterns: Workshop Report; and Franklin E. Zimring (2007), The Great American Crime Decline. It presents the empirical detail of the crime decline and examines the most commonly cited explanatory factors: imprisonment, policing, demography, and economic growth. It then suggests alternative lines of research in urban sociology—urban development, youth culture, and immigration—that may better explain the decline as the result of changes in the cultural and social fabric of American society, particularly in cities where the steepest declines occurred.  相似文献

Since 2000, Zimbabwe's government, as well as other internationalaid organizations, have repeatedly blamed the country's sharpeconomic downturn on persistent and severe droughts. Indeed,past research has shown strong links between rainfall and maizeyields in sub-Saharan Africa, suggesting that the lack of rainfallis an attractive culprit for the recent collapse of Zimbabwe'sagriculture-based economy. This article probes this hypothesisfurther, by examining primary data from 38 countrywide rainfallstations during the 1960–1961/2002–2003 time-frame,in order to put the recent economic decline in better historicalcontext. The article finds little evidence that Zimbabwe's recenteconomic difficulties were caused by either low or erratic rainfall,suggesting that the recent collapse of the economy is far morelikely a result of government mismanagement.  相似文献
