This article presents a methodology designed to facilitate the systematic comparison of alternative discounting procedures for the costs and benefits of industrial regulatory activity. A discounting framework developed by Bradford is adapted for use in the context of industry regulation. Within this framework, the choice among the various discounting procedures is reduced to a choice between assumptions about various economic and financial parameter values. As an illustration of the way in which the framework can be applied, the article includes an examination of the validity of parameter assumptions implied by the discounting approach currently used by regulatory agencies in their analyses of regulations affecting the motor vehicle industry. Several hypothetical programs are analyzed to demonstrate the broad differences in program treatment that might be expected if this current discounting approach were replaced by procedures generated within the framework from more reasonable parameter assumptions. Sensitivity of the benefit/cost calculations to uncertainty about underlying parameters is also briefly discussed. 相似文献
This note examines the decision of the Court of Appeal in R (Gazette Media Company Ltd) v Teesside Crown Court 1 where the Court was asked to rule on the legality of an order under s.39, Children and Young Persons Act 1933 purporting to ban the identity of the victim and defendants in a prosecution. The facts of the prosecution are set out below but the interesting issues that arise from this decision come not so much from the facts and decision (which was, to an extent, inevitable) but rather from the fact that the current law does not, in our opinion, adequately protect children from secondary victimisation and that the courts have erred in their current understanding of the legal position. 相似文献
This article discusses the effect of available contraceptive methods upon women's lives. It quotes extensively from letters received from women who answered a press appeal for information. The main argument is that contraception is by no means the trouble free panacea it is often assumed to be. For many women, contraception can bring considerable mental and physical side- effects—pain, anxiety, discomfort. Women also have to deal with the patriarchal attitudes of the medical profession and—often unsympathetic—partners. The women's accounts show how experience of contraception can be a radicalising experience—feeding the beginnings of a feminist awareness.The article was written before the latest evidence of a connection between the pill and breast cancer was made known. 相似文献
The negative impact of traumatic and other work-related stressors on the health of police officers is well-documented. Spiritual development is also commonly mentioned in the professional literature as an effective means of protecting officers from the ill-effects of policing, reportedly resulting in improved health and wellness outcomes. However, few empirical studies have been conducted to support claims regarding spirituality and police officer health. The present study investigated what types of spiritual practices police officers used, the relationships between spiritual effort and spiritual growth regarding various psychological and stress-related symptomatology, and whether differences in psychological and health outcomes existed between police officers engaging or not engaging in spiritual practice (N = 193). With one exception, the results do not support the notion that enhanced spirituality is associated with lower illness symptoms or perceived stress. Rather, opposing findings were demonstrated involving positive associations between spiritual growth and distress. Spiritual effort, however, was inversely associated with alcohol use, a behavioral-based coping mechanism. Implications of these findings are discussed, and suggestions for reconceptualizing police health and spiritual practices are introduced. 相似文献
In this article, I review the scant literature on gay men’s involvement in violence, gangs, and crime, which characterizes gay men as having little opportunity for agency. In discussing the popular culture, academic, and political reasons why this population has been neglected from study, I identify existing stereotypes that have shaped representations of gay men. I challenge our societal and disciplinary assumptions by presenting examples from my interview-based and partially ethnographic study of 53 gay gang- and crime-involved men, who both respond to and actively resist stereotypes about them. I also critically reflect on whether a continued lack of attention to queer populations in the criminological and related literatures is desirable today, but conclude the article by providing suggestions for scholars looking to conduct research with LGBT populations, especially within criminology and criminal justice. 相似文献
This brief report highlights the impact of the COVID-19 restrictions on the utilization of Victim Advocacy Agencies’ (VAAs’) services across Pennsylvania, using VAA utilization data from 2019–2020. VAA utilization data in this report were collected from 2019–2020 by the Pennsylvania Coalition Against Rape (PCAR). VAA utilization data were anchored to COVID-19 restriction timelines, defined by the Pennsylvania Office of the Governor. For each month, a percent change in VAA utilization (e.g., Jan 2020 utilization compared to Jan 2019 utilization) was calculated. A one-way ANOVA was run to assess whether the association between restriction phase and percent change in overall VAA utilization from 2019 to 2020 was statistically significant. A substantial decrease in VAA utilization was observed once lockdown restrictions were enacted, as well as a sustained decrease in utilization between 2019 and 2020. When restrictions were eased, an increase in service utilization was noted. This pattern of findings held for the three variables assessed: hotline utilization, new client, and medical accompaniments for FREs per month. The one-way ANOVA confirmed a statistically significant decrease in overall VAA utilization when comparing the most severe COVID-19 related restrictions to both pre-COVID and less severe restrictions. A variety of barriers (e.g., financial instability, loss of childcare, technology access, chronic physical proximity to abuser, hospital visitation restrictions, fears of contracting the virus) may result in decreased utilization of VAA services. Future research should investigate the relevance of potential causal mechanisms behind VAA utilization to help inform intervention approaches.
