Political Reform in Lebanon: Has the Cedar Revolution Failed?

The assassination of Prime Minister Rafik Hariri in February 2005 and the subsequent Cedar Revolution – resulting in the historic withdrawal of Syrian troops in April 2005 – left many foreign observers wondering if the Lebanese had finally broken the barrier between religious and political loyalties. However, it is argued in this paper, the Lebanese were asserting their independence not urging reform of the power-sharing settlement set out in the Taif Accord (1989). This paper evaluates the opportunity for reform of the electoral system, the status of the National Dialogue Process as well as the problem of an armed Hezbollah. An examination of these key issues provides the impetus for an in-depth and comprehensive look not only at the mechanics of the political process but also the motives of the players involved.     

UK Governance: From Overloading to Freeloading

The UK's ongoing political turbulence has prompted a reprise of debates from the 1970s when many concluded the country was ungovernable. Then, the most influential diagnosis conceptualised the UK's governance problem as one of ‘overloading’ caused by the electorate's excessive expectations. This article argues that these accounts overlooked another phenomenon besieging UK governance during this period. This phenomenon was freeloading: the withering of government capacity deriving from the ability of actors to enjoy the benefits of citizenship without altogether contributing to the cost. In the interim, these problems have become endemic, not least because of the unspoken but discernible policy of successive governments to turn the UK into a tax haven. High‐profile scandals involving prominent individuals and corporations, plus the failure to clamp down on them have reinforced the perception that the UK's political system is geared towards the rich and the powerful at the expense of the marginalised majority.     

Health Visiting and District Nursing in Victorian Manchester; divergent and convergent vocations

Community nursing and public health work provided many Victorian and Edwardian women in Britain with the opportunity of a career and professional training. Such work created contradictions, not least the tension between ‘inherent’ female skills and the role of learnt professionalism. This article discusses Manchester's neglected district nurses alongside the city's more well-studied health visiting scheme. Comparing these occupations in one city highlights continuities in origins and practice, but a clear divergence in terms of class and purpose. These differences provide historians with opportunities to reconsider the inherent tensions and varied identities of employed women in Victorian and Edwardian Britain.     

Language nuances, trust and economic growth

Language serves two key functions. It enables communication between agents, which allows the set-up and functioning of formal and informal institutions. It also serves a less obvious function, as it provides a reassuring quality more closely related with issues linked with trust, social capital, and cultural identification. While research on the role of language as a learning process is widespread, there is no evidence on the role of language as a signal of cultural affinity. We pursue this latter avenue of research and show that subtle language affinity is positively linked with change in earnings when using English-speaking data for cities in the Golden Horseshoe area in Southern Ontario during the period 1991 to 2001. The results are robust to changes in specification, and a broad number of empirical tests.
