Terror and Its Limits: The Historical Understanding of Terrorist Movements,States and Tribes in an Age of Cultural Anxiety

This article argues that much of the historical analysis of terror and terrorism in history has been weak in understanding the limits on terrorist activity and how terrorist campaigns eventually end. Reviewing three recent studies that examine various aspects of terrorism and the language of terror, the article seeks to show that states often play a major role in the way terrorist movements develop and eventually end up either defeated or moving into mainstream political engagement. The article points to a number of examples to illuminate this including the Carbonara in nineteenth century Italy, the Paris Commune and the ending segregation in the U.S. South in the 1960s.

Post-liberation Politics in Africa: examining the political legacy of struggle

This article examines the politics of African states in which insurgencies or liberation movements have taken control of the government. It analyses the impact on governance of reforms introduced by these post-liberation regimes, their relations with traditional authorities and civil society and relationships within and between competing guerrilla movements. It interrogates the nature of the state that emerges from this process. The ‘post-liberation’ state label is argued to be both meaningful and useful, as part of a larger project of exploring and explaining the post-colonial African state, highlighting debates about representation, citizenship and nation building. While post-liberation regimes have advantages in implementing state building projects, they are also subject to contestation when the new state institutions and regime incumbents become too exclusivist or predatory.     

Sexual Homicide by Older Male Offenders

Recent research has expanded our understanding of sexual homicide offenders (SHOs). However, little exists beyond case reports for older SHOs. We characterized male SHOs ≥ 55 years, comparing them to typical adult male SHOs who are in their 20s. Analysis of 37 years (1976–2012) of US Supplementary Homicide Reports data provided a large SHO sample (N = 3453). Three case reports provide clinical context for the diverse nature and patterns of older SHOs. Only 32 older male SHOs and no older female SHOs were identified. Murders by older SHOs accounted for only 0.5% of US sexual homicides. Unlike typical SHOs that generally target young adult females, over two‐thirds of older SHO victims were ≥40 years, and one‐third were ≥55 years. Sexual homicides by older SHOs, like sexual homicide in general, decreased over the study period. These crimes, while exceedingly rare, do occur, warranting special consideration.     

Agonal Sequences in Eight Filmed Hangings: Analysis of Respiratory and Movement Responses to Asphyxia by Hanging*

Abstract: It has been proposed that filmed hangings may hold the key to a better understanding of human asphyxia, and The Working Group on Human Asphyxia was formed to systematically review and compare these video recordings. This study analyzed eight filmed hangings. Considering time 0 to represent the onset of the final hanging, rapid loss of consciousness was observed (at 8–18 sec), closely followed by convulsions (at 10–19 sec). A complex pattern of decerebrate rigidity and decorticate rigidity then followed. Between 1 min 38 sec and 2 min 15 sec, muscle tone seemed to be lost, the body becoming progressively flaccid. From then on, isolated body movements were observed from time to time, the last one occurring between 1 min 2 sec and 7 min 31 sec. As for the respiratory responses, all cases presented deep rhythmic abdominal respiratory movements (last one between 1 min 2 sec and 2 min 5 sec).     

Addressing the mental healthcare needs of foster children: perspectives of stakeholders from the child welfare system

A qualitative study was conducted to better understand the factors that contribute to psychotropic medication (PM) overuse among children in the child welfare system in Kentucky, including barriers to providing psychosocial interventions that potentially minimize the need for PM. Semi-structured interviews were conducted with personnel in the Department of Community-Based Services (DCBS). Participants identified important areas to target for system-wide quality improvement efforts, which included improved exchange of health information, training, and communications on the use of PM, and measures to improve access to non-pharmacological psychosocial interventions to address the mental healthcare needs of children in the child welfare system.
