AbstractDagestan is inhabited by numerous ethnic communities with their own languages, cultures and histories. However, despite its ethnic and cultural diversity, the republic’s authorities have consistently sought to promote a unified concept of Dagestani identity. This policy has been challenged by local ethnic nationalists concerned about the future of their ethnic communities, which they saw as being endangered by assimilation and marginalisation. This struggle to secure political and social benefits began in the Soviet period and reached its height in the early 1990s. Resentment was particularly widespread among the Kumyks and Lezgins. Their dissatisfaction with the status quo resulted in a competition between inclusive (national) and exclusive (ethnic) approaches, which in turn manifested themselves in debates over historiography. The study purpose was to assess the impact of public sector audit on investment climate formation under the COVID-19 pandemic and to develop recommendations to improve its effectiveness. For this purpose, a multistage research project was developed with the participation of auditors from Russia, Kazakhstan, and Ukraine. The project was based on the primary information obtained in the course of expert interviews. Testing the methodological approach with experts from these countries allowed proving the main study hypotheses, according to which the public sector audit has an indirect positive impact on investment climate formation. Such an audit influences the main impact factors through improving public administration efficiency, the fight against corruption, and the provision of the regulatory framework. During the testing, the main directions for improving public audit for a more favorable investment climate were formulated. The developed methodological approach makes it possible to obtain an expert assessment of the impact of the public audit on investment climate formation. At the same time, partial use of statistical methods makes it possible to replicate the study in the form of an expert interview, which increases its attractiveness for researchers in conditions of shortage of qualified interviewers. 相似文献

A forensic genotyping panel of 11 tetranucleotide STR loci from the domestic cat was characterized and evaluated for genetic individualization of cat tissues. We first examined 49 candidate STR loci and their frequency assessment in domestic cat populations. The STR loci (3-4 base pair repeat motifs), mapped in the cat genome relative to 579 coding loci and 255 STR loci, are well distributed across the 18 feline autosomes. All loci exhibit Mendelian inheritance in a multi-generation pedigree. Eleven loci that were unlinked and were highly heterozygous in cat breeds were selected for a forensic panel. Heterozygosity values obtained for the independent loci, ranged from 0.60-0.82, while the average cat breed heterozygosity obtained for the 11 locus panel was 0.71 (range of 0.57-0.83). A small sample set of outbred domestic cats displayed a heterozygosity of 0.86 for the 11 locus panel. The power of discrimination of the panel is moderate to high in the cat breeds examined, with an average P(m) of 3.7E-06. The panel shows good potential for genetic individualization within outbred domestic cats with a P(m) of 5.31E-08. A multiplex protocol, designed for the co-amplification of the 11 loci and a gender-identifying locus, is species specific and robust, generating a product profile with as little as 0.125 nanograms of genomic DNA. 相似文献

Contrary to common usage, neither ‘victims’ nor their ‘innocence’ are necessary to the definition of the term ‘terrorism’. Though the primary targets ‐ as distinguished from audiences ‐ of most terrorist actions are people, and if the aim of the terrorists is to sow unreasoning fear, then symbolically important non‐human targets such as unmanned power sources, unoccupied government buildings and the like may serve the same purpose. Moreover, given that ‘victims’ are chosen for the shock value their death or injury may have, their ‘innocence’ (or even ‘guilt') may be incidental or even irrelevant to the violence visited upon them. A definition of ‘terrorism’ that focuses, generically, on its targets rather than on their qualities offers a more normatively neutral approach to the problem. 相似文献

The purpose of this essay is to consider the probable impact of issues related to ethnic and cultural identity on democratization in Estonia, Latvia, and Lithuania. Particular attention will be given to the demographic make‐up of the Baltic states, which are home to a high percentage of Slavs (mostly Russians but also Belarusians, Poles, and Ukrainians), and to those factors which affect how these Slavs and the majority Baits: (1) identify themselves; and (2) identify with the new states in which they find themselves. The key question is the degree to which civic democracy can prosper in a newly emerging multi‐ethnic state. The answer is important not only for the Baltic states but also for the other new multinational states that have emerged from the former Soviet Union and Central and Eastern Europe in the past few years. 相似文献
