E-government has been an emerging trend in recent decades, inviting interest from policy makers, bureaucrats, citizens, and public administration researchers. The purpose of this article is to track and analyze inception and evolution of e-government systems in Russia and China. Authors utilized the UN e-government survey to compare various dimensions of e-government over eleven years. The findings indicate that although both countries achieved high levels of e-government development, marked by a high level of availability and integration of e-government services, both Russia and China came short of reaching e-democracy, the highest level of e-government, which inherently promotes e-participation.  相似文献

An improved method for firing distance estimation on clothing is described. The novel part of the method includes transfer of total nitrite (nitrite ions and smokeless powder residues) from the target to an adhesive lifter. After the transfer, lead and copper deposits around the bullet entrance hole are visualized by rhodizonate and rubeanic acid, respectively. The Modified Greiss Test is carried out after alkaline hydrolysis of the smokeless powder residues on the adhesive lifter.  相似文献

A study was conducted to assess the influence of a possible contamination of the victim's clothing by gunpowder residue on the estimation of shooting distance. The study was focused on the scenario in which the contamination might be caused by the surface on which the shot victim could fall. Contamination of two types of textile was examined after contact with two types of surfaces. One round was fired above those surfaces (the line of firing parallel to the surface) prior to the contact. It was found that few gunpowder residue particles could be transferred to the clothing. These findings should be taken into account when interpreting results for shooting distance estimation in cases when a minute quantity of gunpowder residue particles is found around the bullet entrance hole.  相似文献

A method for lifting two-dimensional dust footwear marks on rough or porous surfaces, such as cardboard or cloth, using a hydraulic press, was examined. It was found that exerting pressure on the lifter by the press usually improves the quality of the results. When the shoeprints were on rough or soft surfaces, the prints transferred to the gelatin lifters were better than those obtained by the conventional method. In other cases, using the press did not improve the results but was much simpler to apply. Based on the results of this study, the hydraulic press/gelatin lifter method (the "press method") is used at the authors' laboratory, depending on the surface from which the shoeprint is to be lifted. It is the authors' intention to apply the method to other surfaces after finding the optimal pressure for surfaces with loose fibers.  相似文献

In this case report, the authors show an interesting case of a physical match between an insole and a suspect shoe that was connected to the crime scene by a blood drop. Several pairs of shoes were seized and inspected. On the insoles of the main suspect's shoes, two different types of prints were seen, one was clear and the other image was faint. A physical match examination was conducted and the authors could place the right insole inside the right shoe. The insole was apparently glued to the shoe by the sweat, heat and dirt inside the shoe, and not by the manufacturer. In this case, the critical questions were how conclusive can the complexity of the random contours be, and whether the physical match between the two objects could pass the "Daubert challenge."  相似文献

In recent years, the topic of differentiated integration in the European Union has become increasingly discussed in both political science research and politics in general. Whereas differentiated integration is viewed as necessary for deeper cooperation, recent findings suggest that it increases the gulf between participants and non‐participants, making it difficult for non‐participating countries to join in later negotiations. However, there is a lack of theoretical and empirical work regarding the relationship between different levels of participation in the EU and national policy outcomes. This article addresses this question by comparing the policy outcomes in fully participating, selectively participating (opting‐in) and non‐participating (opting‐out) EU Member States relative to EU legislation. The findings show that selective participation (opting‐in) increases state conformity with EU laws relative to no integration at all (opting‐out), but it does not completely bridge the gap between fully integrated Member States and non‐participants. The results suggest that countries with flexible arrangements are generally less likely to implement EU laws than full participants, even when they choose to legally commit to the EU requirements. This finding raises some further questions about the rationale behind selective participation and its consequences for policy conformity, if its application expands to other policy areas and more Member States in the future.  相似文献
