ABSTRACT

By the time of Korea’s forced integration into the Japanese Empire in 1910, Social Darwinism was established as the main reference frame for the modernizing intellectual elite. The weak had only themselves to blame for their misfortune, and Korea, if it wished to succeed in collective survival in the modern world’s Darwinist jungles, had to strengthen itself. This mode of thinking was inherited by the right-wing nationalists in the 1920s–1930s; their programs of “national reconstruction” (minjok kaejo) aimed at remaking weak Korea into a “fitter” nation, thus preparing for the eventual independence from the Japanese. At the same time, in the 1920s and 1930s some nationalists appropriated the slogan of solidarity and protection of the weak, nationally and internationally, in the course of their competition against the Left. After liberation from Japanese colonialism in 1945, “competition” mostly referred to inter-state competition in South Korean right-wing discourse. However, the neo-liberal age after the 1997 Asian financial crisis witnessed a new discursive shift, competition-driven society being now the core of the mainstream agenda.  相似文献

Direct democracy is sometimes described as a “gun behind the door,” but how do legislators react when voters pull the trigger? Leveraging the high‐profile referendum defeat of a controversial law passed by the Ohio legislature, I examine how legislators respond to voter disaffection. Using interest groups to “bridge” votes before and after the election, I show that the measure's defeat induced moderation on the part of the Republican legislative majority, while leaving the behavior of opposition Democrats largely unchanged. The results suggest that direct democracy has the potential to restrain legislative excesses and alleviate polarization in state legislatures.  相似文献

Previous studies have documented gender-related differences in a number of aspects of the pharmacology of opiates, including their analgesic activity, stimulative properties and generation of physical dependence. The current experiments were carried out with the aim to examine whether male–female differences exist in the blood and brain levels of opiates attained after their intraperitoneal injection to male and female Wistar rats. The tests were performed 5, 15, 45 and 120 min after the animal treatment with seized heroin. Gas chromatography–mass spectrometry (GC–MS) method was developed to quantitatively determine opiate alkaloids in blood and brain regions (known for their high concentration of μ-opiate receptors): cortex, brainstem, amygdala and basal ganglia. Maximal contents of opiates in blood of animals of both genders were found in the second measurement time (15 min), the values measured in the males being significantly higher, which suggests a faster passage of the opiates from blood to brain tissue in female animals. The highest content of opiates in the brain tissue of female animals was measured 15 min and with male animals 45 min after the treatment, which also indicates faster distribution of opiates from blood to brain in the female compared to male rats. The highest proportion of opiates was found in the basal ganglia of the animals of both genders. The obtained results offer the possibility of selecting this part of the brain tissue of both males and females as a representative sample for identifying and assessing contents of opiates.  相似文献

Compliant activism – that is, political activity of the population, either fully supporting the regime, or merely criticizing individual shortcomings of its policies – strengthens authoritarian rule. However, compliant activism can over time turn into non-compliant one. Hence, the regimes need to ensure that the norms of compliant activism are internalized by the society and become self-enforcing. We use the case of the Communist legacies in Russia to show that compliant activism can, indeed, become highly persistent and outlive the regime, where it emerged. Using cross-regional variation in the levels of compliant activism in the contemporary Russia, we demonstrate that it is strongly affected by the variation in the membership share of the Communist Party of the Soviet Union in the 1970s. The results have broader implications beyond the Russian case and provide relevant insights for studying political activism in autocracies.  相似文献

During his second term, Putin's foreign policy was strongly influenced by the belief that the West's hostility could help the opposition change the current regime, as the West had done in Ukraine and Georgia. A regime change would deprive the ruling elite, mostly people from the security police and army, of their power and illegally acquired wealth. Moscow restored, in early 2000, the ideology of Russia's “encirclement” from the 1920s, which suggested that the country was surrounded by enemies in order to legitimize the regime. At the same time, as in the past, Moscow tried to punish the Western governments for their disrespect for the regime with an aggressive and uncooperative foreign policy.  相似文献

This paper investigates the effect of informal ties between judges (as represented by regional court chairpersons) and prosecutors on the repressive implementation of criminal justice in Russia in the area of fraud convictions. The authors utilize criminal law statistics of Russian regional courts for 2006–2010 to determine the alignment between chairpersons and prosecutors by measuring the length of their mutual career paths. The informal ties have a strong impact on trial outcome, which, however, changes over time. During periods of high bureaucratic risks and uncertainty, regions with a higher extent of informal ties between judges and prosecutors exhibit more repressive law enforcement. If external risks decrease, informal coalitions seem to increase the independence of the courts, insulating them from bureaucratic pressures and limiting their repressiveness.  相似文献

If Armenian and Azerbaijani negotiators ever agree on the future status of Nagorno-Karabakh, it will not necessarily resolve the long-running conflict, because any peace treaty would require the consent of the Karabakh Armenians, whose political representatives are currently excluded from peace negotiations. It is difficult to imagine the Karabakh Armenians consenting to such a treaty without a change in their perception of the Azerbaijanis. According to the theory of conflict transformation/peacebuilding, Nagorno-Karabakh’s civil society should be able to make a contribution to this change. Using the example of four Nagorno-Karabakh civil society organisations, this study shows how they positively or negatively influence conflict transformation.  相似文献
