Interministerielle Netzwerke: Formale und informelle Koordinationsstrukturen bei der Vorbereitung der deutschen Verhandlungspositionen zur Regierungskonferenz 1996

How do German ministries manage the preparation of national negotiation positions for EU intergovernmental conference? After a survey of the debate on organizational deficits of the interministerial coordination in Germany, we are consulting decision- and organization-theoretic approaches in IR. Drawing on organizational economics we concretise and supplement these older frameworks. We conceive the management of a governmental organization as a specific aggregation of heterogeneous preferences and information. Applying social network analysis we take into account formal as well as informal aspects of coordination channels. The objective of this article is to make visible the complex structures and processes that constitute foreign policy making, and to provide a preliminary assessment of its efficiency.

The War on Terrorism and the Administration of the American State

Conditions of war lead to a style of teleocratic governance and administration that is at odds with the idea of civil association reflected in the American constitutional state. As a result, war can put our traditional notions of humanity, pluralism, and limited government at risk. In order to defend the values of civil association, public administrators should understand and appreciate the principles undergirding our constitutional system of governance and administration.     

Equivalence of Objectives in Two Candidate Elections

This paper examines the incentives facing candidates in twocandidate elections. In particular, we provide a set ofsufficient conditions for the optimal strategies of votemaximizing, plurality maximizing, and probability of victorymaximizing candidates to be identical. In addition, we examineand provide counterexamples to two oft-cited results due toHinich (1977) and Ledyard (1984) regarding the equivalence ofthese objectives in large two candidate elections.     

Committee characteristics and re-election margins: An empirical investigation of the US House

Models of legislative organization frequently begin with the premise that the committee system serves the re-election interests of incumbent legislators. Attempts to substantiate this notion empirically have been unsuccessful. Nevertheless, the notion lives on, nourished by a stylized characterization of the committee system. In the standard model committees have jurisdictional monopolies over specialized policy areas and legislators gravitate toward those committees that deal most closely with the policy concerns of their constituents. Contrary to this simplifying characterization, the degree of monopoly control and policy specialization varies across standing committees in the us congress. Some committees have wide jurisdictions and attract members with diverse policy preferences. Jurisdictional overlap and resulting turf battles are common aspects of congressional sessions. We suggest here that these realities warrant a re-opening of the empirical investigation into the link between electoral success and committee characteristics. Our findings indicate that assignment to a committee with a relatively high degree of monopoly control increases a member's vote share, and that assignment to a narrowly focused (specialized) committee does not.
