This study reports findings from an evaluation of a new generation jail in a large southwestern state. The jail is one component of a complex containing a traditional jail, an indirect supervision facility (barracks), and the new generation jail. Using survey and operational data, we compare the new generation jail to the other two facilities. The findings provide generally positive support for the effectiveness of the new generation jail. Inmates and staff were much more satisfied with the physical facilities. Staff perceived it as more secure, though they reported only limited advantages in safety and security. Violence and disciplinary problems were substantially lower. However, no savings in staffing levels were noted, nor were there differences in job satisfaction for staff in the new generation jail. We discuss the implications of the findings and suggest additional directions for jail evaluations.  相似文献

Restoration projects and archaeologic excavations in two Canadian prisons resulted in the recovery of the skeletons of six felons executed by judicial hanging. Damage inflicted by hanging on various skeletal elements was observed. Among the injuries seen were fractures of the hyoid cornua, styloid processes, occipital bones, and cervical vertebral bodies (C2) and transverse processes (C1, C2, C3, and C5). Despite the general uniformity of the hanging technique, which involved a subaural knot, the trauma to the skeletal elements and the cause of death varied among individuals. Although some of this variation was probably due to minor differences in hanging practices, individual anatomic peculiarities of the victims likely also contributed.  相似文献

As more Blue Cross/Blue Shield Organizations employ various means to convert to for-profit status, myriad issues arise concerning the proper treatment of assets that were accumulated during the not-for-profit years of such organizations. Moreover, state officials face pressure from all sides to assure that the conversion process is "fair." In the following Article, the author examines the conversion of Blue Cross and Blue Shield of Georgia to demonstrate the various conversion issues that arise under traditional legal principles--as well as the means by which that Blue employed newly enacted legislation to avoid many of the requirements that otherwise would have attended its conversion.  相似文献

The occurrence of pallidal lesions with or without other hypoxic/ischaemic brain injuries was evaluated in 100 intravenous (i.v.) heroin addicts. The brains were collected consecutively from forensic autopsies during the period from January 1995 to June 1996. The autopsies were required by the police and performed at The Institute of Forensic Medicine, The National Hospital, Oslo. There were 21 women and 79 men, median age 32 (range 21-47) and 34 (19-60) years, respectively. Of 38 brains with abnormalities, twenty-five cases showed isolated or combined lesions of hypoxic/ischaemic origin. Pallidal lesions were found in nine brains; six lesions were old, one was subacute (a couple of weeks), and two were part of recent, generalized hypoxia/ischaemia. Six persons had old infarcts in the hippocampal formation, and one of them in combination with old pallidal infarcts. In seven brains small and old infarcts were found in watershed areas in the cerebellum. Between five and ten percent of i.v. heroin addicts might have pallidal infarcts, either as the sole lesion, or combined with other manifestations of hypoxic/ischaemic brain injury. This might give severe mental disturbances in the affected persons.  相似文献

The Greater Yellowstone Ecosystem, a 7.6-million-hectare region in the Central Rocky Mountains of the United States, is used to illustrate both the challenges and means to improve problem solving in the natural resources arena. The challenges in this world-famous region are contextual (rapid change, growth, pluralism, complexity, state/federal conflicts, and lack of a common perspective), institutional (multiple organizations with overlapping authority and control and disparate mandates, uneven leadership, lack of creativity in problem solving, and resistance to change), and human (diverse perspectives and values and epistemological limitations). To overcome these challenges, an interdisciplinary method that integrates knowledge to improve policy making is briefly described. It provides a framework with a comprehensive set of categories to use in investigating and analyzing problems and inventing alternatives for substantive, process, and structural improvements. Five programs or interventions, all of which are based on this method, are suggested to address the challenges facing Greater Yellowstone: (1) workshops for capacity building, (2) leadership, staff development, and student internships, (3) case analyses and appraisals for policy learning, (4) problem-solving exercises and decision seminars, and (5) prototyping exercises to improve interdisciplinary and interagency coordination. This article seeks to place the study of British government in a broader context by exploring the potential contribution of an anti-foundational epistemology. We seek to 'reinvent' a self-conscious, sceptical and tentative approach rooted in philosophy and history. The first section defines the Westminster model and the family of linked narratives: traditional sceptics, social science, radical theory, new public management. The second section outlines an anti-foundational epistemology, focusing on the notions of traditions, narratives, decentering and dilemmas. The third section applies this approach to one prominent school of thought about British government: policy networks. We argue that an anti-foundational approach will decenter networks, shifting the locus of analysis from the institutions to individuals, and focus on dilemmas to explain how networks change. Finally, we conclude there is no essentialist account of British government, only complex and diverse narratives, and no tool kit for solving problems, only lessons drawn from many stories.  相似文献
