A fundamental concept in the systemic model of social disorganization theory has been the social ties among neighbors. Theoretically, social ties among neighbors provide the foundation from which the potential for informal social control can develop. Recent research, however, has shown that not all social ties are equally effective in producing informal social control and decreasing crime rates. Warner and Rountree (1997) have shown that the neighborhood context in which ties occur is related to their crime-fighting effectiveness, and Bellair (1997) has shown that frequent ties are not necessarily the most effective ties. Further examination of the crime-control effectiveness of specific patterns and placements of social ties, therefore, seems a fruitful path to pursue. For example, no research to date has examined potential demographic differences in the effectiveness of ties. This study begins exploration in this area by examining the extent to which the effectiveness of ties in decreasing crime is related to the gendered nature and context of those ties. Using data from 100 Seattle neighborhoods, we find that although women and men display similar levels of local social ties, the effects of these gender-specific ties on crime are different. In particular, female social ties are more effective in controlling crime, particularly in the community-level gendered context of few female-headed households.  相似文献

Differences in national traditions of public intervention, institutional arrangements and public service markets make local public services an area of great diversity. In this paper we undertake a comparative study of how local governments arrange for delivery of water and waste services in the US and Spain. We find levels of privatization are higher in Spain than in the US. We review organizational reform in the two contexts and compare service delivery data using national surveys from each country. We find lower and less stable privatization in the US stems in part from adherence to public choice emphasis on the benefits of market competition over public monopoly. By contrast, Spanish municipalities reflect an industrial organization approach, and create hybrid public/private firms which benefit from both market engagement and economies of scale available under monopoly production. We conclude that managing monopoly may be more important than competition in local service delivery.  相似文献

This study examines social disorganization theory using calls to the police during 1980 in 60 Boston neighborhoods. These data, based on complainant reports of crime rather than official police reports, allow further investigation of differences in findings based on victimization data and official crime data. The rates of assault, robbery, and burglary are regressed on poverty, mobility, racial heterogeneity, family disruption, and structural density. Interaction terms for poverty and heterogeneity, poverty and mobility, and mobility and heterogeneity are also explored. Results from this study support findings from recent victimization studies and earlier ecological studies using official counts of crime. Poverty and heterogeneity, along with family disruption and structural density, are found to be important ecological variables for understanding the distribution of crime rates among neighborhoods.  相似文献

Since the Great Recession, some have argued that local governments have become ‘austerity machines’ that cut and privatize services and undermine unions. We conducted a national survey of US municipalities in 2012 to examine how service provision level and delivery methods are related to local stress and capacity, controlling for community need and place characteristics. We find that local governments are balancing the pressures of stress with community needs. They use alternative revenue sources and service delivery methods (privatization and cooperation) to maintain services. Unionization is not a barrier to innovation. Further, we find that ethnically diverse suburbs are providing more services than other suburbs, thus acting more like metro core cities. We find that the Great Recession has not dramatically shifted local government behaviour to a ‘new normal’ of fiscal austerity. Instead, we find municipalities practising ‘pragmatic municipalism’ to maintain their public role.  相似文献

Austerity and fiscal crisis make the search for cost‐saving reforms in local government more critical. While cost savings from privatization have frequently proven ephemeral, inter‐municipal cooperation has been a relatively understudied reform. We analyse the literature on cost savings under cooperation and find that savings are dependent on (1) the cost structure of public services, particularly those related to scale and density economies and externalities, (2) the structure of local government (size, metropolitan location, powers granted by the nation or regional state), and (3) the governance framework at the local/regional level where cooperation varies from informal to formal. European studies give more emphasis to cost savings, while US studies focus on coordination concerns arising from the higher degree of devolution in the US local government system.  相似文献

Government departments are under pressure to increase efficiency and effectiveness and to reduce staff numbers. The Rayner scrutiny programme is part of this pressure; and it has encouraged greater use of independent investigators and change catalysts within departments. This breed of internal critics often operate within, but at the limits of, official tolerance, like bureaucratic Philip Marlowes whose solutions may be accepted, but rarely with gratitude. Despite these developments external critics have continued to doubt the capacity for self-criticism and innovation within government. The popular television programme'Yes Minister' has encouraged such a view. This article describes one department's attempt at using internal change agents to review the handling of business and to implement major changes in an organization employing over 60,000 people. The exercise suggests that bureaucratic inertia can be overcome internally, although the change process is difficult and sometimes painful for those involved.  相似文献

Current criminological research rooted in social disorganization theory has primarily focused on structural disorganization and has largely ignored the role of cultural disorganization. This paper develops the theoretical role of cultural disorganization in the contemporary social disorganization model, integrating aspects of both the systemic model and a cultural attenuation model. This model is empirically examined using structural equation modeling. Survey data from residents in 66 neighborhoods in a Southern state provide the primary data. In part, the findings show that concentrated disadvantage and the level of social ties affect cultural strength, which in turn significantly affects informal social control. These findings demonstrate the relevance of weakened culture in explaining informal social control and call for further theoretical expansion of social disorganization models to include cultural disorganization.  相似文献

Informal social control is a central concept in the contemporary social disorganization literature, and much attention has been directed at examining community characteristics related to variation in the quantity of informal social control across communities. However, considerably less attention has been paid to variation in forms of informal social control. This study examines the extent to which neighborhood characteristics are related to residents’likelihood of using two different forms of informal social control: direct informal social control (i.e., through direct intervention) and indirect informal social control (i.e., through mobilizing formal authorities). Data for this study are based on surveys of residents in 66 neighborhoods. The analysis uses hierarchical modeling to examine whether neighborhood characteristics central to contemporary social disorganization theory have similar effects on these two forms of neighborhood social control. Findings indicate that social ties increase the likelihood of direct informal social control but not indirect informal social control, whereas social cohesion and trust decreases indirect informal social control but does not have a significant effect on direct informal social control. Faith in the police is not found to affect either form of informal social control. These findings are discussed in terms of current issues in contemporary social disorganization theory.  相似文献
