Policy Advocacy in Transitioning Regimes: Comparative Lessons from the Case of Harbour Protection in Hong Kong

Current research on policy advocacy relies exclusively on established regimes where instability is largely contained. Using the harbour protection advocacy in Hong Kong as an exploratory case, the article documents how conservationists exploited the unique opportunities arising from the transfer of sovereignty to advance heritage protection policy. Three new strategic choices in policy advocacy are identified. First, policy advocates strategically switched between issue frames instead of becoming strongly identified with any issue frame. Second, they avoided prolonged involvement by pursuing modest, programme-level adjustments. Third, they circumvented the restrictions on scope and focus by creating new venues outside of the policy subsystem.     

The 3-week sulphasalazine syndrome strikes again.

A 34-year-old lady developed a constellation of dermatitis, fever, lymphadenopathy and hepatitis, beginning on the 17th day of a course of oral sulphasalazine for sero-negative rheumatoid arthritis. Cervical and inguinal lymph node biopsies showed the features of severe necrotising lymphadenitis, associated with erythrophagocytosis and prominent eosinophilic infiltrates, without viral inclusion bodies, suggestive of an adverse drug reaction.A week later, fulminant drug-induced hepatitis, associated with the presence of anti-nuclear autoantibodies (but not with other markers of autoimmunity), and accompanied by multi-organ failure and sepsis, supervened. She subsequently died some 5 weeks after the commencement of her drug therapy.Post-mortem examination showed evidence of massive hepatocellular necrosis, acute hypersensitivity myocarditis, focal acute tubulo-interstitial nephritis and extensive bone marrow necrosis, with no evidence of malignancy. It is thought that the clinico-pathological features and chronology of this case bore the hallmarks of the so-called "3-week sulphasalazine syndrome", a rare, but often fatal, immunoallergic reaction to sulphasalazine.     

A forensic laboratory tests the Berkeley microfabricated capillary array electrophoresis device

Miniaturization of capillary electrophoresis onto a microchip for forensic short tandem repeat analysis is the initial step in the process of producing a fully integrated and automated analysis system. A prototype of the Berkeley microfabricated capillary array electrophoresis device was installed at the Virginia Department of Forensic Science for testing. Instrument performance was verified by PowerPlex 16 System profiling of single source, sensitivity series, mixture, and casework samples. Mock sexual assault samples were successfully analyzed using the PowerPlex Y System. Resolution was assessed using the TH01, CSF1PO, TPOX, and Amelogenin loci and demonstrated to be comparable with commercial systems along with the instrument precision. Successful replacement of the Hjerten capillary coating method with a dynamic coating polymer was performed. The accurate and rapid typing of forensic samples demonstrates the successful technology transfer of this device into a practitioner laboratory and its potential for advancing high-throughput forensic typing.     

Friction and bureaucratic control in authoritarian regimes

Democracies deliberately create “friction” in bureaucratic processes, using inefficiencies to mitigate the impact of government transitions and asymmetric information on leaders' ability to exert control. With far more centralized power, would authoritarians prefer less friction? We argue that they do not. In fact, excess friction is actively supplied to hinder bureaucratic coordination independent of or even in opposition to top-down control, leaving the central leaders the only player powerful enough to organize complex actions. Our analysis of data on the Chinese government indicates that bureaucrats are systematically sent to unfamiliar work environment, and that agencies that are more exposed to the resultant inefficiencies are also more likely to come under direct control by senior Politburo members. The pattern of targeted intervention indicates that bureaucratic control in authoritarian regimes is predicated not only on centralized power in general but also the deliberate supply of friction to obstruct independent actions from the bottom up.     

University technology transfer through entrepreneurship: faculty and students in spinoffs

This research informs our understanding of the technology commercialization process in university spinoffs, focusing in particular on student involvement in the early phases of the spinoff development process and on the impact of the larger university ecosystem. Detailed case studies indicate that graduate and post-doctoral students are important participants in university spinoffs. We offer a typology of spinoff development with four pathways, based on the varying roles of faculty, experienced entrepreneurs, PhD/post-doctoral students, and business students. The effects of the larger university ecosystem, beyond the university technology transfer office and the university’s commercialization policies, are also considered, including an examination of programs and practices that may influence this process. We close with a discussion of guidelines for technology transfer and spinoff development at universities, based on the findings of this research.     

Relatively Permanent Pigmented or Vascular Skin Marks for Identification: A Pilot Reliability Study

In child sexual exploitation offenses, the collected evidence images often show the skin of nonfacial body parts of the criminals and victims. For identification in this scenario, “relatively permanent pigmented or vascular skin marks,” abbreviated as RPPVSM, were recently introduced as the basis for a novel biometric trait. This pilot study evaluated the interexaminer variability of RPPVSM identification. Four dermatology physicians were recruited to examine RPPVSM from 75 skin images collected from a total of 51 Caucasian and Asian subjects. The images were separated into 50 reference (“suspect”) images and 25 evaluation (“evidence”) images. The examiners were asked to perform identification by annotating RPPVSM in each of the 25 evaluation images and matching them with the reference images. The rate of misidentification was 0% while the mean rate at which examiners failed to find a match was 6%, indicating the potential of dermatology physicians performing the role of RPPVSM examiners.

The Cultural Transfer In Legal Translation

This paper will first explore legal translation from the semiotics approach. The sign developing process demands that in legal translation linguistic units cannot be exchanged in isolation from the legal cultural concepts. Some scholars equate legal equivalence with the extent to which the same legal effect can be produced in the target text. This paper will show the difficulties of achieving the same legal effect in the target text in view of the indeterminacy of word meaning in the source text, and will conclude from the analysis the best way of translating a legal text.     

Population study of 11 Y-chromosomal STR loci in Singapore Chinese

In this study of 212 unrelated Singapore Chinese males, allelic frequencies and gene diversities of 11 Y-chromosome specific STR loci (DYS19, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS385a/b, DYS438 and DYS439) were established. A total of 184 haplotypes were observed in the 212 individuals studied, of which 165 (89.67%) were unique. The most common haplotype was observed in five (2.35%) individuals. The overall haplotype diversity for the 11 Y-STR loci was 99.81%, and the discrimination capacity was 86.79%.
