This article examines the confluence of forces at work to shape U.S. policy toward Cuba since the late 1990s. Our approach examines four key factors involved in policymaking toward Cuba in this period: (1) the entry of new interest groups into the Cuba policy process and an "entrepreneurial" Congress; (2) the executive's constitutionally based interests; (3) bureaucratic interests; and (4) pressure from outside the United States. We examine U.S.–Cuba policy by describing each determinant in isolation and then by looking at the dynamic interaction among them, showing how they are linked together. In doing so, we argue that an analysis including multiple factors better explains U.S. policy toward Cuba than one that focuses on a single factor such as the power of the Cuban-American community.  相似文献

This article explores how young men in Costa Rica negotiate ideas of manhood under neoliberalism. We draw on interview data involving 23 men, ages 15–35, residing in one Costa Rican city. Comparing men across three different class locations, we find diverse "markers of manhood." Our data suggest an emerging globally dominant masculine ideal among an elite class of men, a declining locally dominant masculine ideal among working-class men, and a cynical, possibly counter-cultural masculine ideal among poor men. We conclude that masculinities are not only fluid, but tied to changing economic circumstances and class structures.  相似文献

The adoption of the civil service system is the most comprehensive reform of the personnel system in the history of the People's Republic of China. The reformers want to establish a highly qualified and professional administrative corps. Elements of the reform include a merit‐based performance evaluation system that rewards good employees and punishes poor ones, open and fair competition in recruitment and promotion to assure the quality of government officials, and a system based on law that provides continuity and consistency for government policies. The article summarizes case studies of implementation challenges such as recruitment, examinations, selection and promotion, performance evaluation, training, job rotation and salary systems. Evidence suggests that individuals rely on external features such as hair and face shape when processing and recognising unfamiliar faces. This is problematic in a forensic setting because hairstyle can be changed easily. In two studies we examined whether training individuals to focus more on the stable, internal features of the face (e.g. eyes, nose and mouth) and hence less on the changeable external features would improve identification accuracy. In Study 1, participants were instructed to focus on: (1) internal features, (2) external features, or (3) both internal and external features. Participants’ eye movements were monitored while they studied target faces, which they later tried to identify from an array that included the target with a changed appearance. In Study 2, participants were instructed to focus on: (1) internal features, (2) external features, or (3) given no instructions. Participants were required to identify target faces from line-ups, where they were presented either unchanged or with an altered hairstyle. Results suggested that training individuals to attend to internal features of unfamiliar faces may improve identification accuracy in the common situation where external features have changed between presentation and identification. However, internal feature focus may decrease identification accuracy when external features are unchanged.  相似文献
