<正>China passes a new law to ensure comprehensive national security Anew national security law was adopted in China on July 1 by the country’s top legislature,the National People’s Congress(NPC).The law earned overwhelming support from members of the NPC Standing Committee,with 154 votes for the bill,no votes against it and one member abstaining.It became effective on the same day.     

《人体损伤程度鉴定标准》解读与评析

本文就《人体损伤程鉴定标准》（以下简称《标准》）立法本意、“重伤一级”与残疾等级的对应关系、标准框架、标准中存在的技术问题等内容，予以解读。本文作者认为，（1）《标准》满足了司法审判中对“严重残疾”予以医学界定的需求，其中的“重伤一级”即是对“严重残疾”的明确界定。（2）对比分析显示：“重伤一级”的24个条款中，有23个属“严重残疾”状态，其残疾等级分属“1-4级”。（3）《标准》延续了原重伤、轻伤标准的鉴定原则不变，并修订大量条款，使其更具有可操作性（4）《标准》大量吸纳了国际上ICF、GEPI等残疾分类的新理念，更具有进步性。当然，研究显示，标准亦存在一些技术问题：（1）不符合《中华人民共和国标准化法》对技术标准的形式要件要求；（2）标准条款之间有不平衡、不严谨的现象；等等。预测：在未来的几年内，对《标准》条款的解读、争议、规制，将是中国法医临床学研究的主要内容之一。

新冠疫情对武汉科技创新发展的影响及对策建议

抗击新冠肺炎,是新中国成立以来我国应对突发重大公共卫生事件中规模最大的一次总体战、遭遇战和阻击战,我们面临的困难、问题和挑战前所未有。武汉作为我国乃至世界抗击新冠肺炎的最前线,是我国应对重大突发公共卫生事件“大考”的关键考点,也是检验我国应对重大传染病疫情应急管理能力的主战场。在全球新冠肺炎大流行背景下,新冠疫情对武汉科技创新发展产生了深远影响。本文通过研究“后疫情时代”科技创新发展问题,重点研究新冠肺炎对武汉科技创新发展的长远影响和积极影响,并提出“十四五”时期加快武汉科技创新发展的对策建议。

新型城镇化带来经济结构、社会生产生活、生态环境的巨大变化,对公共服务供给提出了新的要求。民族地区公共服务供给的"量"与"质"的提高不仅有利于区域经济发展,而且有利于促进民族地区的社会和谐发展。本文以新型城镇化的内涵为基础,阐述了新型城镇化背景下民族地区公共服务供给的内在要求,以及民族地区公共服务供给存在的问题及发展趋势,并提出了完善民族地区公共服务供给机制的思路。

Performance of Public–Private Partnerships and the Influence of Contractual Arrangements

This article seeks to answer two research questions: does public-private partnerships (ppp) live up to its promises to government? How do contractual arrangements affect ppp performance? We propose a conceptual framework to evaluate ppp performance by comparing actual project outcomes to government goals in initiating the partnerships, and to explore how a set of contractual arrangements affect the ppp performance on each identified goal. The framework is applied to a comparative case analysis of highway ppp experiences in the commonwealth of virginia (us) since the 1990s. The results show that these ppp cases were successful in accessing innovative finance, but their performance was mixed on reducing construction risk and transferring revenue risk. Generally improved over time with later projects, the ppp performance was affected not only by interaction among contractual arrangements –private partner selection, financial arrangements, role division, risk allocation, and project characteristics – but also by authorizing and supportive legislation in the policy domain.
