Firearms were associated with 30, 136 deaths in the United States in 2003. Most guns are initially sold to the public through a network of retail dealers. Licensed firearm dealers are an important source of guns for criminals and gun traffickers. Just one percent of licensed dealers were responsible for more than half of all guns traced to crime. Federal law makes it difficult for ATF to inspect and revoke the licenses of problem gun dealers. State licensing systems, however, are a greatly under-explored opportunity for firearm dealer oversight. We identify and categorize these state systems to identify opportunities for interventions to prevent problem dealers from supplying guns to criminals, juveniles, or gun traffickers. Just seventeen states license gun dealers. Twenty-three states permit routine inspections of dealers but only two mandate that those inspections occur on a regular basis. Twenty-six states impose record-keeping requirements for gun sales. Only thirteen states require some form of store security measures to minimize firearm theft. We conclude with recommendations for a comprehensive system of state licensing and oversight of gun dealers. Our findings can be useful for the coalition of more than fifty U.S. mayors that recently announced it would work together to combat illegal gun trafficking.  相似文献

A local government practitioner and a marketing academic consider the claims for marketing as a new organising principle for local government. They scrutinise the most frequent objections to the concept of marketing in this context and demonstrate that these have little or no force. This is especially true concerning the emerging paradigms of relationship marketing and Webster's development of the marketing concept. The authors conclude that a marketing philosophy underlies much of the new approach to local government service provision, and set out some of the characteristics which local government marketing needs to have.  相似文献

In an attempt to understand the meaning of prison quality for Australian First Peoples, the authors examine the aspects of prison considered to be positive and negative for First Peoples serving sentences of imprisonment in the Kimberley Region in Western Australia. The meaning of prison quality as experienced by First Peoples is compared with the meaning of prison quality as defined by an existing measure of the quality of prison life. Through a qualitative analysis of interviews with 25 prisoners and staff members from West Kimberley Regional Prison and Broome Regional Prison, seven key aspects of prison as experienced by First Peoples are identified. Six of these key aspects, respect and courtesy, staff-prisoner relationships, bureaucratic legitimacy, fairness, family contact, and personal development, are consistent with dimensions previously identified as pertaining to the quality of prison life. An additional culture-traditions dimension was also identified. The findings show that the differences between prison quality as experienced by First Peoples and non-Indigenous peoples are influenced by aspects relevant to the culture and traditions of First Peoples. The authors highlight the importance of considering culture and traditions in understanding the meaning of prison quality for First Peoples.  相似文献

Partisanship in the United States in the contemporary era is largely characterized by feelings of anger and negativity. While the behavioral consequences of this new style of partisanship have been explored at some length, less is known about how the anger that is at the root of this growing partisan antipathy affects Americans’ views of the national government. In this paper, I utilize data from the 2012 American National Election Studies to show that higher levels of anger are associated with a greater level of distrust in government across a variety of metrics. I then present evidence from a survey experiment on a national sample of registered voters to show that anger has a causal effect in reducing citizens’ trust in government. Importantly, I find that anger is able to affect an individual’s views of the national government even when it is aroused through apolitical means. I also find that merely prompting individuals to think about politics is sufficient to arouse angry emotions. In total, the results suggest that anger and politics are closely intertwined, and that anger plays a broad and powerful role in shaping how Americans view their governing institutions.  相似文献

Psychological stress has long been known to predict negative changes in physical and behavioral health in the general population. The same relationships have been found in research on drug abusers. In this longitudinal study, 477 clients of two Kentucky drug courts were followed for 1 year to examine the relationship between subjective stress at intake and outcomes 1 year after the baseline of this 18-month drug court program. Greater baseline subjective stress was significantly associated with poorer employment, substance use, criminal justice, and health outcomes at 1-year follow-up, even after adjusting for selected demographic characteristics and baseline levels of the outcomes of interest. If these results are replicated in these and other drug courts, then a stress reduction treatment trial within the drug court context should be attempted and evaluated.  相似文献

We discuss two major reviews of the accuracy of dichotomous (yes/no) violence predictions (Monahan, 1981; Otto, 1992), which reported rates offalse positive errors that were calculated using conceptually and mathematically dissimilar methods. We outline potential problems that result from analyzing data in the form of 2×2 contingency tables and offer some recommendations for future research on the prediction of violence.  相似文献
