This paper explores some of the complexities of India’s urban growth since its first post-Independence census of 1951. Two levels of analysis are pursued as they affect one another: numerical or demographic changes, on one hand, and changes in living conditions, or sociocultural trends, on the other. The general conclusion of the study is that a process of “erosion” of traditional society is occurring, but it is occurring slowly— as a population more than twice the size of the entire United States continues to live in the countryside (and to increase at about twice the U.S. growth rate). Moreover, the sociocultural change is occurring in a non-linear fashion, as much that is traditional endures along side of the modern—rather than being replaced or obliterated by it. Finally, while the growth is occurring in cities of all sizes, the intermediate, regional capitals like Hyderabad and ahmedabad—rather than the largest cities such as Bombay or Calcutta—are experiencing the most rapid growth. Jay Weinstein is a professor of sociology and faculty research fellow at Eastern Michigan University. He has also taught at the University of Iowa (1972–77) and Georgia Institute of Technology (1977–86). He has been involved in comparative development studies for over twenty years, beginning with his Ph.D. fieldwork in India in 1971. His current interests include Canadian Studies and Eastern Europe. He visited Bulgaria in February–March, 1991 as a member of a U.S. Information Agency Citizen Exchange Project.  相似文献

Following the outcome of the 2001 and 2005 general elections, when the numbers of abstainers outweighed the numbers of Labour voters on both occasions, much attention has focused upon the state of British democracy and how to enthuse the electorate, especially young people. Whilst the government is exploring ways to make the whole process of voting easier, it may be failing to tackle the real problem – that youth appear to find the business of politics uninviting and irrelevant. This paper examines data derived from a nationwide survey of more than 700 young people in order to shed light on what lies at the heart of young people's apparent disengagement from formal politics in Britain – political apathy or a sense of political alienation. The findings reveal that they support the democratic process, but are sceptical of the way the British political system is organised and led and are turned off by politicians and the political parties. However, there is no uniform youth orientation to politics, and the data indicate that views differ according to social class, educational history and also gender. However both ethnicity and region of the country in which young people live seem to have little influence in structuring political attitudes and behaviour.  相似文献

In recent years there has been controversy surrounding the issues of the independence, responsibility and responsiveness of our public services. Critics come from two opposing directions: (i) there have been charges of politicisation of the public service, with the implication that it has lost its independence and become dominated by the government; (ii) Pusey (1991) has accused 'economic rationalists' in the public service of pursuing their own neo-classical agenda and dominating government policy. Both criticisms reveal a misunderstanding of the respective roles and responsibilities of ministers and public servants and the proper relations between them. In our system of democratic government, it is the prerogative of ministers to decide and the role of departments to propose and advise and then implement the decisions of ministers. This contribution begins by considering the respective responsibilities of ministers and officials, before canvassing the charges of politicisation and what should be expected from public servants in contributing to policy development. Finally there is consideration of the ethical values of public servants and what responsibility they might have for the 'public interest'.  相似文献
