This article contributes to the emerging literature on transparency by developing and empirically testing a theoretical framework that explains the determinants of local government Web site transparency. It aims to answer the following central question: What institutional factors determine the different dimensions of government transparency? The framework distinguishes three dimensions of transparency—decision making transparency, policy information transparency, and policy outcome transparency—and hypothesizes three explanations for each: organizational capacity, political influence, and group influence on government. Results indicate that each dimension of transparency is associated with different factors. Decision‐making transparency is associated with political influence; when left‐wing parties are strong in the local council, local government tends to be more transparent. Policy information transparency is associated with media attention and external group pressure, and policy outcome transparency is associated with both external group pressure and the organizational capacity. The authors discuss the implications for policy and administration.  相似文献

Research that attempts to identify characteristic features of multiple perpetrator sexual assault (MPSA) is limited. This study compared demographic and assault related characteristics of 135 cases of MPSA with 139 cases of single perpetrator sexual assault (SPSA) reported to the Haven sexual assault referral centre, Camberwell, London, over a 4-year period, and aimed to identify any unique features of MPSA victims, perpetrators and assault type. Victims of MPSA were younger, less likely to be White, more likely to report previous self-harm and more likely to sustain injuries than victims of SPSA. Multiple perpetrators were younger, less likely to be White and more likely to be strangers to the victim than single perpetrators. The nature of the assault was different in single and multiple perpetrator cases; in MPSA, there were more completed rapes and more multiple rapes, and perpetrators were more likely to meet the victim in an outside location before carrying out the assault in a place of residence that was not the victim's. These findings add to a scant but growing evidence base.  相似文献

Critical criminology has greatly benefited fromthe concept of moral panic, which is a helpfulframework for understanding immigrationreform and the treatment of immigrants –especially in relation to concerns aboutterrorism. In response to the events ofSeptember 11, 2001, the United Statesgovernment swiftly produced legislationintended to protect homeland security,culminating in the USA Patriot Act. Whilemainstream political leaders supported the newlaw, many legal experts expressed concernsabout its expansive powers as serious dangersto immigrants rights and civil liberties.Among those concerns are controversial tacticsinvolving ethnic profiling, detentions, andgovernment secrecy. This article examinescritically the nature of those forms of humanrights violations while elaborating on thecontradictions in the war on terror. ApplyingCohens sociology of denial – how literal,interpretive, and implicatory denial perpetuatelong-term social problems – developments areinterpreted conceptually, contributing to adeeper understanding of growing threats tohuman rights.  相似文献

We present an interdisciplinary theory that considers how loss of membership in international organizations affects states’ human rights practices. Drawing mostly from social psychology and international relations research, we argue that states are socialized into the international community through a process of social influence, whereby they are incentivized to comply with group norms by the promise (threat) of social rewards (punishments). Social influence occurs when states form social bonds through interactions with other states. When social bonds are severed, fewer opportunities for social influence occur due to lower information to both the remaining states and the state that lost those social bonds. Thus, we hypothesize that the loss of membership from IGOs reduces incentives to comply with group norms and adversely affects human rights practices at home. A combination of propensity score matching/regression and autoregressive distributed lag (ADL) models on a global cross-section across the years 1978–2012 supports the theory. Specifically, losing at least one IGO membership leads to a long-run drop in human rights respect of about one quarter to one half standard deviation.  相似文献

The heat generated by the friction between eraser and paper decolourises the ink and other sources of heat have a similar effect. Theoretical and empirical research on voluntarism has focused primarily on U.S. and European examples, but has generally failed to consider the Japanese system of voluntary environmental agreements. Nevertheless, Japanese VEAs are one of the worlds oldest experiments in voluntary policy; careful analysis of the characteristics and contexts may improve understanding about the critical factors associated with effective voluntary policy. This paper reviews the extant literature on voluntarism focusing specifically on the bargaining context within which agreements are negotiated. It details three factors that contribute to the effectiveness of voluntary policy generally: regulatory bargaining power, non-regulatory bargaining power and reciprocity. The paper then provides a brief but detailed analysis of the development of voluntary agreements in Japan. Comparisons with voluntary policies in the U.S. and Europe are included. Findings indicate similarities and some significant differences between the Japanese system and other national systems of voluntary policy. Conclusions discuss implications for theory and policy.  相似文献

The issues surrounding AIDS in corrections have forced administrators to develop policy which accurately reflects the realities of the AIDS crisis. Moreover, administrators must base their policy decisions on available research findings, much of which is generated by government agencies and research policy groups. Whereas this research does serve the proper function of guiding policy, it is somewhat removed from the theoretical implications that AIDS has to societal reaction and social class. This article introduces a theoretical framework comprised of Irwin’s (1985) concept of the rabble and Spitzer’s (1975) notes on social junk and social dynamite. In addition to discussing this framework as it relates to social metaphors and social control, the implications to correctional policy are also be presented.
