The housing market boom over the last decade has been welcomed by most Americans as a positive economic phenomenon, with beneficial effects on families and neighborhoods. However, this housing boom, while benefiting homeowners, has hurt America's renting population, a population among which minorities and the poor are vastly overrepresented. As rents have risen, renters have been forced to commit a greater percentage of their resources to simply keeping their homes, and thus found it difficult to invest in their own properties. Steady or falling incomes have exacerbated this bind, while a worsening public education and transportation system has added to the burden, particularly for poor and minority renters. The Federal government has failed to respond to this growing crisis, instead choosing to cut or curtail major renter‐assistance programs. 相似文献

Australia's traditions of governance tend to be pragmatic and to blend different ideologies. Its traditions are less dependent on political party ideologies, and more on competing conceptions of the significant problems and the way that they should be addressed. In this article we identify five principal traditions, namely: settler–state developmentalism; civilizing capitalism; the development of a social–liberal constitutional tradition; traditions of federalism; and the exclusiveness/ inclusiveness of the state and society. These traditions have been robust and have developed over time. We show how political actors operating from within this plurality of traditions have understood the public sector and how their understandings have led to changes in the way the public sector is structured. 相似文献

Debates on ministerial responsibility have too often gone around in circles. The application of the principle is related to the incidence of resignations; analysis considers the reasons given for resignation or, rather more often, the reasons given for not resigning. The usual conclusions are that ministers resign occasionally when their personal involvement is unquestioned and when the prime minister determines that the political costs are less to let the minister go. But the ideas remain at a broad level because they relate to all the ministerial activities. This article seeks to disentangle these concepts, developing the ideas in Thompson and Tillotsen's article in this symposium, to see if a different set of concepts can better define this old notion. 相似文献

This report examines the conditions of appointment and termination of departmental secretaries in the APS and considers the impact of these conditions on: the secretaries themselves; the potential pool from which secretaries are drawn; and the likely continuing influence on the way in which the APS operates.
The report is based on reviews of the literature on the appointments of departmental secretaries and of the legislative changes made in the last decades. It also draws from a series of interviews with 20 past and present secretaries. The interviews were conducted in October and December 1996, after a number of secretaries had been terminated by the new government but in most cases before the government paper on public service reform was released

Abstract: Politicians need information. In recent years the practice of public servants briefing party committees has been expanded to help fill that need. In part this was due to the increased influence of caucus committees under the Labor government, but the practice has continued. Public servants provide information and explanations of policy to government and opposition members, although in the latter case public servants have to tread carefully. In December 1976 the Prime Minister tabled guidelines to govern these briefings. This innovation has implications for the doctrines of public service neutrality, for ministerial responsibility and for the capacity of the opposition to develop workable policy. Despite the potential problems that may arise, it is a practice that, if used effectively, can only assist in the improvement of political debate. 相似文献
