With SACMEQ and PASEC there are now two large data bases available on student achievement, socio-economic background and school and teacher characteristics in both anglophone and francophone sub-Saharan Africa. A joint analysis of PASEC and SACMEQ in a common education production function framework allows us to estimate the impact of educational inputs on student achievement in 21 sub-Saharan African countries and to compare our results with those of earlier empirical studies for education systems in Africa and other world regions. In our analysis we focus on school equipment, teacher quality and class organisation. The issue of teacher and student incentives cannot be adequately addressed with the given data. Our results are based on a traditional retrospective analysis of student achievement in PASEC and SACMEQ countries. In contrast to the ‘nothing works’ result from most industrialized countries' studies we find robust positive correlations of achievement test scores and the possession of textbooks and negative correlations with teaching in shifts. The most striking result is the weak or even absent correlation of achievement test scores and teacher education and professional training. However, some differences between francophone and anglophone education systems can be observed in this context if differences in the sampling methodology are duly taken into account.  相似文献

This research addressed how professionals involved with the legal system evaluate children, primarily between 4 and 8 years old, as witnesses. In particular, we focused on professionals’ beliefs and opinions regarding children's memory, suggestibility, and behaviors as they relate to witness credibility. In addition, we surveyed professionals’ evaluations of investigative methods related to reliability. Four hundred and seventy-eight professionals working with children in the Norwegian legal system (i.e. judges, police detectives, psychologists, child psychiatrists, prosecutors, and defense attorneys) completed a questionnaire about child witness issues. Results indicated that psychiatrists as well as police officers expressed greater belief in children's capacities than did other groups, whereas defense attorneys and psychologists were more skeptical regarding children's general credibility. Psychiatrists and psychologists both, however, tended to favor, more than did legal professionals, the use of clinical techniques with children in abuse investigations. Implications are discussed in relation to professionals’ attitudes toward children as witnesses.  相似文献

Recent studies find that defection from one's most preferred party to some other party is as common under proportional representation (PR) as it is in plurality systems. It is less elaborated how election‐specific contextual factors affect strategic vote choice under PR. This study looks at the impact of two potentially important contextual factors: parties’ coalition signals about cooperation with other parties (referred to as ‘pre‐electoral coalitions’) and polling information, which vary from one election to the next. The focus is strategic voting for smaller parties at risk of falling below an electoral threshold. The hypothesis is that parties that are included in well‐defined coalitions will benefit from strategic ‘insurance’ votes if the polls show that they have support slightly below the threshold. However, smaller parties that do not belong to a coalition would be less likely to benefit from insurance votes. Extensive survey experiments with randomized coalition signals and polls give support to the idea that a voter's tendency to cast an insurance vote depends on whether the polls show support below or above the threshold and whether the party is included in a coalition or not.  相似文献

While high technological distance to project partners outside of the established value chain can positively influence innovation performance, project goals can only be achieved if the social integration of project members is improved in terms of coordination and communication. This paper draws on embeddedness and absorptive capacity literature to explore how social integration mechanisms translate into different learning outcomes in distant collaborations within and across organizational boundaries. Drawing upon expert interviews with project members as our primary source of data, we conducted an in-depth multiple case study analysis of a number of inter-organizational projects. Our findings indicate that the effect of different types of social integration mechanisms on learning outcomes also affect the ability to bridge distances in process and product technology. Moreover, they suggest that it is not just the extent, but also the interplay of social integration mechanisms surrounding internal and external absorptive capacity routines that enable project members to engage in the exploration, transformation and exploitation of distant knowledge. In examining how social integration mechanisms foster learning outcome in distant collaborations, our study contributes to the literature on absorptive capacity.  相似文献

Abstract

There has been an increased interest in approaches for improving violence risk assessment, but less so how to communicate risk assessment results. We studied the written risk communication of 142 cases of forensic psychiatric evaluations in Sweden. The results suggested that risk for criminal recidivism was communicated in the vast majority of the cases (122 out of 142), but that risk was primarily communicated when the risk was perceived to be high. A six-item protocol to assess the content of the risk communication suggested that the communication was well elaborated in 21/122 of the cases, moderately elaborated in 53/122, poorly or very poorly elaborated in 43/122, and non-elaborated in 5/122 of the cases. Level of elaboration was only vaguely related to sociodemographic characteristics pertaining to the assessed (sex, age, citizenship) and the type of crime committed, but highly correlated to clinical diagnoses (DSM-IV) as well as contextual factors of the evaluation (which professional group and which clinic the assessment was performed).  相似文献

Abstract

Has the increased public and professional awareness of the challenges of interviewing children in forensic contexts led to changes and improvements in police interviewing practices? A representative sample (n=91) of police interviews conducted during the period of 1985–2002 from a large Norwegian police district was analysed. The results indicated that interviewer strategies have improved; there was a decrease in the use of suggestive, yes/no and option-posing questions and this decrease was accompanied by a comparable increase in the use of cued recall questions. The frequency of open-ended invitations was low and did not change much over time. Factors that might have led to the observed changes are briefly discussed.  相似文献

Acknowledging the social constructivist turn in the study of norms, this article offers to demonstrate that the notion of norms is useful as an analytical tool and likely to become a lasting element in international relations theory. Ideational causality and the independent explanatory power of norms are methodological issues that have been debated widely. Despite arguing that norms matter, social constructivism has problems making a successful case for the independent influence of norms. This article explores social constructivism as an approach to understanding international norms and their origins.  相似文献

Drawing on the work of Walter Benjamin, this essay argues—largely against Carl Schmitt—that political theology as a critical analytic should examine the ‘afterlife’ of theological tropes with respect to the sense of time and history that they compel. Benjamin’s The Origin of German Tragic Drama argues that sovereignty as a political concept gains prominence as a response in the wake of the erosion of the concept of salvation history in the Baroque. The consequence of this rise of sovereignty as a political key concept is a philosophy of history based on the permanently impending catastrophic end of the world. This continuously urgent situation is not only one that leaves little room for political critique and action, but also a perplexing one in its perpetuation, since the end of the world never actually arrives. To answer why political urgency can be perpetuated seemingly infinitely and why sovereigns can fail without eroding the ongoing desire for sovereignty, Benjamin’s work suggests that we must broaden our view of political theology to consider the survival of further theological concepts to include original sin as a master trope of philosophical anthropology.  相似文献
