Internal strategies against corruption: Guidelines for preventing and combating corruption in police authorities

While corruption is not an entirely new phenomenon in Germany, the number of cases suggests that proactive measures should be taken to strengthen prevention and detection. This article proposes a number of measures which, used separately and in combination, aid prevention and detection. It then proposes a wider management approach to dealing with corruption which ranges from general to specific strategies and actions that are intended to prevent corruption, to design out the circumstances in which it may occur and to provide means of detecting areas of risk and vulnerability. The article particularly focuses on police organisations but has applied relevance to all public sector organisations. Does knowledge diffusion between university and industry increase innovativeness?

This paper presents an econometric analysis of the impact of collaboration with universities on the innovative output of firms. We also illustrate the differences that emerge from robustness checks, based on different matching estimators and samples. Our findings strongly suggest that university collaboration has a positive influence on the innovative activity of large manufacturing firms. In contrast, there appears to be an insignificant association between university collaboration and the average service firm’s innovation output.     

Implementation of a semi-automated processing system for DNA profiling of forensic casework samples

The concept for a semi-automated processing system for DNA analysis of crime scene samples was developed at the Landeskriminalamt Baden-Württemberg (LKA BW) and comprises the extraction of genomic DNA from human cells by ChargeSwitch^® magnetic bead technology (CST), quantification of purified DNA by real-time PCR, amplification of short tandem repeats (STRs) by PCR and DNA fragment length analysis of STRs by capillary electrophoresis. Three liquid handling workstations from Tecan, a real-time PCR device and a 16-channel capillary electrophoresis (CE) system, both from Applied Biosystems (AB), are linked via laboratory data network. Transmission and management of sample and analysis data is enabled by a Laboratory Information and Management System (LIMS). Suitability for a wide range of stain types, early exclusion of DNA-free samples, barcode sample identification and prevention of cross-contaminations guarantee efficiency and high quality standards.     

Bureaucratic Resistance to International Intelligence Cooperation – The Case of Europol

Abstract

This article analyses the gap between government ambitions and actual outcomes in the case of European counter terrorism intelligence cooperation. Specifically, it investigates why Europol has not managed to live up to its tasks despite outspoken government support. Drawing on rational choice institutionalism, the study suggests why bureaucrats might be motivated to resist calls for international cooperation. By examining the process by which Europol has developed as an actor in the counter terrorism field, this article shows how development in the field of intelligence cooperation is not exclusively the reflection of government preferences. It concludes by suggesting that scholars could gain greater insight from a less state centric approach to the study of intelligence. In addition, the article suggests that policy makers cultivate a greater familiarity with bureaucratic factors and that they continually work with those factors in mind.

Im LiegTeilG, sohin an unvermuteter Stelle, ist ein Verfahren zur amtswegigen Verwirklichung dieses Kongruenzprinzips normiert, dessen prozessuales Instrumentarium durch auch jüngste Gesetzgebungsakte direkt und indirekt deformiert worden ist. Diese Abhandlung untersucht, ob die ursprünglich verfolgten gesetzgeberischen Intentionen zur Herstellung der Grundbuchsordnung auf der geltenden Rechtslage im judikativen Weg gem §§ 6 f ABGB revitalisierbar sind oder ob es zu deren Reanimation eines legistischen Eingriffs bedarf.     

Asymmetric federalism: Are federated micro-regions viable?

Federated micro-regions are constituent units of federations having a maximum population of 300,000. Many are ethnically based. Although not larger than cities, these 55 territories are, constitutionally speaking, equal entities of their federations and have in some instances even shaped their own foreign policy. This article provides an analysis of their ability to withstand structural constraints and take advantage of the opportunities which smallness offers. In the first part, it discusses problems related to economies of scale and identifies a trend to establish new rather than merge existing federated micro-regions. The second part highlights external relations activities of some federated micro-regions and explains their partly pragmatic, partly political motivation.
