Changes in real world wage movements across sectors account for about a third of the rise in the cost of U.S. government services between 1959 and 1989, while relatively slower productivity in the public sector accounts for the remaining two-thirds. Even though it is slower, however, the productivity record still is positive even in the labor intensive government sector. Consequently Baumol argues that the public's likely future objection to necessary increases in the share of expenditures over the next 50 years will betray a fiscal illusion unless policymakers take pains to dissolve it. But slower productivity may be equally due to the structural organization. Removing public monopolies, reducing bureaucracies, and undertaking privatization in education for example, are other policy options that could radically change the productivity record. We use data from a sample of applicants to a national means‐tested school voucher program and a national sample of the population eligible for the program to evaluate the factors leading families to use school vouchers. Our analysis divides the process of voucher usage into two distinct stages: initial application and subsequent take‐up. Using a nested logit model, we find that some factors, like religious affiliation and religious service attendance, affect both stages. Others, like mother's education, affect only one (application). Still others, like ethnicity, have opposite effects at the two stages. A review of the experience of adolescent reproductive health clinics in Liverpool and Bristol highlights the potentially disruptive impact of new National Health Service (NHS) policies and competing professional interests on the attempt to provide integrated, high-quality services. In particular, responsiveness to client needs often collides with NHS demands for efficiency. UK health authorities accept, in principle, the need for separate, informal family planning centers for young people. The 34 Brook Advisory Centers, which deliver confidential contraceptive and counseling services to adolescents, face pressure to become population rather than client-based and to reduce time spent on individual sessions. Moreover, new NHS contracting arrangements have greatly increased the role of general practitioners (GPs) in contraceptive provision, with serious implications for family planning clinics. At present, about 70% of UK women obtain contraceptive and sexual health services from a GP. This encroachment has further increased the marginalization of family planning practitioners, the majority of whom are female, within the medical profession. Public concern about an escalation of sex crime is unsupported by a critical analysis of official crime statistics in England and Wales. Assumptions about the inveterate recidivism of sex offenders are unconfirmed by follow-up studies. A great variety of behaviours is covered by sex crime, from the grave to the trivial. To the traditional offences of predatory aggressors, violent rapists and a small number of dangerous offenders driven by pathological emotions, are now added date rapes and harassments previously little reported. All sex incidents involving children are widely believed to cause lasting damage, despite evidence to the contrary. Female offenders and boy victims are receiving more attention. Adolescent involvement is insufficiently distinguished from paedophile offences and male homosexuals are suspected of paedophile tendencies.
