Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety. 相似文献

While the impact of the defendant's sex and race on processing decisions is well researched, less is known about the impact of the victim's sex and race on juvenile court decision making. Using data from the juvenile court in St. Louis, Missouri, this study explores direct and interactive effects of the victim's sex and race on outcome decisions for juvenile offenders. Findings suggest that legal differences account for most of the observed differences in detention, commitment and adjudication among the sample studied. 相似文献

This article examines the relevancy of concepts of citizenship as tools for analysing and comprehending minorities in ethnically complex societies. Taking the Kurds of Turkey as a case study, this article traces the evolution of civil society from the Ottoman empire through to the modern Turkish state, using a human rights‐based definition of citizenship. The changed situation of the Kurds is shown in each epoch and appropriate conclusions are drawn. The complex diversity among the Kurds themselves is also noted. Police departments have come under increasing pressure from community groups, professional organizations, and their constituents to hire more female and minority officers. Although prior research suggested that there might be both gender and racial differences in the factors influencing the decision to enter police work, much of the work was dated and findings were mixed. The current research, conducted in spring 2002, examined motivations for entering police work among a sample of 278 academy recruits in the New York City Police Department (NYPD). Findings indicated that motivations for becoming a police officer were similar regardless of race or gender, and the most influential factors were altruistic and practical, specifically the opportunity to help others, job benefits, and security. Minor differences did emerge among male and female recruits, as well as among Whites, Hispanics, and African Americans, but the practical implications of those differences seemed limited. The article concludes with a discussion of implications for recruitment efforts as police departments seek to draw more diverse applicant pools and build more representative law enforcement agencies. 相似文献
