Patronage and empowerment in the central Amazon

The shift from modern to post‐modern politics in the Central Amazon is critically evaluated. While considerable empowerment of previously marginalised. Amerindians, rubber tapers and frontier peasants has occurred, patronage networks remain top down in their decision‐making process, significant horizontal political mobilisation between different social actors has not emerged and grassroots political organisation has been stymied by authoritarian politics at the state level. Consequently, as empowerment is supposed to lie at the heart of building sustainable livelihoods in the Amazon, by this line of logic, the future of the region would seem to be seriously compromised.     

善治与和谐——对政府治理视野下基本公共服务均等化“五W”模式的探讨

论文以政府治理为视角.尝试提出基本公共服务均等化的"五W"模式:即从"Who(实施的主体)、Whom(受益的对象)、What(实施的内容)、When(实施的时间)、Where(实施的地点)"五个方面具体分析公共服务均等化的内涵,认为政府治理的终极目标--善治与基本公共服务均等化在内涵上是一致的.论文在借鉴国外基本公共服务均等化经验的基础上,认为政府需要转变执政观念,加强社会管理与建设,遵循我国社会经济发展实际,因地制宜,确立不同区域公共服务均等化指标体系,逐步实现公共服务均等化,促进社会和谐发展.     

Insurance Issues for Green Start-ups: What Every Entrepreneur Needs to Know

This article is a case study based upon a business entrepreneur's efforts to obtain specialized insurance coverage for a clean-energy start-up business. The article identifies and discusses some of the potential liabilities of insurance brokers in the event that the insurance coverages they obtain do not adequately protect the interests of the client's business. The article concludes that, at least in New York State, the rule is “Let the buyer beware!” and that a business person cannot safely rely upon advice given by an insurance broker in obtaining complex or specialized insurance coverage.     

Attracting females and racial/ethnic minorities to law enforcement

Using a national survey of law enforcement agencies, this study (1) measured agencies' ability to fill sworn positions, (2) identified the strategies used to attract and hire females and minorities, (3) measured agencies' success in filling sworn positions with females and minorities, and (4) measured through negative binomial regression the impact of agency strategies and agency/jurisdiction characteristics on levels of female and minority applications and hires. The results indicated great variation in agencies' ability to fill sworn positions and fill them with females and minorities and considerable variation in the extent to which mechanisms are used to attract females and minorities to policing. Just one in five agencies has adopted targeted recruitment strategies for women and minorities. Agency success in attracting the applications of and hiring females and minorities varies greatly. The multivariate analyses indicate that recruiting budget and targeting minorities and women do positively affect hiring.
