Although restorative justice principles and practice have been applied extensively in community‐based juvenile justice settings, implementation in residential treatment facilities has been far less common. We describe recent experimentation and possibilities for broader application to disciplinary infractions, the response to harm and crime, promoting community and citizen input, “community building” for conflict resolution skill development and changing the culture of facilities, and reentry. We conceptualize three “communities” as most relevant to addressing needs of incarcerated youths, their victims, and support groups, and then discuss theoretical frameworks and empirical research supportive of restorative practice in this context. Challenges to implementation of restorative practice, compatibility with other treatment and disciplinary agendas, and concerns about preserving the integrity of the model are also considered.  相似文献

Clinical documentation of the bites, correlation with entomological studies, and submission of evidence at trial are reported. Graduate programs in public policy offer a variety of ethics courses focusing on framework theories, topical applications, and duties of office. Brown gives four reasons for making these types of courses an integral part of education for public service: they provide a common civic vocabulary; they give an essential perspective on analytical techniques; they challenge students' own presuppositions about public policy; and they help distinguish between empirical and conceptual issues. He argues that the growing emphasis in the policy programs on public management further enhances the importance of education in ethics, and that the current dearth of such courses in some programs seriously impedes their graduates.  相似文献

This second of a two-part article on global policy trends in agricultural extension deals with complexity. Policy differs enormously from country to country. The author believes that, rather than producing confusion and frustration in the field, the great variety of methodologies, institutional frameworks, and program priorities provides a rich field of ideas for study and practice. Intelligence accountability ("oversight") encompasses the supervision of a vast range of secret activities and 15 major agencies. Oversight since 1975 has been robust compared to earlier years; yet it continues to fall short of goals espoused by the Church Committee that year, as well as by subsequent panels advocating intelligence reform. Lawmakers have responded responsibly to intelligence surprises ("fire alarms"), carrying out probes into domestic spying, assassination plots, and other questionable covert actions, counterintelligence vulnerabilities, and major intelligence failures. They have paid less attention, though, to the day-to-day "police-patrolling" that might uncover weaknesses and eliminate the need for emergency firefighting. Individual members in both branches of Congress have displayed a significant commitment to oversight activities, and now and then the full oversight committees have worked energetically as a unit. Mostly, however, intelligence accountability since 1975 has been a story of discontinuous motivation, ad hoc responses to scandals, and reliance on the initiative of just a few members of Congress—mainly the occasional dedicated committee chair—to carry the burden. Despite the recommendations of several scholarly studies and government reports, absent still is a comprehensive approach to intelligence review that mobilizes most, if not all, of the members of the House and Senate standing committees on intelligence toward a systematic plan of police-patrolling, without waiting for fire alarms.  相似文献

National identities play a significant role in Latin American international relations. They affect the ways in which policy‐makers view themselves and others, as well as influencing the ways in which their policies are ‘received’ abroad. In this way, identities create opportunities and constraints for foreign policy‐making, framing the relations between Latin American countries. The author argues that, since 1990, three main patterns of Chilean identity recently affected the country's relations with its northern neighbours Bolivia and Peru: a ‘neoliberal identity’, a ‘legalistic identity’ and a ‘progressive identity’. These three patterns of identity have created opportunities for cooperation as well as causes for conflict.  相似文献
