In recent years there has been growing interest in differing state roles in the regulation of the health care industry. Most of this attention has stressed the impact of regulatory policy with only superficial attention directed towards understanding the extent to which states can be counted on to act effectively in the area of health care regulation. Using the regulation of nursing homes as a focus, this study evaluates a variety of sociocultural, political, and economic conditions for their impact on the development of various regulatory policies. The findings suggest that the development of certificate of need legislation and reimbursement controls were not related to significant changes ir, states' budgets for Medicaid services or in bed/population ratios. Instead, regulatory efforts were more closely linked to the sociopolitical environments surrounding the policy arena. While these factors provide some indication of the potential for strong state action in the regulatory arena, ultimately the use of state regulatory policies will depend quite centrally on the innovative tendencies of the state, its organizational capacity for addressing policy issues, and the nature and extent of interest group politics.  相似文献

Crime statistics from the Indianapolis Police Department are interpreted inlight of news reports and interviews. A shift from proactive enforcement (vice, traffic, and juvenile arrests) to reactive enforcement (taking citizen crime reports) begins in the mid-1950s. If they do report offenses, police are blamed for failing to control crime. Eventually, if they fail to report offenses, they are chided for being unresponsive to citizens. Even homicide statistics get manipulated as police are caught in political cross-pressures. It is concluded that police would be better off if relieved of responsibility for defining the size and shape of the crime problem.  相似文献

The administration of the employee-owned or worker cooperative firm must provide for two conceptually separable functions: organizational governance and the management of work. Three theoretical models tend to shape the thinking of those who design the organization: authoritarian, bargaining, and town meeting or community democracy.We review the experience of self-management in Yugoslavia, the Israeli kibbutzim, Mondragon cooperative system, and employee ownership in the United States. We conclude that the model best designed to favor the growth of employee ownership in the United States will be one that combines certain features of all three theoretical models noted above.  相似文献

Most criminogenic risk assessments are developed and empirically validated on samples of boys or samples comprised of mostly boys, and subsequently applied to girls. Using a sample of male (n = 1,267) and female (n = 453) probationers, the purpose of the current study was to examine the potentially differential performance of the Youth Level of Service/Case Management Inventory (YLS/CMI) and the instrument’s eight domains for female juvenile offenders. Findings revealed gender differences in the predictive validity of the YLS/CMI in which girls scored significantly higher on the risk assessment, but recidivated at significantly lower rates than boys two years following the administration of the assessment. The predictive validity of the instrument was impacted by these gender differences in which the YLS/CMI total score was a better predictor of recidivism for boys (area under the curve (AUC) = .623) than girls (AUC = .565). The only subscales that significantly predicted recidivism for girls were the family (AUC = .607) and personality (AUC = .572) domains, whereas all of the subscales significantly predicted recidivism for boys. Directions for future research as well as gender-responsive assessment, programming, and policy implications are discussed.  相似文献

We report on a sample of 90 child custody evaluators in the United States, who completed an online questionnaire on their attitudes and beliefs in child custody relocation cases. Findings indicated that the vast majority of participants relied on relevant professional literature and utilized a relocation risk assessment forensic model. Participants found many risk, protective, and specific relocation factors important, but the triad of past parental involvement, support for the other parent, and child's age were afforded the most importance. Participants also reported that the moving parents sought relocation for educational/vocational reasons, to receive support of their extended family, or to remarry, while the nonmoving party most commonly opposed relocation due to fears of interference/damage to the nonmoving parent–child relationship, restrictive gatekeeping, and alienation. A common trend among participants was concerns over the possible detrimental impact of any relocation on the nonmoving parent–child relationship and quality of co‐parenting. The vast majority of participants reported that they made specific recommendations to the court about relocation, and the court agreed with their recommendation the overwhelming majority of the time. We discuss Implications of the findings as well as areas needing further research.  相似文献

The purpose of this study was to measure the amount of error incurred by police officers when trying to accurately draw a previously completed movement path, which occurred during their response to a high-stress encounter. Secondary purposes of the study examined whether gridlines on a diagram or a distractor situation would influence memory accuracy. Officers (n = 23) were taken through a high-stress stimulus phase, followed by a memory recall phase where they were required to accurately draw their path of travel. Average distance traveled was 5.15 ± 1.98 m. Average discrepancy for all participants was an area of 3.23 ± 4.13 m2 and length of 1.43 ± 1.30 m. Significant length differences were found between actual and recalled paths of travel (p < .01). No other significant area or length differences were found.  相似文献
