Whereas the impact of trade relations on conflict has been studied extensively, this is not the case for the impact of international migration. The latter might influence the size of expected costs and benefits, and hence the likelihood of military conflict between countries. In this paper, we discuss the channels through which bilateral migration can affect the prevalence of interstate military conflict. We then estimate migration’s impact on conflict using bilateral panel data between 1960–2000. We find evidence of a positive and robust impact of South-North and South-South migration on the occurrence of conflict. These effects are even larger when we control for potential endogeneity using a GMM approach.  相似文献

Cet article vise à apporter des éléments d'explication quant à la féminisation des élus français au Parlement européen. S'il semble nécessaire de prendre en compte le mode de scrutin, ses effets ne peuvent véritablement se comprendre qu'en relation, d'une part avec la position du Parlement européen dans le champ politique français et d'autre part avec la configuration propre des luttes sociales et politiques qui traversent l'espace public français au cours des années 1990. C'est dans ce cadre que le genre constitue une ressource politique plus rentable au Parlement européen qu'au parlement français, avec pour conséquence la promotion de femmes moins familiarisées avec l'exercice du métier politique; des femmes qui de ce fait s'orientent davantage vers des formes de « bonne volonté » parlementaire et des stratégies de surinvestissement des rôles politiques européens. La spécificité relative des postures qu'elles adoptent au sein de l'institution renvoie donc moins à une hypothétique « nature féminine », qu'à un ensemble de processus sociopolitiques.  相似文献

Abstract

Significant differences between subgroups of juvenile sex offenders (JSOs) are found in both Dutch and international research. Most of this literature represents the more delinquent and more disturbed sections of the population of JSOs. This paper describes the characteristics of 302 less disturbed and less violent JSOs in a mandatory educational programme. Characteristics of exhibitionists (n=26), child molesters (n=39) and peer offenders (n=237) are compared. Peer offenders are subdivided into solo offenders (n=90) and group offenders (n=142). Variables are: demographics, family background, psychosocial functioning, offence characteristics and victim characteristics. Significant differences are found in a large number of variables, supporting findings from earlier research in clinical samples. Differences between subgroups are largest between group-offending peer offenders, on one hand, and exhibitionists and child molesters on the other hand. The majority of our sample seems to have an ordinary background and shows no apparent sign of psychosocial dysfunction. The clinical and theoretical relevance of the results is discussed.  相似文献

Conclusion In summary we can state that judicial assistance stands to lose further ground with respect to police cooperation. The Schengen Agreement authorized and legitimized the autonomy of the police which they themselves had already assumed in the legal assistance process. At national level the situation is worsened by the insufficient statutory regulation of the investigation prior to prosecution and by the absence of a well functioning judicial control thereof. Above all the research indicated that not all magistrates/prosecutors showed the same amount of interest in direct involvement in the international legal civil system, a disturbing conclusion in the light of the increasing internationalization of crime phenomena (De Ruyver, 1992).The manner in which the judicial assistance functions fails to deal with geographically determined and limited types of group crime, as in the study area. Crime organized in a businesslike manner and at the same time requiring greater expertise and cooperation with respect to the investigation prior to prosecution, remains a fortiori beyond concern.  相似文献

In comparing publics’ ideological self-placements between established and new democracies, it has been observed that there is a higher proportion of citizens who express radical views in the latter countries. This is likely due to sharp differences with regard to evaluations of past authoritarian rule, the legitimacy of the new regime, or new institutional arrangements governing the distribution of power when countries embark on democratic transition. Studies on the attitudinal aspect of democratic consolidation lead one to expect a decrease in extreme views in new democracies with the passage of time, as questions of regime principles and institutions are settled, and citizens come to accept democracy as the “only game in town”. The present article investigates whether this proposition is applicable to “Third Wave” new democracies in Eastern Europe, Latin America, and East Asia by examining longitudinal public opinion data from 23 countries. In addition to the length of democratic regimes, We also analyse the impact of economic performance, quality of governance, and electoral systems on the proportion of radical citizens. Results show that while longer democratic experience does contribute to reducing extremist leanings, factors such as the level of corruption, rule of law, and plurality electoral rules play a more substantive role.  相似文献

Hair samples of eight postmortem cases were analyzed in segments of 1 to 3 cm for cocaine, benzoylecgonine and cocaethylene. Samples were prepared for analysis by digestion in 0.1 M HCl and subsequent extraction with mixed-mode solid-phase extraction columns. Measurement was made by reversed-phase, narrow-bore HPLC and fluorescence detection using two laboratory-made internal standards. The concentrations were in the region of 0.29–316 ng/mg of hair for cocaine, 0.43–141 ng/mg of hair for benzoylecgonine and 0.93–1.83 ng/mg of hair for cocaethylene. All eight investigated cases had cocaine-positive segments. In six of the cases, all segments were positive, suggesting regular cocaine use and two showed in-between negative segments indicating an interruption or a change of the abuse intensity. The results showed a second, remarkable observation, i.e. enormous concentration differences (factor >150) for both cocaine and benzoylecgonine between the different subjects. Furthermore, interindividual cocaine/benzoylecgonine ratios ranged from 0.02 to 8.43. We believe these observations could in part be attributed to both some of the still existing limitations in the analytical approach(es), especially the mandatory hair washing steps, and in our still too limited knowledge of the hair incorporation processes. Nevertheless, in some cases, segmental analysis proved to be an important tool to distinguish, together with postmortem examination, deadly chronic abuse from single acute drug overdosage.  相似文献

Recent trends suggest that cocaine smugglers have become more and more inventive to avoid seizures of large amounts of cocaine transported between countries. We report a case of a mail parcel containing a dance pad which was seized at the Customs Department of Brussels Airport, Belgium. After investigation, the inside of the dance pad was found to contain a thick polymer, which tested positive for cocaine. Analysis was performed using a routine colorimetric swipe test, gas chromatography coupled with mass spectrometry and nuclear magnetic resonance spectroscopy. The polymer was identified as polyvinyl alcohol (PVA) and contained 18% cocaine, corresponding to a street value of € 20,000. Laboratory experiments showed that cocaine could be easily extracted from the PVA matrix. This case report reveals a new smuggling technique for the transportation of large amounts of cocaine from one country to another.  相似文献

Das beschleunigte Verfahren für Bebauungspl?ne der Innenentwicklung ist ein Kernbestandteil des am 1. Januar 2007 in Kraft getretenen Gesetzes zur Erleichterung von Planungsvorhaben für die Innenentwicklung der St?dte. Unmittelbares Regelungsziel ist die Beschleunigung und Erleichterung von Bebauungsplanverfahren der Innenentwicklung und dadurch bedingt die F?rderung der Innenentwicklung. Bei dem Bebauungsplan der Innenentwicklung handelt es sich um keinen neuen Plantyp. Es wird vielmehr ein Bebauungsplan in einem beschleunigten Verfahren aufgestellt. Was also neu ist, ist das Verfahren und die mit ihm verbundenen modifizierten Anforderungen und Rechtsfolgen. Die Neuregelung wirft verschiedene Fragen hinsichtlich der Anwendungsvoraussetzungen für das beschleunigte Verfahren und dessen Rechtsfolgen auf, denen in diesem Beitrag nachgegangen wird.  相似文献
