The rise of new economic powers has seen increasing attention focused on the international role of the BRICS countries. Importantly, a common feature uniting the BRICS is that they are all resource-rich, and many analysts (and some BRICS governments) have argued that natural resources are one of the key factors propelling the rise of the group. This article explores the BRICS’ emerging status as ‘resource powers’, examining how resource wealth underpins their economic development and foreign policy strategies, and thus contributes to their growing influence in international affairs. It is argued that through the use of nationalistic mining and energy policies, the BRICS governments have exploited natural resources for both domestic economic and international diplomatic objectives. However, there are several challenges and emerging risks facing the BRICS’ resource strategies, which mean that resource wealth is making a positive – though inherently limited – contribution to the growing international status of the group. 相似文献

This article argues that Robert Putnam's social capital thesis is too society-centred and undervalues state agency and associated political factors. It explores the role of institutional design in explaining how governments can shape the development of social capital and its potential influence upon democratic performance. New Labour's programme of 'democratic renewal' within British local government provides an excellent opportunity to assess the relevance of institutional design to arguments about social capital and democracy. During World War II, members of the Imperial Japanese Army biological warfare Unit 731 conducted a live test deployment of plague-infected fleas in Ningbo, Zhejiang Province, China. The deployment triggered an outbreak involving 165 cases in downtown Ningbo, 112 of which were fatal (68% case fatality rate). Despite lack of access to effective medical countermeasures, the Ningbo community exhibited a high degree of social cohesion and resilience in the context of effective public health response. Since its election in May 1997, the Labour Government in the United Kingdom has emphasized the need for modernization in the improvement of public services. For local government, this emphasis has led to the introduction of a variety of measures intended, primarily, to improve political management and service delivery. Two key policies have been the introduction of Best Value and the Comprehensive Performance Assessment (CPA). CPA is used by the Audit Commission for measuring local authority performance in England and has led to each authority being classified as excellent, good, fair, weak or poor. Each authority's classification has implications, financially and in terms of its freedom to determine priorities and policies. In addition, the structure of local government is being reviewed by central government, alongside discussions as to the merits of establishing regional assemblies. In considering the justification for, and the impact of, changes, it is important to consider the views of local government employees, not least professional groupings and chief officers. This paper reports the findings of a national survey of chief financial officers (CFOs) of the single tier and county council local authorities in England to establish their views on key features of the Government's modernization agenda. 相似文献

key details, moral coherence. The recent Law Commission Consultation Paper, in a pragmatic and sensible attempt to rid the
law and procedure of murder of the malign influence of the mandatory sentence, has unnecessarily compromised such structural
coherence as it currently enjoys and which could properly form a satisfactory basis for reform already precise and morally
