Pesticide poisoning in domestic animals and livestock in Austria: a 6 years retrospective study

A 6 years retrospective study of pesticide poisonings in domestic animals and livestock from 1999 to 2004 submitted to the Institute for Medical Chemistry, University of Veterinary Medicine, Vienna in Austria was compiled and analysed. Totally 380 pesticide analysis requests were referred by veterinary practitioners, from the Institute for Pathology of the above university, by regional and central governments as well as local police departments and district administrations, animal protectionist groups, public health authorities and private clients. Among the total number of suspected samples for pesticides, 175 (46.1%) cases were found positive to contain pesticides of various kinds. Among the pesticides found, carbamate insecticides were most prominent, representing 50.3% of the total positive cases. These compounds were followed by rodenticides-anticoagulants with 18.9% of the positive results, by organophosphate insecticides 5.1%, and by the rodenticides-nonanticoagulant 3.4%, the other 22.3% included molluscicides, herbicides, etc. In totally 225 animals, 123 animals were found positive for pesticide intoxication, among them 47.2% were dogs, 34.1% were cats 9.8% of other species and 8.9% of unspecified animal samples. The pesticides were characterized by HPLC-techniques using commercially available standards. The aim of this Austrian survey was to determine the incidence and frequency of confirmed pesticide intoxications in animals in Austria and to emphasize its relevance in veterinary practice for livestock and domestic animals.     

Hybrid processes within parenting plan assessments: Rationale and an illustrative model

Parenting plan Assessments, also known as child custody evaluations, are forensic psychological investigations into the needs of children, the parenting capacities of their caregivers, and the resulting fit between the children's needs and caregiver capacities. Typically, they result in recommendations that are, in the opinion of the assessor, formulated to meet the best interests of children regarding a parenting plan, child sharing, parental responsibilities and ancillary services that are likely to support the children's optimal functioning as well as the functioning of the now reconfigured family. Such assessments are part of a pathway to untangling conflicts between the parents regarding the most appropriate parenting plan for the reconfigured family. Paradoxically, the assessment process can exacerbate the conflict, entrench parental polarization, and create lingering feelings of helplessness, frustration, and disempowerment in the parents. This article provides a rationale for the use of a hybrid process that incorporates alternative dispute resolution as an integrated part of the parenting plan assessment and provides an illustrative model of such a hybrid process.     

Verkauf eines vermieteten Objekts vor der Erzielung eines gesamtpositiven Ergebnisses

Der Annahme der Ertragsf?higkeit einer Vermietungsbet?tigung steht nicht entgegen, wenn das Bestandobjekt vor der tats?chlichen Erzielung eines gesamtpositiven Ergebnisses übertragen oder die Vermietung eingestellt wird. In diesen F?llen hat der Steuerpflichtige den Nachweis dafür zu erbringen, dass die Vermietung nicht von Vornherein auf einen begrenzten Zeitraum geplant gewesen ist, sondern sich die Beendigung erst nachtr?glich, insbesondere durch den Eintritt konkreter Unw?gbarkeiten ergeben hat. Im Rahmen des rechtlichen Geh?rs ist der Partei Gelegenheit zu geben, ein diesbezügliches Vorbringen zu erstatten. Dieses kann ua auch darin bestehen, Schwierigkeiten bei der Mietersuche oder gesundheitliche Beeintr?chtigungen des Vermieters aufzuzeigen. § 16 Abs 1 EStG 1988 (§ 28 EStG 1988): Kein erforderlicher Veranlassungszusammenhang mit Einkünften aus Vermietung und Verpachtung, wenn (zuerst) der Beschluss gefasst wird, das Objekt zu verkaufen und (erst nachher) es (gegen Kostenersatz befristet bis zum Verkauf des Objektes) zu vermieten.     

Werbungskosten (bei Einkünften aus V+V) auch ohne Bauherreneigenschaft

Das Recht des Werbekostenabzugs für Mietobjekte h?ngt nicht vom Vorliegen einer (kleinen oder gro?en) Bauherreneigenschaft ab. Die Kosten der Finanzierung, der steuerlichen Beratung, der Mieterakquirierung und der überwachung des Mieteneingangs sind (soweit es sich nicht um verdeckte Grundstücksvermittlungsprovisionen handelt, die aktivierungspflichtig w?ren) stets Werbungskosten. Kosten der Baubetreuung, Kontrolle der Baurechnungen, Kaufvertragskosten bzw Kosten der treuh?ndigen Kaufpreisabwicklung sind hingegen stets aktivierungspflichtige Anschaffungs- oder Herstellungsnebenkosten.     

Wohnbeihilfe

Ein (vom Vater) gew?hrtes (rückzahlbares) Darlehen ist kein einer Wohnbeihilfe hinderlicher Zuschuss.     

Efficiency,equity and girls' education

This article analyses World Bank strategies for education in the context of gender equity. Developing countries face the challenge of expanding education with limited resources. At the same time, promoting gender equity is vital to achieving basic development goals. Appropriate governance strategies are needed to provide education in a way that is cost‐effective and inclusive. Privatisation, decentralisation and citizen participation are three strategies that are promoted by the World Bank to control costs and improve transparency in education. Intended to promote efficiency, these strategies can harm equity. This study compares World Bank strategies to proven effective programs in girls' education. Empirical analysis reveals that while many World Bank projects include effective strategies for girls' education, governance reforms generally do not promote awareness of gender.
