Paradigmenwechsel in der europäischen Umweltrechtsetzung?

Zusammenfassung  Der europ?ische Umweltrechtsgesetzgeber verwirklicht seine umweltpolitischen Ziele in zunehmendem Ma?e durch planerische Instrumente, insbesondere durch die Pflicht der Mitgliedstaaten zur Aufstellung sog. Ma?nahmen- oder Aktionspl?ne. Dabei sollen durch die entsprechenden Planerstellungspflichten vor allem die europarechtlich vorgegebenen Umweltstandards oder -ziele erreicht werden. Eine erste Bestandsaufnahme und Typisierung des Instrumentes der Ma?nahmenplanung legt nahe, dass es sich um eine übergreifende Form der Regelungstechnik handelt. In der Folge werden daher übersektorale Problemkomplexe und m?gliche gemeinsame Umsetzungsfragen erkennbar, die sich auf konzeptionelle Spannungen zum deutschen Umweltrecht, Anforderungen des deutschen Verfassungsrechts und Rechtsschutzfragen beziehen.     

De-Europeanization by Default? Germany's EU Policy in Defense and Asylum

Since the end of the Cold War and unification, Germany's policy toward and within the European Union (EU) has undergone significant changes. Once a model "Europeanist," Germany has become increasingly reluctant to support the progressive implementation of key projects of European integration. Neither an instance of a planned strategic change nor a result of an inevitable adaptation to structural shifts at the systemic level, these changes in German foreign policy, incremental yet significant as they are, evade both deterministic and voluntaristic accounts of foreign policy change. Integrating insights from foreign policy analysis, integration theory, and social theory, the article develops an innovative framework for analysis that is applied to Germany's European asylum and refugee policy as well as its security and defense policy. The origins of both policy fields at the European level can be traced back to initiatives that were supported by or even originated in Germany. However, as the 1990s progressed Germany increasingly obstructed further institutionalization. While in the field of asylum and refugee policy the Amsterdam summit marks a clear turning point in Germany's position, the transformation of German policies on European security and defense proceeded rather as an incremental decrease in material support, aggravating substantive progress in the policy field more broadly. An unanticipated consequence of earlier initiatives, in both cases Germany has found it increasingly difficult to live up to the expectations it has helped to raise.

Zusammenfassung  Um ihr Klimapaket und die damit verbundenen Ziele im Bereich der erneuerbaren Energien umzusetzen, hat die Europ?ische Kommission eine Richtlinie zur F?rderung der Nutzung von Energie aus erneuerbaren Quellen vorgeschlagen. Um den Richtlinienentwurf rankt sich – auch noch zur Zeit – eine breite noch nicht abgeschlossene Diskussion, in deren Rahmen unter anderem Bedenken gegen die F?rderung von Energiepflanzen, die als nachhaltig deklariert wird, ge?u?ert werden, da blühende Kulturlandschaften dadurch verschandelt werden. Der Beitrag besch?ftigt sich mit der politischen und rechtlichen Diskussion des Richtlinien-Entwurfs.

On the Viability of the Concept of Staatswissenschaften

Staatswissenschaften is said to mean that there are certain specific fields of scholarly inquiry and higher education that relate primarily to the state, which is defined widely as structured human living-together. It is outlined why this is a concept viable for the future, particularly—but not only—in and for Europe.     

1.1. HLA and other leucocyte and platelet alloantigens in paternity testing (introductory lecture)

The analysis of lipstick stains presented here is a combination of several techniques. In addition to colour comparison and thin-layer chromatographic (TLC) analysis, X-ray analysis in a scanning electron microscope and high-performance liquid-chromatographic (HPLC) analysis have been used. X-ray analysis may be performed directly on the material bearing the stain. For TLC and HPLC analyses a solvent extract of the stain was used.Guidance is given for practical examination of lipstick stains. When using all the methods described in this paper, all the 117 different lipstick samples examined in this study could be distinguished from each other.
