This symposium demonstrates the potential for throughput legitimacy as a concept for shedding empirical light on the strengths and weaknesses of multi‐level governance, as well as challenging the concept theoretically. This article introduces the symposium by conceptualizing throughput legitimacy as an ‘umbrella concept’, encompassing a constellation of normative criteria not necessarily empirically interrelated. It argues that in order to interrogate multi‐level governance processes in all their complexity, it makes sense for us to develop normative standards that are not naïve about the empirical realities of how power is exercised within multi‐level governance, or how it may interact with legitimacy. We argue that while throughput legitimacy has its normative limits, it can be substantively useful for these purposes. While being no replacement for input and output legitimacy, throughput legitimacy offers distinctive normative criteria—accountability, transparency, inclusiveness and openness—and points towards substantive institutional reforms. 相似文献
Expanding the number of U.S. district judgeships is often justifiedas a response to expanding caseloads. Increasing judgeshipsduring unified government, however, allows Congress and thePresident to engage in political (patronage and ideological)control of the federal district courts. This paper examinesempirically the relative importance of caseload pressure andpolitical motives for Congress to expand the number of federaldistrict judgeships. We demonstrate that politics dominatesthe timing of judgeship expansion in the U.S. District Courts.We also show that both politics and caseload affect the actualsize of those timed expansions. In particular, we find thatbefore 1970, Congress seemed to have strong political motivationsfor the size of an expansion. After 1970, Congress became muchmore attentive to caseload considerations. 相似文献
One prominent method for controlling health costs is to find measures for the management of demand. Various options exist for this; and many of them have been tried during the fifty years of the UK's National Health Service. Current policy now focuses on what may be called “scientific‐bureaucratic medicine.” This policy is based on the assumptions that valid medical knowledge is derived from accumulated research evidence and that such knowledge should be implemented through clinical guidelines which are enforced to some extent. This UK development has parallels with the US Agency for Health Care Policy and Research whose experience, therefore, raises some policy issues for the UK. 相似文献
This paper examines British women's accounts of buying and wearing lingerie taken from in-depth interviews exploring experiences of shopping in sex shops. Lingerie forms one part of a sexual consumer culture that is positioned within a neoliberal discourse of postfeminism. Women's engagement with the representation of lingerie, the way they enact lingerie buying and wearing in their everyday lives and the ways they speak about these practices show complex and often incongruous strategies of accommodation and negotiation. Such strategies can make lingerie pleasurable and liveable whilst at the same time expressing forms of anxiety, ambivalence or laughter directed towards the performance of femininity and feminine sexuality required and represented by lingerie. I contend that it is precisely through this often contradictory engagement with lingerie that strategic counter discourses emerge, by which women can resist some of the respectable norms of female sexuality. Women position themselves in ambivalent ways in relation to the visual imperative of feminine sexuality represented by lingerie, particularly through an embodied discourse of comfort and discomfort, or through the playful and pleasurable performance of non-naturalised gender roles. 相似文献
Numerous studies document sex differences in African American girls’ and boys’ academic achievement and motivation, but little is known about how the enactment of gender, such as in the forms of gendered behaviors, attitudes, or personal-social qualities, is related to school functioning. To advance understanding of African American adolescents’ academic experiences, this study examined the longitudinal linkages between stereotypically feminine (i.e., expressive) and stereotypically masculine (i.e., instrumental) personality characteristics and school adjustment. The moderating effects of youth’s ethnic identity and school racial composition also were tested. Participants were 352 African American youth (50.1% girls; mean age at Time 1?=?12.04 years; SD=?2.03) who participated in annual home interviews. Net of biological sex, expressive traits (kind, sensitive) were positively related to school self-esteem and school bonding for both girls and boys, but youth with higher levels of instrumentality (independent, competitive) exhibited sharper declines in academic achievement across adolescence. School racial composition moderated the effects of instrumentality at the between-person level, such that instrumentality was positively related to school self-esteem only for youth who attended schools with fewer African American students. These results highlight the importance of incorporating gendered personality traits, rather than biological sex alone, into theoretical accounts of African American youth’s school functioning.
