浅析人才价值

本文主要从马克思主义的价值学说角度探讨有关人才价值问题,并针对改革开放所出现的八方抢人才现象,分析人才升值的原因,阐述了人的才能与人的价值之间的关系,并对"才能升值"是否带来"道德贬值"的问题进行了剖析.     

关于加快党校后勤改革的思考

目前,党校后勤工作主要存在的问题：完全靠行政命令直接管理的僵硬体制;人事制度僵化、分配方 式单一;机构设置不合理。要解决这些问题必须深化后勤改革,按照“小机构、大服务、社会化”的模式,逐 步实现后勤服务社会化、后勤管理科学化、后勤保障与服务现代化的目标。     

国外城市规划管理中“公众参与”的经验与启示

在计划经济体制向市场经济体制转轨过程中,城市规划行政管理职能也要作相应的转变,以适应市场经济条件下日趋复杂的城市管理的需要和挑战.分析国外城市规划管理中"公众参与"的成功经验,探讨我国公众参与的实现途径,以促进城市规划行政管理的现代化.     

The SEM observation of brain tissues and vascular corrosion cast of closed diffuse brain injuries

The morphologic changes of the closed injured brain of rats were observed by SEM. The rats either died immediately after conclusive injuries or were killed after 5 minutes to 5 days after injuries. The main changes were as follows: the diffuse disorder, twist, wave-like distortion and break of neuron fibers; axonal swelling; formation of axonal retraction balls; stripping and denotation of myelin sheath The ball-like swelling of neuron, break of neuron membrane and vascular wall, and microthrombus formations were also observed. These damages worsened with prolongation of surviving time of the rats. The axonal retraction ball appeared 8 hours after the injury and was approximately 3-5 cm in diameter, and developed to 7-8 cm after 3-5 days. It is observed that frontal lobe, cerebellum and brain stem were severely damaged.     

监禁死亡的法医病理学研究

目的　探讨监禁死亡的法医病理学及其流行病学特点。方法　对华西医科大学法医学系 1 987～ 1 998年所作 5 2例监禁死亡案例病理材料进行统计分析。结果　性别 :5 2例均为男性。年龄 :从 1 8岁～ 70岁 ,以 2 1至 4 0年龄段为主 ( 6 1 5 3% )。民族 :汉族人居多 ( 84 6 1 % )。职业 :待业、农民、工人最多 ( 75 % )。婚姻状态 :已婚者占多数 ( 5 9 6 1 % )。监禁原因 :以抢劫、偷盗为主 ( 6 3 4 6 % ) ,首次被监禁为主 ( 94 2 3% )。监禁死亡时间以 3个月常见 ( 36 5 4 % ) ,死亡地点以派出所、看守所及监狱常见 ( 82 6 9% )。死亡方式 :自然死亡以肺结核及支气管炎为主 ( 4 6 1 5 % ) ,自杀以自缢及高坠为主 ( 4 8 1 5 % ) ,少部分为他杀 ,以同监犯人打死为主( 5 76 % )。结论　监禁中死亡与多种因素有关 ,防止该类事件的发生需要各方面的努力。     

Fixed Investment and Economic Growth in China

This paper attempts to investigate empirically the investment-growth relationship in China. Using the exogeneity framework pioneered by Engle et al. (1983) and Engle and Hendry (1993), we find that fixed investment is a key determinant of China's economic growth, which, surprisingly, has not been rigorously examined in the literature. The super exogeneity test results suggest that there exists a robust (or structurally invariant) relationship between capital formation and income growth, thereby giving credence to policy evaluation.     

The two freedoms,economic growth and development: An empirical study

Log-linear methods are applied to categorical data containing economic freedom, political freedom, the level of income, and the rate of economic growth for a panel of about 100 countries from 1975 to 1992. The main results are: given economic freedom, the rate of economic growth is independent of political freedom and the level of income; given the level of income, political freedom is independent of economic freedom and the growth rate. The analysis suggests the fundamental effects of economic freedom in fostering economic growth, and a high level of income as the condition of a high degree of political freedom.     

空肠弯杆菌肠毒素的组分及其分子质量测定

经ＳＤＳＰＡＧＥ分析发现,８０％饱和硫酸铵盐析的空肠弯杆菌细胞紧张性肠毒素（ｃｙｔｏｔｏｎｉｃｅｎｔｅｒｏｔｏｘｉｎ,ＣＥ）粗提物除有６８ｋｕ的１条带外,还有部分未分开的小分子物质,而经神经节苷脂ＧＭ１亲和层析后仅有６８ｋｕ的１条带,表明ＣＥ为６８ｋｕ的蛋白质。     

论县域经济的比较优势

发展县域经济的关键是要充分发挥本地的优势.优势与劣势都是相对的.对于一个地区来说,没有绝对的优势,也没有绝对的劣势.优势只有在比较中才可以认定,劣势也只有在比较中才会发现.评价县域经济的比较优势要注意客观性、动态性、层次性和全面性.评价的内容应包括自然条件和自然资源比较优势、生产要素和经济结构比较优势、人文资源比较优势和政策资源比较优势等诸多方面.在分析评价不同方面的比较优势时,应运用不同的评价标准和视角,并注意各种比较优势的互补性.     

刑法谦抑视角下的食品监管渎职罪立法解析

从刑法谦抑的角度看,食品监管渎职罪在犯罪圈的划定上基本符合刑法谦抑的要求,但"重大食品安全事故"和"其他严重后果"等表述还存在圈界模糊、柔软的问题。食品监管渎职罪在刑罚配置方面,具有刑罚谦抑所要求的刑罚正当性、合法性和人道性。但与其他渎职犯罪相比还存在法定刑进一步提升的可能,以及增设财产刑的必要。
