A Green Criminological Exploration of Illegal Wildlife Trade in Vietnam

Illegal wildlife trade is a pervasive and destructive crime that is contributing to biodiversity loss and species extinction around the globe. This is particularly true in Vietnam where, it is proposed, the convergence of four factors creates the conditions for the illegal wildlife trade to flourish. The human-centered approach to Vietnam’s diverse ecosystem, historic consumption of wildlife, rapidly developing economy, and embryonic environmental legislation has resulted in the continued degradation of a unique and important environment. Furthermore, until recently criminological research of such green crimes has either been lacking or equally human-centered. This article details the nature and extent of wildlife trafficking in Vietnam and introduces to this context an expanded notion of harm, including the environment and other species, of a green criminological perspective to this exploration. The aim is that, by proposing a new framework in which to evaluate the illegal wildlife trade and other green crimes in Vietnam, new and innovative strategies addressing the convergent factors might be developed that will aid in stopping the illegal wildlife trade and other green crimes.     

Closing the Capability Gap: ASEAN Military Modernization during the Dawn of Autonomous Weapon Systems

ABSTRACT

The procurement of autonomous weapon systems is on the rise in Southeast Asia, where, as in other parts of the world, interest in the military applications of unmanned systems is outpacing fractured international regulation efforts. This article analyzes the diffusion of drone technology in Southeast Asia and argues that we are at an inflection point, representing an opportunity for The Association of Southeast Asian Nations (ASEAN) to control the diffusion of unmanned platforms and take a leadership role in developing a regionally appropriate framework for their development. Moreover, it contends that with a regional framework in place to reduce tensions/misadventure, unmanned aerial and maritime vehicles (UAVs & UMVs) could improve ASEAN’s ability to respond to traditional and non-traditional security threats, and thus increase regional security.     

Overkill? An Examination of Comparatively Excessive Death Sentences in North Carolina, 1990–2010

This study examines death/life capital sentences in one southern state, North Carolina, during the period 1990 to 2010 to determine the extent to which they are comparatively excessive/lenient. The study employs data derived from a variety of official sources on the population of capital trials in the state during this timeframe and follows the analytic techniques developed by David Baldus and his colleagues and by Paternoster and Kazyaka in their studies of comparative excessiveness in capital sentencing in California, Georgia, and South Carolina, respectively. The results show a substantial number of death sentences that meet the standard for excessiveness, but the data also show a nearly equal number of life sentences that may be deemed too lenient. The implications of these findings are discussed.     

Injury analyses of fatal motorcycle collisions in south-east Scotland

The timing of death and pathological findings in fatal motorcycle accidents in south-east Scotland between 1987 and 1997 were investigated. Of the 59 motorcyclists who died, 38 were dead when found at the accident scene, six others were alive when found but died at the scene, two died in an ambulance in transit to hospital and 13 died after reaching hospital. Scoring of the injuries according to the Abbreviated Injury Scale revealed Injury Severity Scores (ISS) ranging from 25 to 75. Overall, injuries to the head, neck and chest were responsible for the most severe injuries. Twenty-five motorcyclists had injuries acknowledged to be unsurvivable (ISS = 75), most of which involved the thoracic aorta, brainstem and cervical spinal cord. The greatest potential to reduce the death rate amongst motorcyclists lies with accident prevention/injury reduction measures, rather than through improved treatment of injuries. Efforts to try to alter driving behaviour and to improve the design of vehicles and helmets need to continue.

The shadow value of migrant remittances,income and inequality in a household‐farm economy

This article offers econometric evidence that income remittances sent home by family migrants stimulate household‐farm incomes indirectly by relieving credit and risk constraints on household‐farm production. A high but unequally distributed shadow value of migrant remittances appears to reinforce an equalising direct effect of remittances on the income distribution across a sample of household‐farms in rural Mexico.
