中国西部开发中的环境财政金融问题探讨

中国目前实施的西部大开发和第１０个“五年”计划中，环境的治理和保护已成为实现经济增长和可持续发展的关键。本文从实际出发，按照市场经济原理，就国家、企业、个人和国际社会在环境保护和治理上，应承担的财政金融责任进行了较为深入地探讨．其目的在于实现发展与环保的统一与协调。     

开国大典阅兵计划出台前后

1949年10月1日，在庆祝中华人民共和国成立的开国大典上，中国人民解放军举行了隆重的阅兵式。这个阅兵式，是刚刚建立的新中国国威的第一次展示，表现了中国人民必将战胜一切困难，捍卫民族独立，实现国家富强的坚强决心。     

农民非制度政治参与的原因分析及治理路径

当前中国农村社会转型过程中最突出的政治现象是农民的非制度政治参与,其中在社会利益分化的情况下,农民自身正当利益受到损害;农民经济基础的薄弱;农民制度内参与的渠道缺失;农民综合素质较低,是引发农民非制度化政治参与的重要原因.在新农村建设过程中,需在大力发展农村经济的基础上,完善农民政治参与机制,提高农民综合素质,培育新型农民,健全农民利益补偿机制,以使农民政治参与走上制度化道路.     

论联合国集体安全体系所面临的问题

《联合国宪章》所确立的集体安全体系与国际联盟的有关规定相比，有着意义深远的进步。然而，随着国际形势的变化，宪章的设想暴露出了这样那样的缺陷，从而使得执行联合国集体安全体系职能面临一系列问题：联合国集体安全体系的政治基础不稳，使得集体安全体系赖以存在的“大国一致”原则难以得到实现；对行使集体强制行动的法律前提缺乏权威性的统一解释；联合国集体强制军事行动所需军队无法建立，联合国维持和平行动缺乏应有的法律规范。对以上几个方面的原因进行分析，有利于国际社会进一步完善联合国集体安全体系，使之对人类的和平与安全发挥更大的作用     

军人与“经济人”

军人是经济人。军人既具有军人的特殊性，又具有社会人的一般性，不能用他们的特殊性否定他们的一般性。社会对军人的供给与军人需求的均衡度，决定着军人的安心度，军人对自身收益的判断，与它的相对值有关。承认军人是经济人，是对军人有追求正当利益需求的肯定，有利于从实际出发确立工作思路和方法、制定相应的政策，也为政治教育提供科学的依据

网上交易犯罪是网络犯罪的一种特殊形式,它既具有现实社会中交易犯罪的一般性质又具有网络犯罪的一般性质。网上交易犯罪实质上是一种信息犯罪,包括对信息价值的犯罪,对信息内容的犯罪,对信息载体的犯罪。网上交易犯罪是一种具有很大社会危害性,犯罪空间的虚拟性,犯罪运行的数字性,犯罪现场的复杂性,犯罪手段的多样性等特征。     

The Great Leap Forward,the People's Commune and the Sino-Soviet Split

Utilizing recently available Chinese and Russian archival sources and pertinent media reports, this article attempts to unravel the truth on the connection between the Great Leap Forward/the People's Commune Movement and the Sino-Soviet split. It aims to address the following questions: what are the actual divergences between China and the Soviet Union on the Great Leap Forward and the People's Commune Movement? How did Mao react to the Soviet attitude? How did Mao's reaction directly connect to the Sino-Soviet split? It reveals the actual divergences between Mao and Khrushchev over the Great Leap Forward and the People's Commune Movement.     

Informational efficiency,organisational development and the institutional linkages of the provincial people's congresses in China

The Provincial People's Congresses (PPCs), Chinese legislatures at the provincial level, were resumed and their Standing Committees were established in the late 1970s after a decade of political chaos during the Cultural Revolution. In their early development, the survival and maintenance of the PPCs were threatened by the information impactedness, resulting from their structural detachment from both the National People's Congress and ordinary citizens, among many severe challenges. This article probes how, in the last two decades, the PPCs have pursued a network strategy and developed a complex of institutional linkages with other power institutions and societal forces. Taking advantage of these networks, the PPCs have woven their own information networks and dramatically enhanced their ability to collect, process, and disseminate information, both from the central leadership in Beijing, and from deputies and ordinary citizens at the grassroots. They also could have played a new role, ‘information broker’ between both sides. As a result of informational efficiency and rationality maximisation in decision‐making, the PPCs have become more institutionalised and been expanding their power to the extent that they have already been power players with weight in Chinese sub‐national politics.
