韧性视角下现代城市整体性风险防控问题研究

现代城市因人口聚居、建筑密集、活动复杂而日益成为风险中心,呈现出复合性、联动性、叠加性、扩散性、隐蔽性增大等整体性风险。本文基于韧性视角,引入"韧性城市"概念,剖析了现代城市整体性风险防控实践的六大盲点和弊端,并分别从空间、时间和层级三个维度提出了韧性城市风险治理的范式,梳理出"都市群-城镇带-生活圈"防范风险扩散、"灾前预警-灾中应急-灾后恢复"阻遏风险延递、"宏观搭台-中观定标-微观落地"化解风险叠加的具体策略。     

性贿赂的刑法规制路径

当今社会,性贿赂已然成为重要的贿赂方式,其对国家工作人员的腐蚀力甚至高于其他财物型贿赂。然则我国刑法并未将性贿赂纳入其规制范围,理论界对性贿赂入罪与否争论不断,实务中对性贿赂的处置方式不尽相同,这直接削弱了我国刑法对性贿赂的规制力度。应当试图跳出性贿赂入罪与否的争论漩涡,在现行刑法框架下探寻性贿赂的刑法规制路径;应当将间接性贿赂中的雇佣型性贿赂所涉赃款直接认定为受贿数额,将直接性贿赂与间接性贿赂中的指示型性贿赂直接规定为贿赂犯罪的法定从重处罚情节。     

中美警察教育训练比较研究

警察教育训练是警察机关的重要组成部分,同时也是高等教育的重要方面。由于中美两国政治制度与国家结构形式不同,两国的警察教育训练存在明显的差异。比较中美警察学历教育模式、训练模式及其训练的组织实施,可以发现各自的特点、优势与不足,可资借鉴。我国警察教育训练制度正在进行改革,一些承担学历教育的公安院校开始把重点转向职业教育,但在警察教育训练制度改革的过程中,如何充分发挥我国警察教育训练制度的优势,有效避免出现西方国家警察教育训练制度的不足,还需要在深入研究西方国家警察教育训练制度的基础上作进一步的探索。     

社会问题的双重建构性及消解策略——有关社会问题“元理论”的重新探索

社会问题从本质上看是客观（物）和主观（人）双方双重建构的产物。因此,忽视主客观其中任何一方都将使对社会问题的认识产生局限和偏差。在这个意义上,社会问题的消解策略应从客观和主观两个方面人手,一方面解决主观建构的意识性,另一方面解决客观建构的存在性。建立社会预警机制和展开社会控制和管理是解决社会问题的途径。社会工作为社会问题治理提供了新的诉求渠道。

国际金融危机对中国劳动就业的影响与体面劳动的实现

金融危机对中国正在推行的体面劳动带来较大冲击,主要体现为失业率上升和劳动收入下降,青年成为遭受冲击最大的群体。尽管在金融危机情况下,就业数量成为首要政策目标,但不能忽视就业质量。就业数量与就业质量并重是体面劳动的实质追求。     

Associations Between Suicidal High School Students’ Help-Seeking and Their Attitudes and Perceptions of Social Environment

Suicide is a leading cause of death among adolescents, many of whom fail to disclose suicide concerns to adults who might help. This study examined patterns and predictors of help-seeking behavior among adolescents who seriously considered suicide in the past year. 2,737 students (50.9?% female, 46.9?% male; racial distribution 79.5?% Caucasian, 11.9?% Hispanic/Latino, and 3.6?% Black/African-American) from 12 high schools in rural/underserviced communities were surveyed to assess serious suicide ideation (SI) in the past year, disclosure of SI to adults and peers, attempts to get help, attitudes about help-seeking, perceptions of school engagement, and coping support. Help-seeking was defined as both disclosing SI to an adult and perceiving oneself as seeking help. The relationship between adolescents' help-seeking disclosure and (1) help-seeking attitudes and (2) perceptions of social resources was examined among suicidal help-seeking youth, suicidal non-help-seeking youth, and non-suicidal youth. Of the 381 (14?%) students reporting SI, only 23?% told an adult, 29?% sought adult help, and 15?% did both. Suicidal help-seekers were similar to non-suicidal peers on all measures of help-seeking attitudes and social environment perceptions. Positive attitudes about help-seeking from adults at school, perceptions that adults would respond to suicide concerns, willingness to overcome peer secrecy requests, and greater coping support and engagement with the school were associated with students' increased disclosure of SI and help-seeking. This study supports prevention strategies that change student norms, attitudes and social environments to promote help-seeking among adolescents with SI. Promising intervention targets include increasing students' perceptions of the availability and capability of adults to help them, and strengthening students' understanding of how existing resources can help them cope.

The Formation and Impact of Isomorphic Pressures: Extravagant Position‐Related Consumption in China

In this article, we examine the impact of isomorphic pressures on institutional practices, a field that has not been adequately explored and explained. A critical issue, on which this article focuses, is the process by which isomorphic pressures translate into homogenous institutional practices across organizations. Drawing on the case of extravagant position‐related consumption in local governments in China, we identify the sources of isomorphic pressures, how they come to have an impact, in what ways they are manifested and how they are sustained. We find that institutionalized isomorphic pressures may create informal institutional practices in contradiction to formal legal norms. We further analyze the endogenous dynamics behind the formation of isomorphic pressures, which are deeply embedded in the complex web of Chinese bureaucratic relationships. This article is based on 65 in‐depth interviews with government officials as well as relevant government documents and media accounts.
