素质教育与教育本质的回归

一、教育的现实困境与素质教育的提出 任何一个国家、任何时代都对教育给予了高度重视。不同的国家以及同一国家在不同的时代有着不同的教育理念、教育方法和教育目标。在我国,改革开放前甚至是在前几年,因受计划经济和传统管理模式的影响,我们的教育模式、方法与目标也都不免带有计划体制的特色。主要体现在以下几个方面:     

净化民族语言刻不容缓

目前社会的语言运用比较混乱,在追求创新的同时忽略了语言的净化。亟需在对所存在问题进行分门别类地分析的基础上,探究问题的原因,提供解决问题的对策。     

全球消化过剩流动性:危机后复杂外部环境与中国经济政策选择

经历了美国金融危机和世界经济衰退,世界经济复苏的基础并不坚固。欧洲相继发生了欧元区国家主权债务危机,欧盟开始退出财政刺激;而美国则由于经济增长速度不稳,失业率高企,采取了新一轮财政与货币刺激计划。全球消化过剩流动性的时刻,世界经济的发展前景以及发达国家的经济政策日趋走向复杂。在这样的背景下,中国经济虽然恢复了快速增长,但是对经济作贡献的三大支柱面临的基本条件也发生了重要的变化,通货膨胀时代开启。面对危机后国内外复杂环境的变化以及"十二五"期间经济发展方式转型的紧迫要求,中国经济政策的选择面临着新的挑战。

大众文化与形上追求

形上追求是人类与生俱来的一种求知冲动 ,更是一种寻找精神寄托和灵魂安顿的渴望。但是 ,这种追求和冲动几乎是从一开始就在被怀疑论消解着。从苏格拉底到 2 0世纪的语言哲学及后现代主义哲学 ,西方哲学对形上追求的怀疑和消解从来没有停止过 ,大众文化的兴起更为这种消解提供了现实的文化土壤和依据。但是 ,形上追求作为一种本体性冲动是不会停止的 ,因为它表达的是人的超越需要。随着人们的生活质量和品位的提高 ,形上追求必然会重新成为人们关注的问题。     

刍议检察学研究的几个基本问题——以检察制度的比较研究为视角

我国政治制度与西方各国不同,只能从国情出发,借鉴西方某些适合我国的有益经验,不断发展和完善中国特色社会主义检察制度。因此,以检察制度的比较研究为切入点,探讨我国检察机关体系在国家机构中的地位、检察机关的法律监督职能划分以及根据检察机关和检察职能的法律定位来认识检察官的司法属性,具有重要现实意义。     

The Impact of Prenatal Exposure to Power Plant Emissions on Birth Weight: Evidence from a Pennsylvania Power Plant Located Upwind of New Jersey

To examine the infant health impact of prenatal exposure to power plant emissions, we draw scientific evidence on the impacted region downwind of a large polluter, a coal‐fired power plant located on the border of two states and proven to be the sole contributor to the violation of air quality standards of the impacted region. Our results show that among all live singleton births that occurred during 1990 through 2006, those born to mothers living as far as 20 to 30 miles away downwind from the power plant (which is also an affluent region) during pregnancy are at greater risks of low birth weight (LBW) and very low birth weight (VLBW): the likelihoods of LBW and VLBW could increase approximately by 6.50 and 17.12 percent, respectively. In light of the continual efforts of The U.S. Environmental Protection Agency in reducing cross‐state air pollution caused by transboundary power plant emissions, our study is aimed at broadening the scope of cross‐border pollution impact analysis by taking into account adverse infant health effects of upwind polluters, which can impose disproportionate burdens of health risks on downwind states due to air pollutants transported by wind.     

CCP ELITE PERCEPTION OF THE US SINCE THE EARLY 1990S: WANG HUNING AND ZHENG BIJIAN AS TEST CASES

This article juxtaposes two of the most influential yet under-studied America watchers within the top echelon of the Chinese Communist Party (CCP), Wang Huning and Zheng Bijian. To be sure, the two have indelibly shaped CCP attitudes, yet surprisingly enough, although Zheng has been written about extensively in the English language, Wang has hitherto largely remained outside academics’ purview. This article also aims, in passing, to explore linkages between Wang and Zheng ideas and those of other well- known America watchers like Liu Mingfu and Yan Xuetong. The comparison offers clues as to the extent to which the current advisory shaping CCP thinking on the US differs from the previous generation, and as to whether CCP thinking is un-American or anti-American in essence. The conclusions ties the study together by arguing, based on Wang and Zheng's views, that New Confucianism may shape Chinese society in the future     

从技术精英个人发展路径看法国的人才优势集聚战略

本文通过对法国电力部门的考察发现,以19世纪高等专科学院体系建立为起点的法国高端人才优势集聚战略在两百余年的发展过程中逐渐形成了技术精英"顶尖高等专科学院—国家军团—行政/技术结构基层岗—部长内阁—政治家/高级公务员/公共企业管理者"的个人发展路径。研究认为,以按需培养、人岗匹配和稳定职业预期为特征的法国高端人才培养战略不但为法国储备了大量精英,更在很大程度上实现了精英个人利益和国家利益的一体化。法国的经验可为我国在对人才格局的整体把握、双向人才匹配制度的建立和人才相关双文明建设的推进等方面提供参考,加速中国国家性人才培养规划的制定和实施。     

我国政治体制改革的突破口

改革开放以来,我国政治体制改革与经济体制改革相伴随进行,成功开辟和坚持了中国特色社会主义政治发展道路;同时一些体制机制障碍也成为改革中的硬骨头.目前政治体制改革进入深水区.政治体制改革的突破口在规范、制约、监督权力上：树立起长期执政的权力自觉;尽快实施干部财产公开制度;加快推进行政管理体制改革,建立健全权力运行制约和监督体系.
