Public action increasingly takes place in self-organizing networks that are remote from direct governmental control. While these transformations have been subject to scrutiny in regard to their efficiency, less attention has been paid to their democratic quality. This article discusses governance-induced problems of democracy by isolating two major criticisms. Deliberative criticism argues that governance, rather than allowing for true deliberation in the public space, may lead to a loss of accountability. Participatory criticism stresses that governance impinges on participatory venues. The article discusses these criticisms theoretically and empirically, drawing from research on drug policy in Switzerland. The findings show that the criticisms are relevant, albeit not entirely justified.  相似文献

This work addresses the dimensions and content of ideological space in Portugal and Greece after the onset of the sovereign debt crisis and the imposition of austerity policies in the two countries. By examining both elite interviews and public opinion data, the article principally attempts to determine whether the economic crisis has created a new division in ideological space by cross-cutting or completely replacing older ones. In addition, we attempt to gauge the position of crisis-related issues relative to issue divides on European integration and globalisation which, up to now, have been dormant in Southern European countries.  相似文献

Since independent regulatory agencies (IRAs) became key actors in European regulatory governance in the 1990s, a significant share of policy‐making has been carried out by organizations that are neither democratically elected nor directly accountable to elected politicians. In this context, public communication plays an important role. On the one hand, regulatory agencies might try to use communication to raise their accountability and thereby to mitigate their democratic deficit. On the other hand, communication may be used with the intent to steer the behavior of the regulated industry when more coercive regulatory means are unfeasible or undesirable. However, empirical research focusing directly on how regulators communicate is virtually non‐existent. To fill this gap, this paper examines the public communication of IRAs in four countries (the United Kingdom, Germany, Ireland, and Switzerland) and three sectors (financial services, telecommunications, and broadcasting). The empirical analysis, based on qualitative interviews and a quantitative content analysis, indicates that the organization of the communication function follows a national pattern approach while a policy sector approach is helpful for understanding the use of communication as a soft tool of regulation.  相似文献

This paper investigates the characteristics of university-industry collaboration in a large set of research joint ventures (RJVs) established in the context of the European Framework Programmes over a period of fourteen years. The share of university-industry RJVs is found to have gradually increased. Such RJVs have tended to be relatively larger in terms of participant numbers. Universities from peripheral European regions have been rather active in the examined RJVs. Firms cooperate with Universities to exploit research synergies leading to cost savings or improvements in R&D productivity, keeping up with major technological developments, and sharing R&D cost. Firms reported that the most important benefit from such collaboration has been the positive impact on their knowledge base.  相似文献

This paper examines the process of technology transfer and associated learning effects experienced by the Greek telecommunication equipment manufacturer INTRAKOM as a result of its involvement in public procurement processes and the technological shift towards software-driven digital switching and transmission systems. Drawing upon the role of Government procurement as an instrument for industrial policy and the learning potential of a technology transfer process, the paper argues that the Public sector's industrial policy considerations, exercised through the procurement practices of the Greek Public Telecommunication Operator (OTE), as well as INTRAKOM's own timely focus in establishing a long-term collaboration agreement with a leading international vendor (ERICSSON) played a catalytic role in the accumulation of domestic capabilities in the manufacturing of selected telecommunication equipment products.  相似文献

This paper aims at examining the collaborative networks established during the seven Framework Programmes on Research and Technological Development (1984–2009). These networks are the result of self-organized partnering by different participating entities (industry, universities, research centers and technology users) in subsidized research joint ventures selected on a competitive basis under the thematic priorities and funding rules imposed by the European Union. Social network analysis tools are employed in order to describe and assess the architecture, and the dynamics of the networks that were developed in the context of each Framework Programme. Analysis of organizations’ positioning in the network space will show whether there are some pivotal actors with significant policy implications for knowledge and technology transfer. Last but not least, understanding how these network are formed and how they have evolved over time may provide useful policy implications for the design and structure of the current and future EU Programmes aimed at shaping and creating a unified European Research Area.  相似文献
