This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government.  相似文献

Abstract: Postmortem computed tomography (CT) images can show internal findings related to the cause of death, and it can be a useful method for forensic diagnosis. In this study, we scanned a ready‐made box by helical CT on 2‐mm slices in a mobile CT scanner and measured each side of the box to assess whether reconstructed images are useful for superimposition. The mean difference between the actual measurements and the measurements on the three‐dimensional (3D) reconstructed images (3D‐CT images) is 0.9 mm; we regarded it as having no effect on reconstruction for the superimposition method. Furthermore, we could get 3D‐CT images of the skull, which were consistent with the actual skull, indicating that CT images can be applied to superimposition for identification. This study suggested that postmortem CT images can be applied as superimpositions for unidentified cases, and thinner slices or cone beam CT can be a more precise tool.  相似文献

This article deals with reciprocity requirement for recognition of foreign judgments in Japan. Following German law, Japanese law requires reciprocity to the rendering state in addition to the jurisdiction of the state, the service of process, and the compatibility with Japanese public policy. Although Japanese courts have rarely refused the recognition of foreign judgments for lack of reciprocity for a long time, some Chinese judgments recently have not been recognized for this reason. The author clarifies first with historical review what was the purpose of the Japanese legislator, when the original law of 1890 required the reciprocity by international treaties, and when later the reform law of 1926 required the simple reciprocity that is similarly provided in the current law. The author surveys then the Japanese case law concerning the reciprocity requirement after the reform of 1926. The author focuses further on the reciprocity between Japan and China and compares the Japanese practice with the German one that led to a different result. Last, it is concluded that the reciprocity requirement is contrary to the protection of human rights under Japanese constitution.  相似文献

Abstract

This article addresses why small powers initiate aggressive bargaining with great power allies and adversaries despite the risk of provocation. Although the cause of such behavior is usually attributed to the regime type or the “irrationality” of an aggressive small power, this article explores how a system-level factor affects incentives for a small power to conduct aggressive bargaining. In so doing, I develop a theory of asymmetric aggressive bargaining, which shows that a small power's high security dependence upon its ally or adversary makes its use of aggressive bargaining rational. The empirical analysis suggests that the proposed theory effectively explains changes in North Korea's policies toward the United States and the Soviet Union after the Korean War.  相似文献

目前,没有工作、宅在家里“封闭自我”、精神“内向”的青年无业者已然成为日本严峻的社会问题。 本研究从日本政府为解决少子化时代青年就业问题采取的措施、青年就业与劳动力市场状况、公共和私营部门 面临的青年无业者带来的挑战等方面,探讨日本少子化时代,尤其是近年来青年劳动者的就业现状和未来面临 的问题。研究发现,尽管政府采取了多种措施,但在现实中,有很多生活困窘的年轻人仍未能被就业和生活帮 扶措施覆盖,无法得到相应服务,因此政府还在寻求进一步的改善措施。而要从根本上解决日本少子化时期的 青年就业问题, 还有很长的路要走。  相似文献
